Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the proposal of the Government Price Board at Circular No. 563/TTr-BVGCP dated June 15, 1999 and supplementary Circular No. 912/TTr-BVGCP dated September 11, 1999; and the Ministry of Industry at Circular No. 1889/CV-TCKT dated May 12, 1999,

DECISION:

Article 1.

1. The retail price of electricity for household consumption under a tiered pricing system applicable to individual households with separate meters and direct contracts with the power sector shall be as follows:

a) Price for the first 100 kWh:

500 VND/kWh

b) Price from the 101st to the 150th kWh:

704 VND/kWh

c) Price from the 151st to the 200th kWh:

957 VND/kWh

d) Price from the 201st to the 300th kWh:

1,166 VND/kWh

e) Price from the 301st kWh onwards:

1,397 VND/kWh

The above levels of electricity consumption for each household shall be calculated monthly. The Government Price Board shall coordinate with the Ministry of Industry and Vietnam Electricity Corporation to determine the wholesale price of residential electricity at collective meters for communal areas and clusters of residents, and the wholesale price of electricity for other purposes at collective meters.

2. The wholesale price of rural residential electricity at collective meters at village substations, cooperatives, hamlets, and neighborhoods is 360 VND/kWh. The Government Price Board shall cooperate with the Ministry of Industry and Vietnam Electricity Corporation to instruct localities to maintain the ceiling price of rural residential electricity according to the provisions in Document No. 1303/CP-KTTH dated November 3, 1998 of the Prime Minister.

Article 2. Electricity prices based on voltage level for sale to hospitals, kindergartens, primary schools, and secondary schools:

- Voltage level of 6 KV or higher:

770 VND/kWh

- Voltage level below 6 KV:

810 VND/kWh

Article 3. Electricity prices based on voltage level for sale to administrative and public service agencies:

- Voltage level of 6 KV or higher:

869 VND/kWh

- Voltage level below 6 KV:

902 VND/kWh

Article 4. Electricity prices based on voltage level for sale during normal hours for production:

- Voltage level of 110 KV or higher:

770 VND/kWh

- Voltage level of 22 KV to below 110 KV:

803 VND/kWh

- Voltage level of 6 KV to below 22 KV:

847 VND/kWh

- Voltage level below 6 KV:

880 VND/kWh

Based on the standard prices specified for normal hours above, the Government Price Board shall coordinate with the Ministry of Industry and Vietnam Electricity Corporation to determine electricity prices based on voltage level during off-peak and peak hours.

Article 5. Electricity prices for irrigation water pumping for rice, vegetables, short-cycle industrial crops, and intercropping:

a) Voltage level of 6 KV or higher:

- During normal hours:

630 VND/kWh

- During off-peak hours:

250 VND/kWh

- During peak hours:

990 VND/kWh

b) Voltage level below 6 KV:

- During normal hours:

660 VND/kWh

- During off-peak hours:

260 VND/kWh

- During peak hours:

1,045 VND/kWh

Article 6.The Government Price Board shall coordinate with the Ministry of Industry and Vietnam Electricity Corporation to determine the electricity prices for public lighting, water production, service provision, tourism, trade, and foreign resident consumption.

Article 7. Any additional revenue generated from increased electricity prices shall be used for investment in the development of the power industry through the state budget. The Ministry of Finance shall take the lead, in coordination with the Ministry of Planning and Investment, the Ministry of Industry, the Government Price Board, and relevant agencies, to provide guidance on implementation.

Article 8. The Government Price Board shall coordinate with the Ministry of Industry and Vietnam Electricity Corporation to reissue guidelines on the surcharge added to current electricity prices in some localities, gradually reducing it towards its abolition by the year 2000.

Article 9. The Government Price Board, the Ministry of Industry, and Vietnam Electricity Corporation shall be responsible for guiding and organizing the implementation of the new adjusted prices set forth in this Decision, effective from October 1, 1999. This Decision replaces Document No. 1528/KTTH dated April 1, 1997 of the Government.

Article 10. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the central government shall be responsible for organizing the enforcement of this Decision.
