DIRECTIVE
ON STRENGTHENING NATIONAL UNITY WORK IN THE PERIOD OF MODERNIZATION AND INDUSTRIALIZATION
OF THE COUNTRY
In recent years, Party committees at all levels, governments, and mass organizations from the central to local levels have focused on leading, directing, and organizing the implementation of national unity work, creating significant changes in awareness and responsibility throughout the political system and social consensus. The economic and social situation in ethnic minority and mountainous regions has seen comprehensive development; the poverty rate among ethnic minorities has decreased rapidly (averaging 4-5% annually); material and spiritual living conditions in ethnic minority areas have improved significantly; infrastructure construction and consolidation have been prioritized; housing, land for residence and production, and clean water supply have received attention; education, culture, and healthcare services have shown positive progress; the political system has been strengthened; and cadres from ethnic groups have been trained and developed, contributing to enhancing the effectiveness of national unity work.
However, ethnic and mountainous regions, especially remote, border, and island areas, still face many difficulties and challenges, including uneven educational levels and development among ethnic groups, particularly low quality human resources; high poverty rates in ethnic minority areas (in some places, over 50% of households are poor); limitations in the quality and effectiveness of education and training, and healthcare services; slow and uncoordinated infrastructure development, especially in transportation, irrigation, electricity, information, and other essential infrastructure; slow structural transformation of the economy and labor force, small-scale and fragmented production with low competitiveness, and continued hardships in people's lives.
National unity work is a task for the entire Party, people, and military, and the entire political system. To continue effectively implementing national unity work, mobilizing all resources to develop the economy and society quickly, sustainably, and stabilize society, and improve the living standards of ethnic minorities and mountainous regions during the period of industrialization, modernization, and integration, the Prime Minister instructs ministries, sectors, central agencies, and localities to implement the following tasks:
1. Continue to direct the effective implementation of Resolution No. 7 of the 9th Plenary Session of the Central Committee of the Communist Party of Vietnam and Conclusion No. 57-KL/TW dated November 3, 2009 of the Politburo on national unity work; ministries, sectors, and localities should build specific action programs to effectively implement the policies and guidelines of the Party and State regarding national unity work.
2. Accelerate the implementation of policies, programs, and projects in ethnic minority and mountainous regions; summarize policies, programs, and projects ending in 2010, and based on that, study and propose mechanisms, policies, programs, and projects to support investment in ethnic minority and mountainous regions, targeting ethnic minority individuals, submit them for approval by competent authorities, and implement them during the 2011-2015 period; while strengthening supervision of policy implementation; actively mobilize and integrate various resources to implement programs and projects in the region, especially in extremely difficult areas;
3. Provincial People's Committees under the Central Government:
a) Review, adjust, and supplement plans for socio-economic development in ethnic minority and mountainous regions; plans for production and processing linked to population planning and technical infrastructure planning; simultaneously promote the transfer and application of science and technology in production to create high-value products;
b) Promote the restructuring of the economy; reform production organization forms (cooperatives, joint ventures...) suitable for each ethnic minority area; develop measures to facilitate the development of household economies, farm economies, and collective economies in ethnic minority areas;
c) Focus on developing human resources, particularly the cadre team in grassroots political systems, and cadres with college and university degrees for key positions in ethnic minority and mountainous regions; at the same time, implement preferential policies regarding housing and working conditions for cadres and graduates from universities, colleges, and vocational schools who work in ethnic minority and mountainous regions, especially policies to attract ethnic minority graduates and cadres with high professional qualifications to work in their home regions; innovate vocational training methods to quickly improve the quality of human resources in ethnic minority areas;
d) Along with central support, proactively mobilize legitimate resources and organize the integration of resources for economic and social development, programs, projects, and policies in the region to achieve effective investment, improve people's livelihoods; strengthen coordination and guidance between sectors and levels to address urgent issues of ethnic minorities at the grassroots level, ensuring national defense, security, and social order, especially in weak areas, border regions, and islands.
4. Ministries, sectors, and central agencies:
a) The Ethnic Minority Committee reviews and evaluates the development levels of regions (I, II, III) in ethnic minority and mountainous regions; studies amendments and adjustments to criteria for defining ethnic minority and mountainous regions according to their development levels; proposes the establishment, amendment, and supplementation of mechanisms, policies, programs, and projects to comprehensively, quickly, and sustainably develop the economy and society in ethnic minority and mountainous regions, especially those heavily affected by natural disasters, climate change, remote, and extremely difficult areas during the 2011-2015 period and beyond; establish special policies for the cadre team engaged in national unity work; improve the ethnic minority work agency system from the central to local levels; build, consolidate, and complete the Institute of Ethnic Minorities and the Ethnic Cadres School to effectively conduct scientific research, policy proposals, and cadre training and development in the ethnic minority work agency system;
b) The Ministry of Planning and Investment shall study and propose the establishment of special investment mechanisms and policies for ethnic minority and mountainous regions; promote investment and mobilize assistance from countries and international organizations to develop these regions economically and socially, prioritizing infrastructure development (transportation, electricity, water conservancy, and information...).
c) The Ministry of Finance shall take the lead and coordinate with the National Ethnic Minorities Committee and relevant agencies to guide the management and utilization of funds for implementing policies, programs, and projects in ethnic minority and mountainous regions; strengthen inspection and supervision to ensure that funds are used for their intended purposes and are utilized effectively.
d) The Ministry of Industry and Trade shall vigorously implement preferential policies for ethnic minority and mountainous regions, prioritizing the development of small and medium-sized processing enterprises and the development of industry, commerce, small-scale handicrafts, services, and rural markets in these regions to meet the requirements of industrialization and modernization.
đ) The Ministry of Agriculture and Rural Development shall accelerate the progress of building new-style rural areas in ethnic minority and mountainous regions according to Resolution No. 7 (Session X) on agriculture, farmers, and rural areas and the National Target Program on Building New-Style Rural Areas for the period 2010-2020; establish mechanisms and policies to enhance collaboration between the state, businesses, scientists, and farmers in developing agriculture and rural areas in ethnic minority and mountainous regions; land allocation and forest tenure policies for long-term stability for organizations, households, individuals, and community residents in villages to effectively protect and develop forests sustainably; build and reform mechanisms and policies to strengthen the cadre of agricultural and forestry extension workers at village level; quickly change small and scattered production practices, develop commodity economies to meet export and international integration requirements.
e) The Ministry of Natural Resources and Environment shall intensify the implementation of projects to improve the system of natural disaster and climate change forecasting, focusing on regions frequently affected by disasters such as typhoons, floods, flash floods, torrential rains, and harsh weather conditions in ethnic minority and mountainous regions.
g) The Ministry of Science and Technology shall promote research, application, and transfer of advanced science and technology in implementing investment programs and projects to support ethnic minority and mountainous regions.
h) The Ministry of Labor, Invalids, and Social Affairs shall implement effective measures to carry out Resolution 30a and poverty reduction projects of the Government; develop vocational training programs, create jobs, and facilitate labor export specifically for ethnic minorities.
i) The Ministry of Home Affairs shall develop human resources in ethnic minority and mountainous regions; study and propose preferential recruitment and employment policies for ethnic minority cadres in various sectors and localities, especially female cadres and ethnic minority cadres with less than 10,000 people; establish regulations for managing recruited graduates returning to serve in their localities after graduation, incentive policies regarding salary and allowances for cadres working in ethnic minority and mountainous regions, particularly those who have worked in ethnic affairs for a long time, those with high professional qualifications, and those transferred to work in ethnic regions, border areas, and extremely difficult regions for at least five years.
k) The Ministry of Education and Training shall study and propose amendments to the recruitment policy towards decentralization to localities for registering training needs in terms of quantity and majors, applicable to all ethnic groups living in difficult regions; policies for continuous education between boarding secondary schools and boarding high schools, vocational schools, colleges, and universities; special policies for students and trainees from ethnic minorities with less than 5,000 people in extremely difficult regions.
l) The Ministry of Health shall direct the strengthening of investment in material infrastructure and equipment for health facilities from commune level to district general hospitals; study and propose direct support policies for ethnic minority populations in difficult regions when seeking medical treatment, especially ethnic minorities with less than 5,000 people, to reduce the decline in birth rates and gender imbalance among newborns in ethnic minority and mountainous regions; enhance the health workforce in ethnic minority and mountainous regions, particularly in difficult and extremely difficult regions.
m) The Ministry of Culture, Sports, and Tourism shall review and propose amendments and supplements to cultural work mechanisms and policies for ethnic minority and mountainous regions, border areas; direct localities to improve the quality of cultural activities at grassroots levels; promote cultural exchanges, eliminate social evils, outdated customs, and promote the "all people united to build a civilized lifestyle" movement, fostering civilized lifestyles in ethnic minority and mountainous regions.
n) The Ministry of Public Security shall strengthen measures to maintain political security and social order; resolutely combat hostile forces exploiting issues of democracy, human rights, ethnicity, and religion to undermine the country's development; eradicate drug addiction and other social evils in ethnic minority and mountainous regions.
o) The Ministry of Defense shall fulfill national defense and security tasks in conjunction with economic, cultural, and social development; assist the people in poverty alleviation, focusing on investing in national defense economic zones, ensuring border security, and national sovereignty, especially in critical areas, border regions, and islands.
p) The Ministry of Foreign Affairs shall strengthen international cooperation and people-to-people diplomacy with countries and international organizations, particularly neighboring countries and those in the region; publicize the Party's guidelines and State laws on ethnic affairs; promote bilateral and multilateral cooperation in economic, cultural, educational, and human resource development fields to serve ethnic affairs.
q) The Ministry of Information and Communications shall strengthen investment and improve the effectiveness of propaganda through appropriate methods suitable for each region and ethnic group, including in ethnic minority languages; study and propose amendments and supplements, and build mechanisms and policies to support information provision in ethnic minority and mountainous regions.
r) The State Bank shall direct the Social Policy Bank to take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to review and propose amendments and supplements to credit mechanisms and policies applicable to individuals in difficult and extremely difficult areas.
5. It is requested that the Vietnam Fatherland Front Central Committee take the lead and coordinate with the National Ethnic Minorities Committee and political-social organizations from central to local levels to strengthen mobilization efforts among ethnic groups in Vietnam to promote patriotic emulation movements, enhance self-reliance awareness, consolidate the national solidarity bloc and various social strata within their jurisdictions; care for, nurture, and promote the role of influential figures and people of integrity in minority regions.
6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and heads of central-level political-social organizations, and Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for organizing and strictly implementing this Directive, and annually reporting on the implementation of the Directive to the National Ethnic Minorities Committee.
The Minister and Head of the National Ethnic Minorities Committee is responsible for monitoring, urging, compiling, and annually reporting to the Prime Minister on the results of the implementation of this Directive.
