Regulations on the model declaration form, annexes to the declaration form for non-trade export and import goods, and the system of printing, issuance, management, and use of declaration forms and annexes for non-trade export and import goods

Pursuant to the Customs Law No. 29/2001/QH10 dated June 29, 2001 and the Customs Law No. 42/2005/QH11 dated June 14, 2005 amending and supplementing certain articles of the Customs Law;

Pursuant to the Law on Export Tax, Import Tax No. 45/2005/QH11 dated June 14, 2005;

Pursuant to the Tax Administration Law No. 78/2006/QH10 dated November 29, 2006;

Pursuant to Decree No. 154/2005/ND-CP dated December 15, 2005 of the Government stipulating customs procedures and customs inspection and supervision regimes;

Pursuant to Decree No. 87/2010/NĐ-CP dated August 13, 2010 of the Government detailing the implementation of the Export Duties Law and Import Duties Law;

Pursuant to Resolution No. 68/NQ-CP dated December 27, 2010 of the Government on simplifying administrative procedures within the scope of functions of the Ministry of Finance and implementing Circular No. 854/TTg-KSTT dated May 31, 2011 of the Prime Minister regarding the resolution of difficulties and obstacles faced by ministries and sectors during the implementation of plans to simplify administrative procedures;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

The Ministry of Finance hereby stipulates the model declaration form, annexes to the declaration form for non-trade export and import goods, and the system of printing, issuance, management, and use of declaration forms and annexes for non-trade export and import goods as follows:

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.

1. Model declaration form for non-trade export and import goods (designated as HQ/2011-PMD);

2. Model annex to the declaration form for non-trade export and import goods (designated as PLHQ/2011-PMD);

3. Regulations on the system of printing, issuance, management, and use of declaration forms and annexes for non-trade export and import goods.

Article 2. This Circular takes effect from the date 01/03/2012. Repeal Clause 1, Article 1 of Decision No. 1473/2002/QĐ-TCHQ dated May 24, 2002 promulgating the model customs business seal of the General Director of the General Department of Customs.

Article 3. The General Director of the General Department of Customs and relevant agencies, organizations, and individuals shall be responsible for implementing the contents prescribed in this Circular. /.
