Approving the Project "Supporting Enterprises to Apply Information Technology for Integration and Development during the Period 2005-2010"

PRIME MINISTER

Pursuant to the Law on Government Organization dated December 25, 2001;

Pursuant to Directive No. 58/CT-TW dated October 17, 2000 of the Politburo on "Strengthening the Application and Development of Information Technology to Serve Industrialization and Modernization during the Period 2001-2005";

Pursuant to Decision No. 123/2003/QĐ-TTg dated June 12, 2003 of the Prime Minister approving the "Regulations on the Operation of the Vietnam Chamber of Commerce and Industry";

Considering the proposal of the Chairman of the Vietnam Chamber of Commerce and Industry,

DECISION:

Article 1.Approves the Project "Supporting Enterprises to Apply Information Technology for Integration and Development during the Period 2005-2010" with the following main contents:

I. OBJECTIVES:

1. General Objective:

Supporting Vietnamese enterprises, especially small and medium-sized enterprises, to build databases on economic information, apply information technology to enhance production and business efficiency, improve competitiveness, and integrate into the international economy; contributing to training human resources and developing the market for the information technology industry; serving industrialization and modernization of the country.

2. Specific Objectives:

1. Enhancing awareness and promoting the application of information technology in enterprises, particularly small and medium-sized enterprises.

2. Advising enterprises on implementing and selecting appropriate information technology solutions based on the characteristics and scale of the enterprises.

3. Training personnel to apply information technology in enterprises.

4. Contributing to creating a legal environment and conditions for the development of information technology applications in enterprises.

5. Providing economic information to enterprises and promoting, supporting enterprises to participate in e-commerce.

II. TASKS:

1. Conduct surveys, studies, and research on the current status of information technology application in enterprises; enhancing awareness about information technology application; encouraging and promoting enterprises to apply information technology.

- Surveying the current status and needs for information technology application in Vietnamese enterprises, particularly small and medium-sized enterprises, from production, business, distribution to organizational management, to propose mechanisms, policies, and measures to the Government to promote information technology application in enterprises.

- Studying the situation and solutions for information technology application in foreign enterprises and applying them to the actual conditions in Vietnam.

- Organizing seminars, conferences, and training sessions on information technology application in enterprises according to enterprise type, scale, business sector, region, or locality; promoting to increase awareness about the role, impact, and experience in implementing information technology application in enterprises.

- Compiling documents and handbooks on enterprise informatization.

- Creating connections, linking, and strengthening cooperation between information technology product and service providers and users.

- Organizing awards for enterprises and individuals who contribute to the development of information technology application in enterprises.

2. Advising enterprises on selecting and implementing appropriate information technology solutions based on their production and business activities.

- Providing information, materials, and introducing new information technology solutions to help enterprises choose suitable technologies.

- Organizing exhibitions and roundtable discussions among enterprises to introduce information technology applications suitable for their business sectors, characteristics, and scales.

- Assisting Vietnamese enterprises to promote and introduce their businesses and products on the Internet; organizing virtual exhibitions of Vietnamese goods and services on the Internet.

- Advising on the development of value-added services to support enterprises.

3. Implementing training programs to equip staff with necessary skills for information technology application in enterprises.

- Organizing training programs on information technology application for enterprise managers and leaders.

- Organizing specialized training programs on information technology application for enterprise staff directly involved in production and business.

- Organizing advanced training programs on project implementation, management, and supervision of information technology applications for enterprise information leaders (CIOs).

4. Cooperating with relevant agencies to study and propose policies and systems to create a favorable legal environment for information technology application in enterprises.

- Promoting and disseminating policies and legal regulations of the Party and State on information technology development.

- Integrating the activities of the Project with national administrative management informatization programs of ministries, sectors, and localities to support enterprises.

5. Establishing a remote enterprise support center.

- Building and developing an e-commerce portal to connect Vietnamese enterprises with international markets.

- Training and supporting enterprises to participate in global trade through the Internet, contributing to the development of e-commerce in Vietnam.

- Building a rich, diverse, accurate, timely, and reliable economic information database to provide to enterprises.

- An online forum where enterprises exchange knowledge and experience in production, business, management, and market penetration.

- Providing online transaction tools to reduce costs and enhance the competitiveness of Vietnamese enterprises in the international market.

Article 2. Implementation

1. The Vietnam Chamber of Commerce and Industry shall be responsible for coordinating with competent agencies of ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government to organize the implementation of the Project and report annually to the Prime Minister.

From now until the end of 2006:

a) Direct the development of detailed projects according to the specific tasks of this Project, review and approve them in accordance with current regulations. During the project development process, closely coordinate with relevant Ministries and sectors to avoid overlapping and conflicting tasks, which may lead to waste.

b) Establish a coordination mechanism and implementation plan for this Project with Ministries, sectors, localities, and related agencies.

c) Coordinate the implementation of investigation, survey, consulting, and training activities with Ministries, sectors, and some major cities.

d) Strengthen propaganda and raise awareness about the application of information technology in enterprises.

đ) Develop technical infrastructure, information databases, and train staff for the Remote Business Support Center.

From 2007 to the end of 2008:

a) Expand the scale of the Project's operations to ensure that over 70% of localities cooperate in implementing this Project by the end of 2008.

b) Expand and improve the quality of consulting and training activities on the application of information technology for enterprises.

c) Put the Remote Business Support Center into operation.

From 2009 to the end of 2010:

Implement the Project in all localities nationwide; develop and enhance the quality of the Remote Business Support Center; strive to achieve a target of 50% of enterprises applying information technology in production and business; conduct a summary of the Project's implementation by the end of 2010.

2. The Ministry of Planning and Investment directs its functional agencies to cooperate with the Vietnam Chamber of Commerce and Industry in developing the specific program of activities for the Remote Business Support Center based on principles of thrift, efficiency, avoiding duplication, and creating conditions for enterprises to participate in these activities.

3. The Ministry of Trade directs its functional agencies to cooperate with the Vietnam Chamber of Commerce and Industry in implementing the Project in accordance with the plan for the development of e-commerce in Vietnam by 2010, based on principles of thrift, efficiency, avoiding duplication, and providing maximum support to enterprises.

4. Funding for the implementation of the Project will be mobilized from sources including contributions from enterprises, support from the state budget, and assistance from partner organizations.

The Vietnam Chamber of Commerce and Industry, the Ministry of Finance, and the Ministry of Planning and Investment shall balance the level of support ranging from 30% to 50% of funding from the state budget depending on the tasks of each project.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, and the Chairman of the Vietnam Chamber of Commerce and Industry are responsible for enforcing this Decision./.
