CIRCULAR
Regulations on infrastructure, equipment and training of specialized staff for Tennis and training of specialized staff for Tennis
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment and training of specialized staff for Tennis.
Article 1. Scope of Regulation
1. This Circular regulates infrastructure, equipment and training of specialized staff to meet the requirements for training and competition activities in Tennis.
2. The standards for infrastructure and equipment for high-performance sports training and competition in Tennis shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition and training of specialized staff for Tennis in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
1. The court surface must be flat, non-slippery, with a slope for water drainage, and covered with paint, grass, clay, or synthetic materials.
2. A singles court has a length of 23.77 meters and a width of 8.23 meters. A doubles court has a length of 23.77 meters and a width of 10.97 meters.
3. The net surrounding the court must ensure a distance of at least 4 meters from the side edge to the net and at least 3 meters from the end edge to the net.
4. The lighting intensity on the court must be at least 150Lux.
5. There must be an emergency medical kit as prescribed by the Ministry of Health; there must be a sanitation area, changing room, and storage space for personal items.
6. There must be a notice board specifying the following main contents: Training hours; individuals not allowed to participate in training; safety measures during training.
Chapter 4. Infrastructure and Equipment for Competition
1. Ensure the requirements stipulated in Clauses 1, 2, 3, 4, and 5 of Article 3 of this Circular.
2. There must be judges' chairs, scoreboards, and water dispensers.
3. In cases where the competition court has a roof, the height from the court surface to the lowest point of the roof must be at least 9 meters.
Article 5. Ratio of Training Guidance
Each coach may instruct no more than 12 people per training session.
1. The General Department of Physical Education and Sports, the Vietnam Tennis Federation, or the Provincial Departments of Culture, Sports and Tourism, or the Provincial Departments of Culture and Sports organize specialized training for coaches of Tennis.
2. The General Department of Physical Education and Sports is responsible for developing the content and program for specialized training for coaches of Tennis, to be submitted to the Minister of Culture, Sports and Tourism for approval.
3. The certificate of specialized training for coaches of Tennis is issued by the organizing body. The format of the certificate of specialized training for coaches of Tennis is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Authority shall conduct inspections and handle violations of this Circular within its authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective Date
1. This Circular takes effect from May 15, 2018.
2. Circular No. 15/2011/TT-BVHTTDL dated November 14, 2011 of the Minister of Culture, Sports and Tourism regulating the operating conditions of sports facilities organizing tennis activities becomes invalid from the date this Circular takes effect. During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and resolution.
