THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Law on Legislative Regulatory Documents dated November 12, 1996, and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated December 16, 2005;
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 104/2004/NĐ-CP on the Official Gazette of the Socialist Republic of Vietnam;
Pursuant to Circular No. 04/2005/TT-VPCP dated March 21, 2005 guiding the implementation of Decree No. 104/2004/NĐ-CP dated March 23, 2004 of the Government on the Official Gazette of the Socialist Republic of Vietnam for central activities;
At the proposal of the Director of the Legal Department and the Head of the Office,

DECISION:

Article 1. Amend the phrase "Graduation certificate of a college degree or higher" in the first bullet point of Point a, Clause 3, Article 5 of Decision No. 51/2006/QD-BNN dated June 16, 2006 on the conditions for importing, trading, and distributing foot-and-mouth disease vaccines.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Heads of the Office, the Directors of the Legal Department, and the Heads of units under the Ministry shall be responsible for implementing this Decision./.
