CIRCULAR
Regulations on the Content of the Vietnamese Product Industry System

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decision No. 39/2010/QĐ-TTg dated May 11, 2010 of the Prime Minister on the issuance of the Vietnamese Product Industry System;
At the proposal of the General Statistics Office Director;
The Ministry of Planning and Investment hereby stipulates the content of the Vietnamese Product Industry System as follows:
Article 1. Content of the Vietnamese Product Industry System
Attached to this Circular is the content of the Vietnamese Product Industry System according to the Vietnamese Product Industry System Catalogue prescribed in Decision No. 39/2010/QĐ-TTg dated May 11, 2010 of the Prime Minister; specifically as follows:
- The Vietnamese Product Industry System is divided into seven levels and consists of two parts: the catalogue part and the content part;
- The content part of the Vietnamese Product Industry System specifies in detail the products at lower levels under each corresponding product at higher levels;
- The content of products from level 1 to level 6 is specifically expressed by name and code number in the Vietnamese Product Industry System Catalogue;
- Products at level 7 provide detailed regulations for products at level 6 and include 2898 specific products whose contents are clear or further explained in the "content" section of the Product Industry System (attached);
Article 2. Subjects Implementing the Project
Units responsible for product statistics under ministries, agencies equivalent to ministries, agencies under the Government, other central-level agencies, and People's Committees at all levels include:
- The General Statistics Office and units directly under the General Statistics Office;
- Statistical units under ministries, agencies equivalent to ministries, agencies under the Government, other central-level agencies, and People's Committees at all levels;
- Enterprises and other units subject to statistical reporting and survey systems.
This Circular takes effect from December 25, 2025/.
1. The General Statistics Office shall be responsible for organizing guidance for relevant entities in accordance with the provisions of this Circular.
2. Units specified in Article 2 shall be responsible for implementing product statistics in accordance with the provisions of this Circular.
Article 4. Effective date
1. This Circular takes effect from January 1, 2011.
2. During implementation, if there are any difficulties, ministries, agencies equivalent to ministries, agencies under the Government, other central-level agencies, People's Committees at all levels, and related units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely review and adjustment.
