Pursuant to Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to the Investment and Construction Management Regulation issued together with Decrees No. 52/1999/NĐ-CP dated July 8, 1999, No. 12/2000/NĐ-CP dated May 5, 2000, and No. 07/2003/NĐ-CP dated January 30, 2003 of the Government;
At the proposal of the Director of the Installation Department and the Director of the Legal Department.

Article 1. These Regulations on Qualification Conditions for Construction Activities are hereby promulgated together with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall be uniformly applied throughout the country.
Article 3. The Minister, Heads of Ministries equivalent to Ministries, agencies under the Government, central agencies of social organizations, Chairpersons of People's Committees of provinces and centrally governed cities, enterprises, project sponsors, relevant organizations and individuals are responsible for implementing this Decision./.
