Pursuant to Decree No. 20/SL dated February 16, 1947 and Decree No. 242 dated October 12, 1948 on pensions and allowances for disabilities;
Pursuant to the resolution of the Council of Ministers dated March 15, 1954 amending the pension and disability allowance system established by the aforementioned decrees;
Pursuant to Decree No. 18/ND dated November 17, 1954 amending the pension and disability allowance system;
At the proposal of the Director of the Office of the Ministry of War Invalids, Head of the Political General Department, and Head of the Supply General Department of the Ministry of Defense; Director of the Budget Department of the Ministry of Finance, Director of the Disease Prevention and Treatment Department of the Ministry of Health.
DECREE:
Article 1. Civilian militia, guerrillas, guards, and volunteer youth who were disabled due to participating in combat with the enemy or while performing their duties during the resistance war shall be entitled to disability allowances.
The following cases shall be considered as participation in combat with the enemy:
- Cooperating with regular forces in combat operations,
- Participating in anti-banditry, anti-sabotage, or suppression of counter-revolutionary activities,
- In the frontlines, carrying wounded soldiers or performing other tasks to support military campaigns,
- Behind enemy lines, engaging in armed struggle.
Article 2. The provisions regarding disability allowances set forth in Decree No. 18/ND dated November 17, 1954 shall apply to civilian militia, guerrillas, guards, and volunteer youth who were disabled while performing their duties, and shall be determined as follows and shall be funded by local budgets:

Article 3. This decree shall take effect from January 1, 1955.
Article 4. The Director of the Office of the Ministry of War Invalids, Head of the Political General Department, and Head of the Supply General Department of the Ministry of Defense, Director of the Budget Department of the Ministry of Finance, Director of the Disease Prevention and Treatment Department of the Ministry of Health, Chairman of the Administrative Committee of the Joint Zone shall implement this decree.
