DECREE
on the establishment of teacher training programs
Chairman of the Government of the Democratic Republic of Vietnam
Pursuant to Decree No. 119 dated July 9, 1946 organizing the Ministry of National Education and Culture;
Pursuant to Decree No. 146 dated August 10, 1946 defining educational levels in the Democratic Republic of Vietnam's education system;
After consultation between the Standing Committee of the National Assembly and the Council of Ministers;
Enacts as follows:
Article 1. The teacher training program aims to train male and female teachers for basic, secondary general education, vocational secondary, and professional levels throughout the country.
Article 2. The teacher training program is divided into three levels:
1) Primary level teacher training trains male and female teachers for the basic education level.
2) Secondary level teacher training trains male and female teachers for vocational secondary, general secondary, and primary level teacher training.
3) Higher level teacher training trains male and female teachers for professional and specialized secondary levels.
Article 3. Each period must include at least one male primary level teacher training program and one female primary level teacher training program to train male and female basic education school teachers throughout the period.
Each period must also include a secondary level teacher training program to train male and female teachers for vocational, general secondary, and primary level teacher training.
The higher-level teacher training diploma will be awarded by universities to those with bachelor's or master's degrees in humanities who wish to become professional teachers at the specialized or professional education levels.
Article 4. Graduates of all levels of teacher training schools are immediately assigned to their respective positions without a probationary period.
Article 5. Starting from 1950, basic education teachers will only be recruited from those with primary level teacher training diplomas; vocational secondary and general secondary teachers as well as primary level teacher trainers will only be recruited from those with secondary level teacher training diplomas; specialized and professional education teachers will only be recruited from university graduates with higher-level teacher training diplomas.
Article 6. The organization of all levels of teacher training schools in terms of both academic and administrative aspects shall be determined by a decree issued by the Minister of National Education.
Article 7. Students of primary and secondary normal schools under the boarding system shall not incur expenses if dormitories are available in the school. If not, they will follow the day student system and receive an annual scholarship determined by the Minister of National Education based on high living costs.
Article 8. The Minister of National Education shall implement this Decree in accordance with the Enactment Order.
