CIRCULAR
Regulations on the Vocational Education Teacher Demonstration Class
On the basis of The Vocational Education Law dated November 27, 2014;
Decree No. Article 14/2017/ND-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Decree No. 15/2019/ND-CP dated February 1, 2019 of the Government detailing some provisions and measures to implement the Law on Vocational Education;
Based on the proposal of the Director General of the General Department of Vocational Education;
The Minister of Labor - Invalids and Social Affairs issues this Circular on the Vocational Education Teacher Demonstration Class.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the purpose, requirements, subjects, organizing authority, rewards, Organizing Board, Appraisal Committee, and organizational work of the Vocational Education Teacher Demonstration Class (hereinafter referred to as the Demonstration Class).
Article 2. Applicability
Article 1. This Circular applies to Demonstration Classes at all levels; vocational colleges, vocational secondary schools, vocational training centers, vocational training centers - regular education, and other entities participating in vocational education activities (hereinafter referred to as vocational education activity entities); vocational education teachers currently teaching in vocational education activity entities; relevant agencies, organizations, and individuals.
Article 2. This Circular does not apply to vocational education teachers teaching teacher training programs under the management of the Ministry of Education and Training; vocational education teachers teaching at vocational colleges and vocational secondary schools under the management of the Ministry of Public Security.
Article 3. Purpose of the Demonstration Class
1. To identify, recognize, and honor excellent vocational education teachers; to promote exemplary models, contributing to attracting social components to participate in vocational education; to create motivation for the development of vocational education in each locality and throughout the entire vocational education system.
2. To motivate vocational education teachers to strive for self-improvement to meet the requirements of reform, improve the quality of vocational education, and develop their careers.
3. To contribute to enhancing the effectiveness of professional activities; to promote teaching and learning excellence movements in vocational education activity entities; to encourage, motivate, and provide opportunities for teachers to learn, exchange, and share teaching experiences.
4. To evaluate the practical teaching ability of the vocational education teacher workforce; to serve as a basis for management levels to develop plans for training and improving the quality of the teacher workforce.
Article 4. Principles of the Demonstration Class
1. Based on the voluntary participation of vocational education teachers; no coercion or pressure should be applied to vocational education teachers to participate in the Demonstration Class.
2. To attract many vocational education teachers to participate.
3. To ensure honesty, democracy, transparency, fairness, objectivity, substance, and compliance with the law.
Article 5. Levels of Demonstration Classes, Organizing Authority, and Participants
1. Levels of Demonstration Classes include: Demonstration Class at the entity level; Demonstration Class at the provincial and ministerial levels; National Demonstration Class.
2. Organizing Authority
a) The Demonstration Class at the entity level shall be organized by vocational education activity entities from one to two times within the period between two consecutive Demonstration Classes at the provincial and ministerial levels based on the needs and conditions of the vocational education activity entities;
b) The Demonstration Class at the provincial and ministerial levels includes: Demonstration Class at the provincial level organized by the People's Committees of provinces and centrally-run cities; Demonstration Class at the ministerial level organized by Ministries and sectors.
The Demonstration Class at the provincial and ministerial levels shall be organized from one to two times within the period between two consecutive National Demonstration Classes based on the needs and conditions of Ministries and sectors, and localities;
c) The National Demonstration Class shall be organized regularly every three years by the Ministry of Labor - Invalids and Social Affairs (General Department of Vocational Education).
3. Participants in the Demonstration Class
a) Participants in the Demonstration Class at the entity level are teachers currently teaching at vocational education activity entities selected by departments and subject groups;
b) Participants in the Demonstration Class at the provincial and ministerial levels are teachers who won awards at the Demonstration Class at the entity level selected by vocational education activity entities. In special cases, teachers who did not participate in the Demonstration Class at the entity level may be selected to participate in the Demonstration Class at the provincial and ministerial levels as specified by the Organizing Board of the Demonstration Class at the provincial and ministerial levels in the Demonstration Class Organization Regulations;
c) Participants in the National Demonstration Class are teachers who won awards at the Demonstration Class at the provincial and ministerial levels since the last National Demonstration Class selected by Ministries and sectors, and People's Committees of provinces and centrally-run cities. In special cases, teachers who did not participate in the Demonstration Class at the provincial and ministerial levels may be selected to participate in the National Demonstration Class as specified by the Organizing Board of the National Demonstration Class in the Demonstration Class Organization Regulations.
Article 6. Authority to recognize and award organizations and individuals participating in the Lecture Contest
1. The head of vocational education establishments decides to recognize and award teachers who win prizes at the establishment-level Lecture Contest in accordance with regulations.
2. The heads of Ministries, sectors, provincial People's Committees, municipal People's Committees under the central government, provincial Departments of Labor, Invalids and Social Affairs, municipal Departments of Labor, Invalids and Social Affairs under the central government decide to recognize and award teachers who win prizes; decide to award winning teams; decide to award other individuals and teams with achievements at the provincial-level and sector-level Lecture Contests in accordance with regulations.
3. The Minister of Labor, Invalids and Social Affairs, the Director-General of the General Department of Vocational Education decides to recognize and award teachers who win prizes; decide to award winning teams; decide to award other individuals and teams with achievements at the national-level Lecture Contest in accordance with regulations.
Chapter II
ORGANIZING COMMITTEE, JUDGING BOARD, SUB-COMMITTEE OF THE LECTURE CONTEST
Article 7. Organizing Committee of the Lecture Contest
1. The head of the organization level of the Lecture Contest issues a decision to establish the Organizing Committee of the Lecture Contest at the corresponding level.
2. The Organizing Committee of the Lecture Contest consists of: Chairperson, Deputy Chairpersons, Sub-committee for Secretariat, Supervision Sub-committee, and other assisting sub-committees (if any). The number of members in each sub-committee is decided by the head of the organization level of the Lecture Contest based on the scale of the Lecture Contest.
3. Tasks of the Organizing Committee of the Lecture Contest:
a) Issuing regulations on organizing the Lecture Contest based on this Circular and in accordance with the actual situation of each Lecture Contest period;
b) Developing detailed plans for organizing the Lecture Contest;
c) Preparing budgets, managing and using funds for organizing the Lecture Contest;
d) Establishing evaluation forms and criteria for lectures according to different levels of training: college, intermediate, and basic;
đ) Establishing the Judging Board, specialized sub-committees by profession and level of training; establishing other assisting units of the Lecture Contest (if any). In cases where there are few teachers participating in a profession, a general sub-committee shall be established;
e) Developing plans and organizing promotional activities and other activities during the organization of the Lecture Contest;
g) Implementing the Lecture Contest and other activities (if any) according to the plan and schedule;
h) Submitting to the competent authority for approval the Decision recognizing and awarding at the Lecture Contest;
i) Resolving complaints and appeals from individuals and teams participating in the Lecture Contest;
k) Summarizing, evaluating, and announcing the results of the Lecture Contest.
4. Tasks of the Chairperson of the Organizing Committee of the Lecture Contest
a) Managing all activities of the Lecture Contest;
b) Deciding to establish the Judging Board and other assisting units;
c) Deciding on the content and format of lectures presented by teachers at the Lecture Contest (hereinafter referred to as presentation lectures); the number of specialized sub-committees and judging sub-committees;
d) Deciding on the grading scale for assessment of competition contents and prize score ranges at the Lecture Contest.
5. Tasks of the Deputy Chairperson of the Organizing Committee of the Lecture Contest
a) Assisting the Chairperson of the Organizing Committee of the Lecture Contest in tasks assigned;
b) Acting for the Chairperson of the Organizing Committee of the Lecture Contest to handle tasks when delegated by the Chairperson of the Organizing Committee of the Lecture Contest.
Article 8. Secretariat Sub-committee
1. The Secretariat Sub-committee consists of the Head of the Sub-committee and members. The number of members in the Secretariat Sub-committee depends on the scale of the Lecture Competition.
2. Tasks of the Secretariat Sub-committee
a) Assist the Head of the Organizing Committee in preparing the content for meetings of the Organizing Committee and the Appraisal Board;
b) Compile the list of teachers participating in the Lecture Competition, arrange the list according to sub-committees;
c) Receive and keep the participation files of units and individuals; hand over lesson plans and lecture outlines of participating teachers to the Appraisal Board's Secretariat Team; provide evaluation forms for the Appraisal Board's Secretariat Team;
d) Receive the results of lecture evaluations from the Appraisal Board's Secretariat Team; compile the results of lecture evaluations as prescribed;
đ) Preserve all documents and results of the Lecture Competition;
e) Collect opinions and suggestions from participating teachers and units, report to the Head of the Organizing Committee for consideration and decision.
Article 9. Supervision Sub-committee
1. The Supervision Sub-committee consists of the Head of the Supervision Sub-committee and members. The number of members in the Supervision Sub-committee depends on the scale of the Lecture Competition.
2. Tasks of the Supervision Sub-committee
a) Monitor the process of organizing lectures, reviewing lectures, evaluating lectures, compiling results, and awarding prizes at the Lecture Competition;
b) Perform other tasks assigned by the Head of the Organizing Committee.
Article 10. Appraisal Board
1. Structure and Composition of the Evaluation Board
a) The Appraisal Board includes: Chairman, Vice-Chairman, Secretariat Team, and Evaluation Sub-committees. Members of the Appraisal Board are experienced teachers, officials, and experts with professional qualifications and pedagogical skills, deep knowledge of vocational education, good moral character, and the ability to assess and evaluate lectures;
b) Evaluation Sub-committees are established according to each specialized sub-committee;
c) An Evaluation Sub-committee consists of the Head of the Sub-committee and members, including at least one member with pedagogical expertise and one member with relevant industry expertise;
d) Based on actual conditions and the scale of the Lecture Competition, the Head of the Organizing Committee specifies the criteria and number of members in the Evaluation Sub-committees in the Organization Regulations of the Lecture Competition.
2. Tasks of the Evaluation Board
The Appraisal Board has the task of objectively and accurately assessing the contents of participating teachers' lectures.
3. Tasks of the Chairman of the Evaluation Board
a) Direct, monitor, and be responsible for the evaluation activities of lectures, lecture results, and related issues;
b) Propose to the Head of the Organizing Committee to decide on the transfer or supplementation of evaluators in Evaluation Sub-committees when necessary;
c) Report the evaluation work of teachers' lectures to the Head of the Organizing Committee.
4. Tasks of the Vice-Chairman of the Evaluation Board
a) Assist the Chairman of the Evaluation Board in tasks assigned;
b) Substitute for the Chairman of the Evaluation Board to handle tasks when assigned by the Chairman of the Evaluation Board.
5. Tasks of the Head of the Evaluation Sub-committee:
a) Manage and be responsible for the evaluation activities of the Sub-committee;
b) Reflect, propose, and recommend adjustments to professional issues during the evaluation process and resolve related issues with the Chairman of the Appraisal Board;
c) Perform the duties of an evaluator.
6. Tasks of an Evaluator:
a) Study evaluation forms before receiving them;
b) Receive and preview lesson plans and lecture outlines of participating teachers in the sub-committee;
c) Conduct evaluations of lecture contents strictly according to regulations, ensuring objectivity and accuracy;
d) Independently evaluate, score, and be responsible for their evaluation opinions.
7. Tasks of the Secretariat Team
a) Receive lesson plans and lecture outlines of participating teachers; evaluation forms from the Organizing Committee and hand them over to each Evaluation Sub-committee;
b) Receive the results of lecture evaluations from the Head of the Evaluation Sub-committee and hand them over to the Organizing Committee;
c) Perform other tasks assigned by the Chairman of the Appraisal Board.
Chapter III
ORGANIZATION OF THE LECTURE COMPETITION
Article 11. Notification of Plan and Registration to Participate in the Lecture Contest
1. The organizing board of the Lecture Contest shall notify the Plan for Organization, Regulations on Organization of the Lecture Contest, and criteria for evaluating lectures to teachers and participating teams at least thirty days before the date of the Lecture Contest at the grassroots level; sixty days for the provincial and ministerial level; ninety days for the national level.
2. Teachers and participating teams shall register their participation with the organizing board of the Lecture Contest according to the Regulations on Organization of the Lecture Contest.
Article 12. Forms and Content of Organizing Lectures
1. Lectures at the Lecture Contests at all levels shall be conducted in three forms: theoretical, practical, and integrated. The time for delivering theoretical lectures is forty-five minutes; practical lectures (initial guidance part) is sixty minutes; integrated lectures is sixty minutes.
2. Teachers participating in the Lecture Contest shall prepare three lectures from the curriculum of the subject they are assigned to teach, register with the organizing board of the Lecture Contest, and draw lots for one main lecture among the three registered lectures. The time for registering lectures and drawing lots for the main lecture is stipulated in the Regulations on Organization of the Lecture Contest.
3. For grassroots-level Lecture Contests, teachers shall deliver lectures to actual students; for provincial, ministerial-level, and national-level Lecture Contests, teachers shall deliver lectures to actual students or simulated students (students playing the role of students).
4. Depending on actual conditions, exchange activities, sharing teaching experiences; scientific seminars on vocational education; exhibitions of training equipment and other activities may be organized at provincial, ministerial-level, and national-level Lecture Contests.
Article 13. Evaluation of Lectures at the Lecture Contest
1. The evaluation of lectures shall be based on the criteria for evaluating lectures according to each level of training.
2. After teachers complete their lectures, judges shall score on the evaluation form, submit it to the Head of the Evaluation Sub-committee for sealing. Thereafter, the Head of the Evaluation Sub-committee shall conduct the lecture review, comments, and evaluation of the teacher's lecture. At the end of each lecture session, the Head of the Evaluation Sub-committee shall submit the sealed evaluation form to the Secretariat of the Evaluation Committee.
3. The time for reviewing lectures shall not exceed fifteen minutes per lecture.
4. The evaluation score of each lecture in the Evaluation Form is the total score of all parts, rounded to two decimal places without rounding up.
5. The lecture score of a teacher is the average score of all judges in the sub-committee, rounded to two decimal places without rounding up.
6. In cases where the evaluation score of a judge in the sub-committee differs by ten percent or more from the average score of all judges in the sub-committee, that score will not be included in the evaluation score of the lecture and the teacher's lecture score will be recalculated as the average score of the remaining judges.
Article 14. Ranking Prizes and Announcing Results of the Lecture Contest
1. Individual and Team Rankings
a) For individuals: The evaluation score of the Evaluation Committee serves as the basis for ranking individual prizes. The ranking of individual prizes is carried out according to the Regulations on Organization of the Lecture Contest;
b) For teams: The number of teachers winning high-ranking prizes, the ratio of teachers winning high-ranking prizes, and the average score of participating teachers of the teams serve as the basis for ranking team prizes. The ranking of team prizes is specifically stipulated in the Regulations on Organization of the Lecture Contest.
2. Announcing Results of the Lecture Contest
The results of individual and team rankings are announced at the Closing Ceremony of the Lecture Contest. Individuals and teams winning prizes at the Lecture Contest shall receive commendation certificates, awards at the Closing Ceremony of the Lecture Contest.
Article 15. Complaints and Resolution of Complaints
1. Individuals and units participating in the Lecture Conference may file complaints in writing to the Lecture Conference Organizing Committee regarding the organization of the Lecture Conference; the results of individual and collective evaluations and awards during the period of the Lecture Conference or within five working days from the date of its conclusion.
2. The Lecture Conference Organizing Committee shall be responsible for resolving complaints within five working days from the date of receipt of the complaint letter.
Article 16. Reporting on the Results of the Lecture Conference
1. Within thirty working days after the conclusion of the Lecture Conference, vocational education and training establishments shall submit reports on the results of the Lecture Conference at their level to the People's Committees of provinces and centrally-run cities (Department of Labor, Invalids and Social Affairs); Ministries, sectors, and People's Committees of provinces and centrally-run cities shall submit reports on the results of the Lecture Conference at their level to the Ministry of Labor, Invalids and Social Affairs (General Department of Vocational Education).
2. Reports on the results of the Lecture Conference shall include the following main contents: Content and form of organization of the Lecture Conference; number of lecturers participating in the Lecture Conference by profession; general evaluation of the organization of the Lecture Conference; list of individuals and collectives winning awards at the Lecture Conference; complaints and resolution of complaints (if any).
Article 17. Utilization of the Results of the Lecture Conference
1. The results of the Lecture Conference serve as evidence for evaluating professional standards; occupational title standards for vocational education professionals and implementing other policies for lecturers according to current regulations.
2. Lecturers who win awards at the Lecture Conference are encouraged to share teaching experiences with lecturers in vocational education and training establishments.
Chapter IV
IMPLEMENTATION
Article 18. Responsibilities of the Unit Hosting the Organization of the Lecture Conference
1. Coordinate with the Lecture Conference Organizing Committee to prepare material facilities, lecture rooms, equipment to serve the organization of the Lecture Conference.
2. Arrange heavy equipment and large-sized equipment of certain common professions to serve the organization of the Lecture Conference according to the requirements of the Lecture Conference Organizing Committee.
3. Support and guide delegations with lecturers participating in the Lecture Conference.
Article 19. Responsibilities of Ministries, Sectors, People's Committees of Provinces and Centrally-Run Cities and Vocational Education and Training Establishments with Lecturers Participating in the Lecture Conference
1. Ministries, sectors, and People's Committees of provinces and centrally-run cities shall be responsible for organizing training for lecturers participating in the National Lecture Conference; the training time shall not exceed eighty hours for each lecturer. Vocational education and training establishments shall be responsible for organizing training for lecturers participating in the Sectoral and Provincial Lecture Conferences; the training time shall not exceed forty hours for each lecturer.
2. Coordinate with the Organizing Committees of the Lecture Conferences at all levels to develop plans and allocate resources to ensure conditions for organizing the Lecture Conferences.
Article 20. Budget for Organizing the Lecture Conference
The sources of funding, items of expenditure, and expenditure limits for organizing activities of the Lecture Conferences at all levels shall be implemented in accordance with Circular Joint No. 79/2012/TTLT-BTC-BLDTBXH dated May 21, 2012, issued by the Ministry of Finance and the Ministry of Labor, Invalids and Social Affairs, stipulating the items and expenditure limits for the Lecture Conference for vocational teachers and the Competition for self-made teaching equipment.
Article 21. Effective Date
1. This Circular takes effect from March 10, 2021.
2. From the date this Circular takes effect, Decision No. 1161/2004/QĐ-BLDTBXH dated August 11, 2004, of the Minister of Labor, Invalids and Social Affairs, stipulating the Lecture Conference for vocational teachers, ceases to be effective.
3. During implementation, if there are any difficulties, please reflect them to the Ministry of Labor, Invalids and Social Affairs for guidance.
