- Based on Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

- Based on Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;

- Based on Circular No. 03/1999/TT-TCBD dated May 11, 1999 of the General Post Office guiding the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on postal services and telecommunications and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;

- Based on the Government's letter No. 32/CP-KTTH dated January 10, 2003 regarding the adjustment of long-distance inter-provincial telephone tariffs;

- In accordance with the proposal of the Director of the Planning and Finance Department,

Article 1. Inter-provincial IP telephony is IP telephony between telephones not located within the administrative boundaries of the same province or centrally governed city. The billing unit for inter-provincial IP telephony is minutes, with any fractional part of the final minute of a call less than one minute being counted as one minute (billing system 1+1).

Article 2. Inter-provincial IP telephony rates are stipulated as follows:

1. Residential calls:

a) Call charges

- Zone 1: 727 dong/minute;

- Zone 2: 1,227 dong/minute;

- Zone 3: 1,636 dong/minute.

* For IP telephone calls on the routes Hanoi - Ha Tay, Bac Ninh - Bac Giang, Nam Dinh - Thai Binh, Ben Tre - Tien Giang and vice versa, enterprises shall decide their own rates but they must not be lower than 20% below the inter-provincial telephone (PSTN) rates on the same route.

b) The rate zones are defined in the Appendix attached to this Decision.

c) Calls made from 11 PM the previous day to 7 AM the following morning from Monday to Saturday, holidays, and Sundays will have a 30% discount.

2. Public place inter-provincial IP calls:

- In addition to the rates specified in point a, Clause 1 of this Article, an additional charge of 454 dong/call will be applied.

- The reduction in rates for off-peak hours, holidays, and Sundays shall be decided by the enterprise, but it must not exceed 30% of the rates specified in point a, Clause 1 of this Article.

3. The rates stipulated in Clauses 1 and 2 of this Article do not include value-added tax.

Article 3. The inter-provincial connection rates for fax and data transmission subscribers using standard telephone lines (data transmission over telephone subscriber lines) with IP protocol shall be applied according to the provisions of Articles 1 and 2.

Article 4. This Decision takes effect from March 1, 2003. All previous regulations contrary to this Decision are abolished.

Article 5. The Head of the Office, the Director of the Planning and Finance Department, the Heads of units under the Ministry of Posts and Telecommunications, telecommunications service providers, and related units are responsible for implementing this Decision./.
