CIRCULAR
Technical regulations on the preparation and adjustment of plans for the use of natural resources and environmental protection in marine and island areas resources

Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment, amended and supplemented by Decree No. 19/2010/NĐ-CP dated March 8, 2010 and Decree No. 89/2010/NĐ-CP dated August 16, 2010 of the Government;
Pursuant to the Decree No. 25/2009/NĐ-CP dated March 6, 2009 of the Government on comprehensive management of marine resources and environmental protection of islands;
Considering the proposals of the General Director of the Vietnam Marine and Island Administration, the Head of the Science and Technology Department, and the Head of the Legal Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. The accompanying Circular hereby promulgates technical regulations on the preparation and adjustment of plans for the use of natural resources and environmental protection in marine and island areas.
Article 2. This Circular takes effect from August 1, 2011.
Article 3. The Minister, Heads of ministerial-level agencies, central-affiliated agencies, Chairpersons of provincial People's Committees under the Central Government located along the coast, General Director of the Vietnam Marine and Island Administration, Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.
