Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas at Document No. 718/UBDTMN-CSMN dated July 27, 1999, the Minister of Planning and Investment at Document No. 5247 BKH/DP dated August 11, 1999, and the Minister of Finance at Document No. 4363 TC/NSNN dated September 1, 1999 regarding the management of the Program for Commune Cluster Centers in Mountainous Areas and Highlands,

DECISION:

Article 1

The Commune Cluster Center in mountainous areas and highlands serves as an economic exchange point and cultural activity center for ethnic minorities in the region, serving as a foundation for developing market towns in mountainous areas. Construction of projects within the Commune Cluster Center in mountainous areas and highlands pursuant to Decision No. 35/TTg dated January 13, 1997 of the Prime Minister shall be funded from various sources, including state investment funds, with additional mobilization of capital from the people and other economic sectors.

Article 2

The State will focus on initial investment according to the planning of the Commune Cluster Center approved by competent state authorities. In the short term, priority will be given to constructing certain projects such as roads, schools, multi-purpose health clinics, agricultural and forestry extension stations, markets, providing land surfaces, and organizing for community members to invest capital in building housing, developing production, and service industries.

Article 3

1. The investment plan for the Commune Cluster Center in mountainous areas and highlands starting from the year 2000 onwards shall be divided into two parts:

- Mainly investing in new Commune Cluster Centers;

- Investing in Commune Cluster Centers that are currently transitioning.

2. From the year 2000, approximately 100 new Commune Cluster Centers will be invested in each year; by the year 2002, about 500 Commune Cluster Centers will be basically established; by the year 2005, the Program for Building Commune Cluster Centers will be completed.

3. The construction of projects in the Commune Cluster Center must prioritize the use of local labor.

Article 4

The management of the Program for Building Commune Cluster Centers in mountainous areas and highlands shall be carried out in accordance with the provisions of Circular Joint No. 416/1999/TTLT/BKH-UBDTMN-TC-XD dated April 29, 1999 of the Ministry of Planning and Investment, the Committee for Ethnic Minorities and Mountainous Areas, the Ministry of Finance, and the Ministry of Construction concerning guidance on managing and investing in infrastructure projects in particularly difficult communes in mountainous areas and remote regions.

Article 5

The Chairmen of People's Committees of Provinces and centrally-administered cities are responsible for integrating national programs, target programs, and projects, especially the Program for Developing the Economy and Society in Particularly Difficult Communes in Mountainous Areas and Remote Regions, and mobilizing the people's contributions to build Commune Cluster Centers in mountainous areas and highlands.

Article 6

This Decision takes effect from the date of signing.

Article 7

The Committee for Ethnic Minorities and Mountainous Areas together with relevant localities shall review the Commune Cluster Centers in mountainous areas and highlands to ensure they meet the program's plans and objectives.

The Committee for Ethnic Minorities and Mountainous Areas shall take the lead and coordinate with relevant ministries and sectors to guide localities in building Commune Cluster Centers in mountainous areas and highlands in accordance with the provisions of this Decision.
