Pursuant to Resolution No. 01/2007/QH12 dated July 31, 2007 of the National Assembly of the Socialist Republic of Vietnam, the twelfth session, first meeting, concerning the organizational structure of the Government and the number of Deputy Prime Ministers for the twelfth term;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government on the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the establishment, approval, and management of comprehensive planning for socio-economic development;

Pursuant to Decision No. 27/2007/QĐ-TTg dated February 15, 2007 of the Prime Minister approving the project "Developing domestic trade until 2010 with orientation towards 2020";

Based on the authorization of the Prime Minister allowing the Minister of Industry and Trade to review and approve planning projects for the development of commercial infrastructure as per Official Letter No. 6428/VPCP-KTTH dated November 7, 2007 of the Office of the Government;

Considering the Report No. 345/VNCTM-TTr dated December 3, 2007 of the Institute of Trade regarding the approval of the project "Planning for the Development of Certain Key Commercial Infrastructure in the Northern Key Economic Region until 2010 with orientation towards 2020";

At the proposal of the Director of the Department of Planning and Investment,

DECISION:

Article 1: Approves the "Planning for the Development of Certain Key Commercial Infrastructure in the Northern Key Economic Region until 2010 with orientation towards 2020" with the main contents as follows:

1. Development Orientation

- Developing various types of commercial infrastructure in the Northern Key Economic Region (hereinafter referred to as the Region) in accordance with the socio-economic development of the entire Region generally, and each province directly under the Central Government (hereinafter referred to as the province) within the Region specifically, during the period up to 2010 and with orientation towards 2020.

- Developing harmoniously and reasonably distributing various types of commercial infrastructure in the Northern Key Economic Region; gradually increasing the proportion of modern commercial infrastructure types, gradually improving the level of commercial civilization of traditional commercial infrastructure types.

- Concentrating on developing various types of commercial infrastructure with medium scale and distributed widely across localities within the Region. For large-scale commercial infrastructure types, initially developing in major cities to create "highlight" to promote regional linkage, nationwide, and internationally.

- The State focuses on creating a favorable investment environment for economic sectors participating in investing in commercial infrastructure in the direction of gradually perfecting policies for development and management in line with market mechanisms and international commitments of Vietnam to effectively exploit and utilize resources of provinces in the Region, nationwide, and foreign resources according to the law; at the same time having policies to encourage, support, and provide preferential investment for certain key types of commercial infrastructure.

2. Development objectives

- Developing various types of commercial infrastructure commensurate and appropriate with the increasing demand and diversity of commercial activities throughout the Region generally, and each locality within the Region specifically.

- From 2011 to 2015, focusing on developing wholesale markets, supermarkets, shopping centers of large scale, exhibition and fair centers, warehouses, and oil storage facilities in key areas within the Region, primarily in Hanoi City, Haiphong City, and Quang Ninh Province; while paying attention to upgrading and renovating to enhance the efficiency of existing commercial infrastructure facilities in provinces within the Region.

- From 2016 to 2020, focusing on developing various types of commercial infrastructure in the Region towards modernization, including some construction projects on par with those in the region and internationally.

3. Planning for the Development of Certain Key Commercial Infrastructure

3.1 Planning for the Development of Type I Markets and Wholesale Markets

3.1.1 Development Objectives

- Developing Type I markets and wholesale markets in the Region towards perfecting technology for organizing commodity circulation and service provision at markets, enhancing service levels and commercial civilization.

- Ensuring the maintenance of the average annual growth rate of sales revenue and services through markets at 16-18% from 2006 to 2010, 14-16% from 2011 to 2015, and 12-14% from 2016 to 2020.

- Ensuring job creation for a portion of labor in urban areas within the Region that are rapidly urbanizing.

3.1.2 Principles of Distribution Planning

a. Principles of Distribution Planning for Type I Markets

- The average population density of the area served by Type I markets must reach a minimum of 600 people/km².2- The area served by Type I markets has an approximate size of 40 km².2

- In the area planned for Type I markets, the gross national product per capita per year is at a level from 500 to less than 1000 USD or from 8 million to less than 16 million VND.

- Having a location and relatively developed infrastructure conditions ensuring convenience for residents' regular shopping.

b. Principles of Distribution Planning for Wholesale Markets

- Agricultural production has entered a stage of rapid development in scale, and the division of labor among stages in the process of agricultural product circulation from production to consumption has become clearly defined.

- The rapid urbanization process in the region requires the establishment of facilities ready to supply goods, especially agricultural products, to the increasingly professional, civilized, and modern retail networks in urban areas.

- Merchants have the ability and willingness to participate in providing services supporting the circulation of goods from production to consumption. The organization of labor by merchants ensures the capacity to expand the scale of operations and diversify fields of operation.

- Infrastructure conditions, especially relatively developed transportation, reasonable freight rates ensuring convenience for the process of developing goods and service exchanges.

- Distance between similar wholesale markets (attracting and distributing similar products): from 30 to 50 km.

3.1.3 Planning Scheme

a. Planning for Type I markets:

- In Hanoi City: Upgrade Dong Xuan Market, Hoan Kiem District with an investment cost of 33.66 billion VND, including 13.66 billion VND for the period 2007-2010, 10.0 billion VND for the period 2011-2015, and 10.0 billion VND for the period 2016-2020.

- In Vinh Phuc Province: Construct new markets in Vinh Yen, Dong Tam (Vinh Yen City), Phuc Yen (Phuc Yen Town), Lap Thach (Lap Thach Town), Giang (Vinh Tuong District) with a total investment cost of 73.0 billion VND, including 45.2 billion VND for the period 2007-2010, 21.8 billion VND for the period 2011-2015, and 6.0 billion VND for the period 2016-2020.

- In Bac Ninh Province:

+ Construct new markets: Pho Moi Town Market, Lim Town Market, Thuan Thanh Town Market, Yen Phong Town Market, Gia Binh Town Market with an investment cost of 151.0 billion VND, including 54.0 billion VND for the period 2007-2010, 75.0 billion VND for the period 2011-2015, and 22.0 billion VND for the period 2016-2020.

+ Upgrade and expand Luan Tai Town Market, Giau (Tuson District) Market, Nhon (Bac Ninh City) Market with an investment cost of 61.0 billion VND, including 33.0 billion VND for the period 2007-2010, 21.0 billion VND for the period 2011-2015, and 7.0 billion VND for the period 2016-2020.

- In Ha Tay Province:

+ Construct new markets: Ha Dong (Ha Dong City) Market, Nghe (Son Tay City) Market, Xuan Mai (Chuong My District) Market, Kim Bai (Thanh Oai District) Market with an investment cost of 104.4 billion VND, including 62.0 billion VND for the period 2007-2010, 32.0 billion VND for the period 2011-2015, and 10.4 billion VND for the period 2016-2020.

+ Upgrade and expand markets: Phu (Quoc Oai District) Market, Te Tieu (My Duc District) Market, Troi Giang (Hoai Duc District) Market, Voi (Thuong Tin District) Market, Quang Oai (Ba Vi District) Market, Phuc Tho (Phuc Tho District) Market, San (Thach That District) Market, Phung (Dan Phuong District) Market, Chuc Son (Chuong My District) Market with an investment cost of 110.4 billion VND, including 39.4 billion VND for the period 2007-2010 and 71.0 billion VND for the period 2011-2015.

+ Maintain markets: Lim-Phu Xuyen District Market (area 5,460 sqm)2), Khang-Phu Xuyen District Market (area 4,674 sqm)2).

- In Hung Yen Province:

+ Construct new markets: Pho Hien (Hung Yen City) Market, My Hao Town Market (My Hao District), Van Giang Town Market (Van Giang District), Giai Pham (Yen My District) Market with an investment cost of 82.0 billion VND, including 62.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

+ Maintain markets: Binh Phu-Yen My District Market (area 5,000 sqm)2), Cong Trang-Yen My District Market (area 4,000 sqm)2), Nom-Van Lam District Market (area 4,500 sqm)2).

- In Hai Duong Province:

+ Construct new markets: Ke Sat (Binh Giang District) Market and Sao Do (Chi Linh District) Market with an investment cost of 48.3 billion VND, including 29.3 billion VND for the period 2007-2010, 13.0 billion VND for the period 2011-2015, and 6.0 billion VND for the period 2016-2020.

+ Upgrade and expand Hai Duong City Market with an investment cost of 12.18 billion VND, including 8.0 billion VND for the period 2007-2010 and 4.18 billion VND for the period 2011-2015.

- In Hai Phong City:

+ Construct new markets: Tran Quang Khai Market, Quan Toan Market, Cat Bi Market with an investment cost of 76.0 billion VND, including 30.0 billion VND for the period 2007-2010 and 46.0 billion VND for the period 2011-2015.

+ Maintain markets: Tam Bac Market (area 3,486 sqm)2), An Duong Market (area 6,038 sqm)2), Nui Deo Market (area 6,000 sqm)2).

- In Quang Ninh Province:

+ Construct new markets: Cuong Market, Mao Khe Market, Ha Ha Town Market (Ha Ha District) with an investment cost of 90.8 billion VND, including 34.4 billion VND for the period 2007-2010, 49.4 billion VND for the period 2011-2015, and 7.0 billion VND for the period 2016-2020.

+ Upgrade and expand two border markets: Border Market 1 and Border Market 2 in Mong Cai City with an investment cost of 24.0 billion VND.

+ Maintain markets: Ha Long I Market (area 32,000 sqm)2), Ha Long II Market (area 8,700 sqm)2), Cam Pha Town Market (area 9,400 sqm)2), Uong Bi Town Market (area 5,000 sqm)2) and Mong Cai Town Center Market (area 7,800 sqm)2).

b. Planning for wholesale markets:

- In Hanoi City:

+ Construct new comprehensive agricultural wholesale market in the East, Gia Lam District, land area for construction is 72.0 hectares, investment cost is 720.0 billion VND, including 240.0 billion VND for the period 2007-2010 and 480.0 billion VND for the period 2011-2015.

+ Construct new comprehensive agricultural wholesale market in the West, Thanh Tri District, land area for construction is 72.0 hectares, investment cost is 720.0 billion VND, including 240.0 billion VND for the period 2007-2010 and 480.0 billion VND for the period 2011-2015.

+ Construct new vegetable and fruit wholesale market in Minh Khai Commune, Tu Liem District, land area for construction is 3.0 hectares, investment cost is 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

- In Vinh Phuc Province:

+ Construct new vegetable and fruit wholesale market in Me Linh District, land area for construction is 1.5 hectares, investment cost is 15.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 5.0 billion VND for the period 2011-2015.

+ Upgrade and expand Tho Tang Comprehensive Agricultural Wholesale Market, land area for construction is 3.0 hectares, investment cost for the period 2007-2010 is 30.0 billion VND.

- In Bac Ninh Province:

Construct new comprehensive agricultural wholesale market in Bac Ninh City, land area for construction is 3.0 hectares, investment cost is 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

- In Ha Tay Province:

+ Upgrade and expand Van Dinh Comprehensive Agricultural Wholesale Market in Ung Hoa District, land area for construction is 3.0 hectares, investment cost for the period 2007-2010 is 30.0 billion VND.

+ Upgrade and expand Hoa Lac Comprehensive Agricultural Wholesale Market in Thach That District, land area is 3.0 hectares, investment cost for the period 2007-2010 is 30.0 billion VND.

- In Hung Yen Province:

+ Construct a new agricultural product wholesale market named Tran Cao in Phu Cu district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

+ Construct a new agricultural product wholesale market in Van Giang district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

+ Construct a new rice and grain wholesale market in Yen My district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

+ Upgrade and expand the Dong Tao vegetable and fruit wholesale market in Khoai Chau district, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND for the period 2007-2010.

- In Hai Duong Province:

+ Upgrade and expand the Gia Xuyen vegetable and fruit wholesale market in Gia Loc district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND for the period 2007-2010.

+ Upgrade and expand the Dong Gia vegetable and fruit wholesale market in Kim Thanh district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND for the period 2007-2010.

+ Upgrade and expand the Nam Dong comprehensive agricultural product wholesale market in Nam Sach district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND for the period 2007-2010.

- In Hai Phong City:

+ Construct a new vegetable and fruit wholesale market in Hong Bang district, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND, including 5.0 billion VND for the period 2007-2010 and 10.0 billion VND for the period 2011-2015.

+ Construct a new comprehensive agricultural product wholesale market in Kien Thuy district, with a construction land area of 3.0 hectares, investment cost of 30.0 billion VND, including 10.0 billion VND for the period 2007-2010 and 20.0 billion VND for the period 2011-2015.

+ Construct a new aquatic products wholesale market in Cat Ba town, Cat Hai district, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND, including 5.0 billion VND for the period 2007-2010 and 10.0 billion VND for the period 2011-2015.

- In Quang Ninh Province:

+ Construct a new aquatic products wholesale market at Cua Ong fishing port, Cam Pha city, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND for the period 2007-2010.

+ Construct a new aquatic products wholesale market named Dai Yen in Ha Long city, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND for the period 2016-2020.

+ Construct a new vegetable and fruit wholesale market named Hung Dao in Dong Trieu district, with a construction land area of 1.5 hectares, investment cost of 15.0 billion VND for the period 2011-2015.

3.2 Planning for the development of supermarkets and shopping centers

3.2.1 Objectives of development 

- Increase the share of retail sales and service revenue from supermarkets and shopping centers in the total turnover of goods and service revenue of the Region from below 5% in 2005 to 10% in 2010, 20% in 2015, and 30% in 2020.

- In the period 2007-2015, focus on developing Class II and III supermarkets in urban areas and industrial zones being developed according to the socio-economic development plan. In the period 2016-2020, develop large supermarkets and shopping centers in major urban areas.

3.2.2 Principles of distribution planning

- In the area planned for supermarkets, the average annual gross domestic product per capita must reach over 1,000 USD or over 16 million VND. For the area planned for large supermarkets, the average annual gross domestic product per capita needs to reach over 2,000 USD or over 32 million VND.

- The density and scale of supermarkets and shopping centers must be appropriate to the size of the urban area. Large supermarkets and shopping centers are mainly planned in cities classified as Type 2 or higher.

- Determining the location for constructing large supermarkets and shopping centers must take into account their impact on urban order, environment, and traditional commercial concentration areas.

3.2.3 Planning schemes

- In Hanoi City:

+ Construct an international shopping center in Tay Ho Tay urban area, with an area of approximately 100,000 square meters, investment cost of 520.0 billion VND, including 150.0 billion VND for the period 2007-2010, 300.0 billion VND for the period 2011-2015, and 70.0 billion VND for the period 2016-2020.2The budget is 520.0 billion VND, of which the period from 2007 to 2010 is 150.0 billion VND, the period from 2011 to 2015 is 300.0 billion VND, and the period from 2016 to 2020 is 70.0 billion VND.

+ Construct 10 shopping centers based on existing markets as follows:

Shopping Center Cua Nam: area of 1,299 square meters, investment cost for the period 2007-2010 is 80.0 billion VND.2The budget for the period from 2007 to 2010 is 80.0 billion VND.

Shopping Center 19/12: area of 3,080 square meters, investment cost for the period 2007-2010 is 200.0 billion VND.2The budget for the period from 2007 to 2010 is 200.0 billion VND.

Shopping Center Hang Da: area of 3,367 square meters, investment cost for the period 2007-2010 is 91.0 billion VND.2The budget for the period from 2007 to 2010 is 91.0 billion VND.

Shopping Center Ngat Tu So: area of 8,000 square meters, investment cost for the period 2007-2010 is 86.0 billion VND.2The budget for the period from 2007 to 2010 is 86.0 billion VND.

Shopping Center Mo: area of 14,715 square meters, investment cost for the period 2007-2010 is 1,055.0 billion VND.2The budget for the period from 2007 to 2010 is 1,055.0 billion VND.

+ Construct 30 supermarkets in new urban areas and concentrated shopping areas with a total investment cost of 450.0 billion VND.

- In Vinh Phuc province:

+ Construct a shopping center in Vinh Yen city with an area of 15,000 square meters, investment cost is 75.0 billion VND.2The budget is 75.0 billion VND.

+ Construct 10 supermarkets in Vinh Yen city, Phu Yen city, and district towns within the province.

- In Bac Ninh Province:

+ Construct an International Goods Circulation Center in Bac Ninh with a scale of 300 hectares and an estimated construction investment cost of 700.0 billion VND.

+ Construct 02 supermarkets in Bac Ninh city, and after 2010 construct 7 supermarkets in district towns within the province with a total investment cost of 100.0 billion VND.

- In Ha Tay Province:

+ Construct a shopping center in Ha Dong city with an area of 15,000 square meters.2The budget is 75.0 billion VND.

+ Construct 14 supermarkets in Ha Dong city, Son Tay town, and district capitals within the province with a total budget of 165.0 billion VND.

- In Hung Yen Province:

+ Construct 14 supermarkets in Ha Dong city, Son Tay city, and district towns within the province with a total investment cost of 165.0 billion VND.2Shopping Center Xuan La: area of 7,000 square meters, investment cost is 50.0 billion VND.

+ Construct ten supermarkets in Hưng Yên City and district towns within the province with a total budget of 125.0 billion VND.

- In Hai Duong Province:

+ Construct a commercial center in Hải Dương City with an area of 15,000 m².2The budget is 75.0 billion VND.

+ Construct thirteen supermarkets in Hải Dương City and district towns within the province with a total budget of 150.0 billion VND.

- In Hai Phong City:

+ Construct two commercial centers on Hoàng Văn Thụ Street and Nguyễn Tri Phương Street, each with an area from 15,000 to 20,000 m².2, with a budget ranging from 75.0 to 100.0 billion VND.

+ Construct ten supermarkets in the inner city, Đồ Sơn City, and at the centers of suburban counties with a total budget of 150.0 billion VND.

- In Quang Ninh Province:

+ Construct a commercial center in Hạ Long City with an area of 15,000 m².2The budget is 75.0 billion VND.

+ Construct fifteen supermarkets in Hạ Long City, Móng Cái City, Uông Bí City, Cẩm Phả City, and at some county towns, with a total budget of 200.0 billion VND.

3.3 Planning for the Development of Exhibition Centers

3.3.1 Objectives of Development

- Increase the scale of exhibitions to reach an average of 500 enterprises per exhibition by 2010 and 1,000 enterprises per exhibition during the period from 2011 to 2020.

- Raise the proportion of foreign enterprises participating in exhibitions to 20-25% by 2010 and approximately 30-35% during the period from 2011 to 2015, so that by the period from 2016 to 2020, this region will become one of the major economic and trade exchange hubs in the country and at regional and global levels.

3.3.2 Principles of Distribution Planning

- Areas where businesses have rapidly developed in terms of both quantity and scale.

- Markets in regions that are rapidly developing and attracting businesses both within and outside the region, both in terms of supply and consumption.

- Locations with geographical-economic advantages or potential for developing economic and trade exchanges between regions and areas.

- The determination of the location for building exhibition centers must take into account their impact on local security, order, culture, and environmental protection.

3.3.3 Planning Scheme

- In Hà Nội City: Construct an international exhibition center in Đông Anh District with a land area of 50.0 hectares and a projected budget of 400.0 billion VND.

- In Bắc Ninh Province: Construct an exhibition area within the International Goods Circulation Center in Bắc Ninh City.

Additionally, depending on the specific development of the economy and trade in the planning period, additional exhibition centers may be constructed in Vĩnh Phúc, Hải Dương, Hưng Yên, Hà Tây, and Quảng Ninh Provinces.

3.4 Planning for the Development of Warehouse Systems

3.4.1 Objectives of Development

- Develop warehousing and logistics service facilities to provide comprehensive logistics services according to the model of a logistics center.

- Strive to ensure that all localities in the Region have comprehensive logistics service facilities by after 2015, with Hà Nội, Hải Phòng, and Quảng Ninh being central localities in the Region and at the regional level.

3.4.2 Principles of Distribution Planning

- The scale and scope of the goods market, including both the raw material input market for production and the consumer goods market, which are quite developed.

- Division of labor in the circulation of goods on both domestic markets and for import-export activities, which have developed at a relatively high level.

- Areas with favorable transportation conditions and the convergence or concentration of consumer markets.

3.4.3 Planning Scheme

- In Hà Nội City: Upgrade the warehouse system in Đức Giang and Đông Anh areas; construct new general and specialized warehouses in Thanh Trì District.

- In Vĩnh Phúc Province: Construct specialized and general warehouses in Vĩnh Yên City.

- In Bắc Ninh Province: Construct specialized and general warehouses in the International Goods Circulation Center in Bắc Ninh.

- In Hà Tây Province: Construct specialized and general warehouses in Hòa Lạc Area.

- In Hưng Yên Province: Construct specialized and general warehouses in Phố Nối Area.

- In Hải Dương Province: Invest in constructing and upgrading the warehouse system of Hải Dương Port and Logistics Joint Stock Company.

- In Hải Phòng City: Upgrade existing port and logistics facilities to meet the needs of enterprises during the planning period.

- In Quảng Ninh Province: Construct general and specialized warehouses in Cái Lân Port Area.

3.5 Planning for the Development of Oil Storage and Port Facilities

3.5.1 Objectives of Development

- Adjust and supplement the planning of oil storage and port facilities to align with the socio-economic development planning in the Region and environmental protection requirements.

- Supplement the capacity of oil storage and port facilities in the Region to match the overall economic growth rate of the Region.

3.5.2 Principles of Distribution Planning

- Areas relatively isolated from residential areas, public facilities, and other important infrastructure projects.

- Possess the capability to develop one or more modes of oil transportation (pipelines, sea, river, road...).

- Favorable locations for receiving and transferring oil within the Region and to adjacent regions at low cost.

- Meet the conditions for environmental sanitation and safety for oil storage facilities.

- Not violate other planning regulations of ministries, sectors, and localities.

3.5.3 Planning Scheme

- Complete ongoing investment projects: Continue to implement and complete nine ongoing investment projects with a total capacity of main oil storage facilities of 142,000 m³3 and3.

- Expand and upgrade existing facilities: From now until 2020, expand and upgrade six existing oil storage facilities, increasing capacity to 110,000 m³3,3 and the period from 2016 to 2020 is 60,000 square meters.3

- Construct new oil storage and port facilities at suitable locations: From now until 2020, it is planned to construct several new oil storage facilities in the Region, such as the Lạch Huyện Oil Storage Facility (to replace the B12 Oil Storage Complex), the Phú Thị-Gia Lâm-Hà Nội Main Oil Storage Facility, the Ninh Dương-Tiên Yên-Quảng Ninh Oil Storage Facility, and build several oil storage facilities in other localities in the Region.

4. Investment capital and land usage requirements

4.1. For Type I markets and wholesale markets

- The land usage requirement for constructing new Type I markets and wholesale markets is 1,997,362 square meters, including 287,362 square meters for new Type I markets and 1,710,000 square meters for wholesale markets.

- The investment capital requirement for constructing new Type I markets and wholesale markets is 2,771.74 billion VND, including 866.74 billion VND for new Type I markets and 1,905.0 billion VND for wholesale markets.

4.2. For supermarkets and shopping centers

- The land usage requirement for constructing new supermarkets and shopping centers is 3,613,053 square meters.

- The investment capital requirement for constructing new supermarkets and shopping centers is 5,197 billion VND.

4.3. For exhibition and trade centerại

- The land usage requirement for constructing new exhibition and trade centers is 1,500,000 square meters.

- The investment capital requirement for constructing new exhibition and trade centers is 1,650.0 billion VND.

4.4. For warehouse systems

- The land usage requirement for constructing new warehouse systems is 1,200,000 square meters.

- The investment capital requirement for constructing new warehouse systems is 1,200.0 billion VND.

4.5. For oil storage ports

- The land usage requirement for constructing new oil storage ports is 1,500,000 square meters.

- The investment capital requirement for constructing, expanding, and upgrading oil storage ports is 2,229.5 billion VND.

6. Main solutions and policies

6.1 Management organization solutions

- Reviewing and amending or supplementing certain regulatory legal documents to perfect the legal framework related to investment, business, and management activities of markets, supermarkets, shopping centers, oil storage ports, and especially the operations of exhibition and trade centers and warehouse systems according to the model of logistics centers.

- Urgently developing and promulgating standards and specifications for various types of commercial infrastructure structures to facilitate provinces in planning and establishing investment projects for developing commercial infrastructure within their jurisdictions.

- Continuing to promote administrative reform and innovate the content and methods of state management over the development and operation of various types and levels of commercial infrastructure.

6.2 Investment solutions and policies

- The State needs to amend and supplement policies to encourage domestic and foreign economic sectors to participate in developing various types of commercial infrastructure to create favorable conditions for businesses to effectively utilize their own capital and other sources of capital for investing in commercial infrastructure at localities.

- Along with implementing preferential investment policies for projects in the priority investment sector list under Decree No. 108/2006/NĐ-CP dated September 22, 2006 of the Government detailing and guiding the implementation of certain provisions of the Investment Law, relevant agencies need to promptly develop and submit to the Government for approval mechanisms and policies to provide incentives and support for commercial infrastructure development projects similar to those for other production and business sectors as stipulated in Decision No. 27/2007/QĐ-TTg dated February 15, 2007 of the Prime Minister approving the Domestic Trade Development Program until 2010 and orientations until 2020.

- The State will continue to use budget funds to support investment in market development in accordance with Decree No. 02/2003/NĐ-CP dated January 14, 2003 of the Government on Market Development and Management, Decision No. 559/2004/QĐ-TTg dated May 31, 2004 of the Prime Minister approving the Market Development Program until 2010, and related legal documents.

6.3 Land solutions and policies

When drafting socio-economic development plans at the provincial level, People's Committees should allocate reasonable land reserves for investment in commercial infrastructure development, meeting current needs while also aligning with the expansion of investment projects and the scale of operations of various types of commercial infrastructure in the future. At the same time, there should be proactive and synchronized solutions and policies to facilitate land clearance for investors building commercial infrastructure within their jurisdictions.

6.4 Human resource solutions and policies

- Utilizing domestic and foreign capital to support training and human resource development for commercial enterprises.

- Allocating and using state budget funds efficiently to upgrade facilities and equipment, build teaching staff, programs, and curricula for distribution-related training for vocational colleges and technical schools under the Ministry of Industry and Trade.

- Implementing policies to encourage enterprises and localities to organize training and retraining for personnel involved in commercial activities through appropriate forms and methods suitable for each enterprise and locality.

6.5 Environmental protection solutions and policies

- Investment projects for developing commercial infrastructure must comply fully with environmental laws.

- Enterprises and localities need to allocate sufficient resources to construct systems for collecting, sorting, transporting, and treating waste generated from commercial activities.

- Strengthening inspection and supervision of compliance with environmental laws by commercial trading establishments in the Red River Delta Economic Zone to prevent and promptly address violations, thereby promoting sustainable and rapid development of commerce in the region.

Article 2: Implementation Organization

1. Responsibilities of Ministries and sectors

1.1 The Ministry of Industry and Trade shall be responsible for leading and coordinating with relevant ministries and sectors to direct and guide the People's Committees of provinces to implement this Decision, focusing on the following main tasks:

a. Directing and guiding the provinces to review, adjust, supplement, or develop new plans for the development of infrastructure in the provinces within the Region in accordance with the provisions of this Decision and related legal documents.

b. Directing, guiding, and inspecting the provinces within the Region in the establishment and implementation of investment projects for developing commercial infrastructure in their respective areas in compliance with the provisions of this Decision and related legal documents.

d. Reviewing and recommending the Government to amend or supplement, within its authority, legal documents related to mechanisms, policies, and solutions for the development and management of commercial infrastructure as stipulated in this Decision.

1.2 The Ministries of Planning and Investment, Finance, Agriculture and Rural Development, Construction, Science and Technology, Natural Resources and Environment, Transport, State Bank, and other relevant ministries and sectors shall cooperate with the Ministry of Industry and Trade to implement the measures set forth in this Decision according to their functions and responsibilities.

2. Responsibilities of the People's Committees of Provinces

Directing the Departments of Commerce/Tourism to coordinate with relevant agencies to perform the following main tasks:

a. For provinces in the Northern Key Economic Region that have already developed plans for commercial infrastructure prior to the effective date of this Decision, they must conduct reviews; if these plans do not comply with the provisions of this Decision and related legal documents, they must establish adjustment projects for the development plan of commercial infrastructure in their respective areas and submit them for approval by the provincial People's Committee.

b. For provinces in the Northern Key Economic Region that have not yet developed plans for commercial infrastructure: promptly build plans for the development of commercial infrastructure in their respective areas in line with the overall development plan for commerce of the province, local economic and social conditions, regional planning orientation, and the provisions of this Decision.

c. During the implementation of this Decision, the planning schemes and project lists of each province included in the list of investment projects for developing commercial infrastructure attached to this Decision may be adjusted to suit the socio-economic development and commercial development of each locality. However, before deciding to adjust the planning scheme and develop large-scale projects, the provincial People's Committee needs to consult and reach consensus with the Ministry of Industry and Trade.

d. Develop annual plans for the development of commercial infrastructure to be submitted for approval by the provincial People's Committee. đ. Advise the provincial People's Committee on the development, review, and guidance for implementing investment projects for developing commercial infrastructure in their respective areas according to approved planning and plans.

e. Advise the provincial People's Committee on the allocation and utilization of investment capital for developing commercial infrastructure, including state budget support funds, in an efficient, practical, and purposeful manner.

f. Develop and submit to the provincial People's Committee for issuance mechanisms, policies (in compliance with legal provisions) and solutions to mobilize and utilize local resources, especially those of enterprises and business households, to develop commercial infrastructure in their respective areas.

g. Regularly inspect the implementation of the development planning of commercial infrastructure in the province to promptly propose competent authorities to handle violations in the development of commercial infrastructure.

h. Annually report to the Ministry of Industry and Trade and the provincial People's Committee on the implementation and results of this Decision.

Article 3: This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4: Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities in the Northern Key Economic Region, and related agencies are responsible for enforcing this Decision./.
