CIRCULAR
Prescribes the forms of Application for Registration, Application for License Issuance, Certificate of Registration, License, and Business Report as stipulated in Decree No. 06/2016/NĐ-CP dated January 18, 2016 of the Government on management, provision, and use of radio and television services.
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the Government Decree No. 06/2016/NĐ-CP dated January 18, 2016 on management, provision, and use of radio and television services;
Article 1. Amending and supplementing some articles of Circular No. 19/2016/TT-BTTTT dated June 30, 2016 of the Minister of Information and Communications on forms for registration declaration, application for license, certificate, license, and business report as prescribed in Decree No. 06/2016/NĐ-CP dated January 18, 2016 of the Government on management, provision, and use of radio and television services.
The Minister of Information and Communications promulgates this Circular prescribing the forms of Application for Registration, Application for License Issuance, Certificate of Registration, License, and Business Report as stipulated in Decree No. 06/2016/NĐ-CP dated January 18, 2016 of the Government on management, provision, and use of radio and television services.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular prescribes the forms of Application for Registration, Application for License Issuance, Certificate of Registration, License, Business Report, and business reporting procedures for activities related to the management, provision, and use of radio and television services in Vietnam.
Article 2. This Circular applies to organizations and individuals, both domestic and foreign, involved in the management, provision, and use of radio and television services in Vietnam.

"4a. Every six months, enterprises licensed to provide paid radio and television services shall be responsible for reporting their content provision activities on paid radio and television services to the Radio, Television, and Electronic Information Administration according to Model No. 09A/DVTHTT prescribed in Article 2 of this Circular. 4c. Every six months, news agencies licensed to produce domestic channels that engage in collaborative editing and translation activities according to requirements shall be responsible for reporting such activities to the Radio, Television, and Electronic Information Administration according to Model No. 16A/SXCT prescribed in Article 2 of this Circular. The deadline for submitting the mid-year report is June 6 of the reporting year, and the annual report must be submitted no later than November 25 of the reporting year. |

Article 3. Publishing and Printing of Forms
Clause 1. The forms prescribed in Article 2 of this Circular shall be published on the website of the Radio, Television, and Electronic Information Administration at the address www.abei.gov.vn.
Clause 2. Individuals, agencies, organizations, enterprises participating in the management, provision, and use of radio and television services, production of domestic channels, and reception of foreign channels directly from satellites in Vietnam shall access the website of the Radio, Television, and Electronic Information Administration at the address www.abei.gov.vn to print and use the forms prescribed in Article 2 of this Circular.
Article 4. Reporting System
Clause 1. Every six months, enterprises providing promotional radio and television services, and enterprises holding Licenses for providing pay television services shall report their service activities to the Radio, Television, and Electronic Information Administration and competent local authorities according to Form No. 09/DVTHTT and Form No. 11/DVTHQB prescribed in Article 2 of this Circular. The deadline for submission is within the first fifteen (15) days of January and July each year.
Clause 2. Monthly, enterprises holding Licenses for providing pay television services shall promptly report subscriber data to the Radio, Television, and Electronic Information Administration according to Form No. 10/DVTHTT prescribed in Article 2 of this Circular. The deadline for submission is within the first ten (10) days of each month.
Clause 3. Every six months, press agencies holding Production Licenses for domestic channels that engage in joint production activities shall report their joint production activities to the Radio, Television, and Electronic Information Administration according to Form No. 16/SXCT prescribed in Article 2 of this Circular. The deadline for submission is within the first fifteen (15) days of January and July each year.
Clause 5. Reports from agencies and enterprises shall be sent directly or through postal services to the Radio, Television, and Electronic Information Administration along with electronic copies to the email address: [email protected]
Article 5. Effective Date
1. This Circular shall take effect from August 15, 2016.
Article 2. Circular No. 28/2011/TT-BTTTT dated October 21, 2011 of the Minister of Information and Communications prescribing the forms of Application for Registration, Application for License Issuance, Certificate of Registration, and License as stipulated in the Management Regulations for Pay Television Services shall cease to be effective from the date this Circular takes effect./.
