DECISION OF THE PRIME MINISTER
On the management of courier services

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
At the proposal of the Minister of Posts and Telecommunications and the Minister of Home Affairs,
DECISION:
Article 1The Ministry of Posts and Telecommunications shall be responsible for state management of courier services including:
1. Services for receiving, sorting, transporting, and delivering domestically and internationally via physical means:
a) Information exchange in the form of text with or without recipient addresses, including hybrid mail services and direct mail services;
b) Parcels and packages with recipient addresses;
2. Express courier services comprising the services specified in Clause 1 above, but with faster timeframes and higher reliability; Express courier services typically include value-added elements such as pick-up at the sender's location, traceability and tracking, proof of delivery, address change for recipients, and other value-added elements;
3. Other courier services as prescribed by law.
Article 2. The Ministry of Posts and Telecommunications shall be responsible for drafting regulatory legal documents on the management of courier services to issue within its authority or submit to competent authorities for issuance; guiding the development policy for courier services in Vietnam and the roadmap for opening up the courier market consistent with Vietnam's commitments to countries and international organizations.
Article 3This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Ministry of Posts and Telecommunications shall be responsible for guiding and implementing this Decision.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial people's councils under central city administrations shall be responsible for enforcing this Decision./.
