CIRCULAR

Specifies the framework program for intermediate vocational level and the framework program for higher vocational level in the production and processing occupational group.

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QĐ-BLĐTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational level and the framework program for higher vocational level;

Pursuant to the results of the appraisal council's review and the proposal of the Vocational Training General Department regarding the issuance of the framework program for intermediate vocational level and the framework program for higher vocational level for the following occupations: Textile Technology; Vegetable Oil Processing; Food Processing; Beer and Wine Production; Fishery Product Processing and Preservation;

The Ministry of Labor, War Invalids and Social Affairs hereby specifies the framework program for intermediate vocational level and the framework program for higher vocational level for the above occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the framework program for intermediate vocational level and the framework program for higher vocational level to be applied to public and private vocational training institutions (hereinafter referred to as vocational training institutions) that have registered to provide vocational training for the occupations specified in this Circular;

The framework program for intermediate vocational level and the framework program for higher vocational level prescribed in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program stipulated in this Circular includes:

1. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Textile Technology" (Annex 1);

2. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Vegetable Oil Processing" (Annex 2);

3. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Food Processing" (Annex 3).

4. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Beer and Wine Production" (Annex 4).

5. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Fishery Product Processing and Preservation" (Annex 5).

Article 3. Responsibility for Developing Vocational Training Programs:

Based on the provisions of this Circular, the principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate colleges that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.

Article 4. Implementation provisions:

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, governmental agencies, Political-Social Organizations, People's Committees of provinces and centrally governed cities, the Vocational Training General Department, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate colleges that have registered to provide intermediate vocational level and higher vocational level training for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
