CIRCULAR
Regulations on the Application of Open Document Format Standards in State Agencies

Pursuant to the Law on Information Technology dated June 29, 2006;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;
Article 1. Amending and supplementing Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications on the List of software and hardware, electronic products as follows:
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Scope of regulation and applicable subjects
Article 1. This Circular stipulates the application of open document format standards in the publication, exchange, and storage of digital information by state agencies.
Article 2. This Circular applies to state agencies including ministries, ministerial-level agencies, government-affiliated agencies, provincial and district People's Committees of centrally governed cities and provinces, and state-owned institutions funded by the state budget.
It is encouraged for agencies and organizations not covered by the above provisions to implement the regulations set forth in this Circular.
Article 2. The open document format standard for office applications ODF is the Vietnamese Standard TCVN 7978:2009 (ISO/IEC 26300:2006 standard) as prescribed in Decision No. 1761/QĐ-BKHCN dated August 27, 2009 of the Minister of Science and Technology regarding the promulgation of national standards.
Article 3. Application Provisions
Article 1. The posting of documents (files) on portals and websites of state agencies shall be carried out in accordance with the following provisions:
a) All editable and readable text documents, spreadsheets, and presentations must have formats according to the open document format standard for office applications ODF, specifically: .odt format for text documents; .ods format for spreadsheet documents; .odp format for presentation documents.
b) Documents in read-only format shall apply the Portable Document Format (.pdf) version 1.4, 1.5, or 1.6 standard.
Article 2. State agencies shall proactively establish regulations within their own agencies regarding the use of the ODF format standard for text documents, spreadsheets, and presentations in the storage and exchange of information with organizations and individuals.
Article 4. This Circular takes effect from August 15, 2011.
During implementation, if there are difficulties or obstacles, agencies and organizations should report them to the Ministry of Information and Communications (Information Technology Department) for research and resolution.
Article 5. The Director of the Office, Heads of the Information Technology Department, Heads of agencies and units under the Ministry, and related agencies and organizations are responsible for implementing this Circular./.
