THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Resolution No. 45/NQ-CP dated September 11, 2009 of the Government on the Action Program of the Government to implement the Resolution of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam (10th tenure) on "Strengthening the leadership of the Party over youth work during the period of industrialization and modernization";

Pursuant to Decree No. 18/2010/ND-CP dated March 5, 2010 of the Government on training and capacity building for cadres and civil servants;

Pursuant to Decision No. 1374/QD-TTg dated August 12, 2011 of the Prime Minister approving the Training and Capacity Building Plan for Cadres and Civil Servants during the period 2011-2015;

Considering the proposal of the Director of the Department of Youth Work,

DECISION:

Article 1. Approves the Training and Capacity Building Program for Civil Servants in Youth Management for all levels and sectors during the period 2011-2015 with the main contents as follows:

1. Objectives

a) Contributing to the construction of a cadre of civil servants in youth work who are politically steadfast, have moral qualities, possess specialized knowledge and skills that meet the assigned tasks.

b) Equipping skills in analysis and evaluation; skills in policy formulation and planning for youth and youth work for the cadre of civil servants in youth work.

c) Civil servants in youth work will regularly be trained and their theoretical level improved; knowledge and professional skills as well as other supplementary knowledge according to regulations. Striving for 100% of the cadre of civil servants in youth management at all levels to be trained and provided with knowledge and skills in state management in accordance with regulations to meet the assigned tasks.

2. The target group for training and capacity building includes civil servants in youth management. Specifically as follows:

a) Civil servants of central ministries and agencies

- Civil servants of the Department of Youth Work.

- Civil servants of ministries and agencies directly involved in advising, formulating and implementing policies and laws related to youth and youth work.

- Civil servants of units under the Central Youth Union of Ho Chi Minh Communist Youth Union related to state management of youth work.

b) Civil servants of provinces and centrally governed cities

- Leaders of Provincial Departments of Home Affairs responsible for youth work.

- Leaders and civil servants of Youth Work Departments under Provincial Departments of Home Affairs.

- Civil servants of provincial departments and agencies directly involved in advising, formulating and implementing policies and laws related to youth and youth work.

- Secretary or Deputy Secretary of the Provincial Youth Union.

c) Civil servants of districts, towns, and cities under provinces

- Leaders and civil servants of District Home Affairs Departments directly engaged in youth work.

- Secretary or Deputy Secretary of the District Youth Union.

d) Civil servants of communes, wards, and towns

- Members of the People's Committee at the commune level responsible for youth work.

- Secretary of the Commune Youth Union.

3. Training and capacity building content

a) General knowledge about state management of youth work

- The viewpoints, guidelines, and policies of the Communist Party of Vietnam regarding youth and youth work.

- Legal documents on youth and youth work.

- Methods for developing and organizing the implementation of programs, projects, and plans issued by the Government, Prime Minister, and competent authorities to concretize and implement the Party's guidelines and the State's policies and laws on youth and youth work.

b) Skills, expertise, and methods in youth management

- Skills in planning, developing programs, projects, and plans on youth and youth work; skills in integrating and coordinating between the Home Affairs sector and relevant sectors related to youth and youth work.

- Skills in organizing and implementing programs, projects, and plans on youth and youth work after approval by competent authorities.

- Skills in monitoring and supervising the implementation of policies and laws for youth and youth work.

c) Coordination relationships between agencies responsible for state management of youth work and related organizations

- The Ho Chi Minh Communist Youth Union and youth organizations led by the Ho Chi Minh Communist Youth Union.

- The Vietnam Fatherland Front and its member organizations in participating in the development, organization, and supervision of the implementation of policies related to youth and youth work.

- The National Youth Council - an advisory body assisting the Prime Minister in researching and coordinating solutions to inter-sectoral issues related to youth.

4. Organization of training and capacity building

a) Duration of training and capacity building

To suit each target group, the duration of training and capacity building sessions ranges from 3 to 5 days. Specifically as follows:

- Training and capacity building sessions for civil servants of central ministries and agencies last 3 days per session.

- Training and capacity building sessions for civil servants of provinces and centrally governed cities last 5 days per session.

b) Methods of training and capacity building

The training and capacity building for civil servants in youth management has specific characteristics different from general administrative management. Therefore, during implementation, attention should be paid to the following methods:

- Applying new teaching methods suitable to promote the initiative and enthusiasm of learners; enhancing interaction between lecturers and learners.

- Strengthening research and learning from experiences of countries in the region and around the world that have established state management systems for youth work.

- Combining theoretical reasoning with practical work on youth affairs is currently being raised (visits, research on actual conditions, exchanges to learn experiences from other provinces and districts).

c) Work on compiling materials

Develop a set of materials for state management of youth affairs to serve as a reference guide for civil servants involved in state management of youth affairs. The materials should comprehensively and systematically collect all relevant documents, resolutions of the Party, policies and laws of the State regarding youth and youth work; concretize necessary skills in state management of youth affairs. Regularly update and supplement new knowledge and legal regulations on youth and youth work to align with current realities.

d) Building a team of lecturers and speakers

The team of teachers and speakers must have sufficient qualifications, capabilities, and moral integrity to meet the requirements set forth. Emphasis should be placed on inviting lecturers who are experts, managers, policy planners and builders with extensive experience and deep research on youth and youth work to directly teach and compile materials.

đ) Funding and sources of funding for implementation

- Funding to ensure the following contents:

+ Compiling programs, materials, and reference guides on youth work.

+ Organizing training and capacity-building courses for civil servants involved in state management of youth affairs.

+ Funding for inspections and guidance to localities organizing training and capacity-building for civil servants involved in state management of youth affairs, and other related expenses.

- Sources of funding:

+ Funding for the Implementation Plan is allocated from the State budget annually designated for training and capacity-building of civil servants according to the provisions of the Law on State Budget.

+ Mobilizing domestic and foreign resources for training and capacity-building in state management of youth affairs for the cadre and civil servants involved in state management of youth affairs.

Article 2. Assignment of responsibility

1. The Department of Youth Affairs shall be responsible for

a) Developing training and capacity-building materials for skills and expertise in state management of youth affairs.

b) Organizing training and capacity-building for the subjects specified in Points a and b Clause 2 Article 1 of this Decision.

c) Taking the lead and coordinating with the Department of International Cooperation to expand international cooperation in training, capacity-building, and learning models and experiences of other countries in state management of youth affairs.

d) Directing, inspecting, and urging the Departments of Home Affairs of provinces and centrally-administered cities to implement the following contents:

- Developing plans for training and capacity-building in skills and expertise in state management of youth affairs at the provincial level to be submitted to the competent authority for approval.

- Preparing detailed budgets to implement the training and capacity-building plans for skills and expertise in state management of youth affairs at the provincial level.

- Implementing training and capacity-building according to the approved plan for the subjects within the scope of the project delegated to provinces and centrally-administered cities.

2. The Department of Organization and Cadre Personnel shall be responsible for assisting the Minister in reviewing the content of training and capacity-building materials for skills and expertise in state management of youth affairs.

3. The Training and Capacity-Building Institute for Cadres and Civil Servants shall be responsible for cooperating with the Department of Youth Affairs in organizing training and capacity-building for cadres and civil servants involved in state management of youth affairs based on plans, programs, and materials that have been approved by the competent authorities.

4. The Department of Planning and Finance shall be responsible for:

a) Summarizing and reporting to the Ministry's leadership to report to the financial agency the budget estimate for organizing training and capacity-building in state management of youth affairs of the Ministry of Home Affairs annually.

b) Allocating sufficient funds to implement training and capacity-building sessions according to the plan already approved by the Ministry's leadership.

5. The Ministry's Office shall be responsible for guiding the settlement and finalization of training and capacity-building funding for cadres and civil servants managing state youth affairs according to regulations.

6. The Departments of Home Affairs of provinces and centrally-administered cities shall be responsible for organizing training and capacity-building for cadres and civil servants of departments and agencies directly advising, formulating, and implementing systems, policies, and laws concerning youth as stipulated in Point b and the subjects specified in Points c and d Clause 2 Article 1 of this Decision.

Article 3. Effectiveness

1. This Decision takes effect from the date of signature.

During the implementation process, if specific contents of the Project need to be amended or supplemented, please reflect them to the Department of Youth Affairs for consolidation and reporting to the Minister.

2. The Head of the Ministry's Office, the Heads of the Department of Youth Affairs, the Department of Planning and Finance, the Department of Organization and Cadre Personnel, and related agencies and units shall be responsible for enforcing this decision.
