MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;

Pursuant to Decree No. 201/2004/ND-CP dated December 10, 2004 of the Government on the promulgation of the Management Regulation for Scientific and Social Sciences and Humanities Activities;

Pursuant to Decision No. 153/2003/QD-TTg dated July 30, 2003 of the Prime Minister on the issuance of the University Charter;

Pursuant to Decision No. 56/2003/QD-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training on the issuance of the College Charter;

In accordance with the proposal of the Director of the Department of Science and Technology.

DECISION:

Article 1. Issued together with this Decision are the Regulations on scientific and technological activities in universities and colleges under the Ministry of Education and Training

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

This Decision replaces Decision No. 901/QD dated August 4, 1989 of the Minister of Higher Education, Secondary Specialized Education, and Vocational Training (now the Ministry of Education and Training) on the issuance of regulations on scientific research - labor production work in universities and Decision No. 1686/GD-ĐT dated May 16, 1995 of the Minister of Education and Training on amending Article 22 of the regulations on scientific research - labor production work in universities.

Article 3. The Heads of the Office, Directors of the Department of Science and Technology, the Department of Organization and Cadres, the Department of Planning and Finance, the Department of Universities and Graduate Studies, Heads of relevant units under the Ministry of Education and Training; Rectors of universities, Principals of colleges, and Heads of affiliated units under the Ministry of Education and Training are responsible for implementing this Decision.
