Decree No. 198/2026/ND-CP amends and supplements the functions, tasks, powers, and organizational structure of the State Bank of Vietnam. This Decree provides detailed regulations on administrative and public service units under the State Bank of Vietnam, and at the same time, it determines that the Governor of the State Bank of Vietnam shall be responsible for issuing specific decisions regarding the functions, tasks, powers, and organizational structure of subordinate organizations and units.

DECREE
Amending and supplementing some articles of Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam
Pursuant to the Law on the Organization of the Government No. 63/2025/QH15;
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;
On the proposal of the Governor of the State Bank of Vietnam;
The Government promulgates this Decree amending and supplementing some articles of Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam.
Article 1. Amending and supplementing Article 3 of Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam as follows:
"Article 3. Organizational Structure
1. Department of Monetary Policy.
2. Department of Payment.
3. Department of Credit.
4. Department of Forecasting and Statistics.
5. Department of International Cooperation.
6. Department of Legal Affairs.
7. Department of Finance and Accounting.
8. Department of Organization and Cadres.
9. Office.
10. Inspectorate of the State Bank.
11. Trading Department.
12. Information Technology Department.
13. Issue and Treasury Department.
14. Foreign Exchange Management Department.
15. Anti-Money Laundering Department.
16. Supervision and Management Department of Credit Organizations.
17. Department of Safety of Credit Organizations' Systems.
18. Branches of the State Bank in regions (State Bank Regional Branches).
19. National Credit Information Center of Vietnam.
20. Banking Times.
Units specified from Clause 1 to Clause 18 of this Article are administrative organizations assisting the Governor of the State Bank in performing state management functions and central bank functions; units specified at Clause 19 and Clause 20 of this Article are public service units serving the state management functions of the State Bank.
The Trading Department and State Bank Regional Branches are administrative organizations equivalent to departments under the State Bank.
The Department of Forecasting and Statistics has six divisions. The Department of Monetary Policy has five divisions. The Department of Credit, the Department of Organization and Cadres, and the Department of Finance and Accounting have four divisions. The Department of Payment and the Department of International Cooperation have three divisions. The Department of Legal Affairs has two divisions.
The Governor of the State Bank shall submit to the Prime Minister for promulgation the list of other public service units under the State Bank of Vietnam.
The Governor of the State Bank shall issue decisions stipulating the functions, tasks, powers, and organizational structures of the organizations and units under the State Bank in accordance with the provisions of the law."
Article 2. Effectiveness of Implementation:
This Decree takes effect from July 1, 2026.
Article 3. Responsibility for Implementation
The Governor of the State Bank, Ministers, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees directly under the Central Government shall be responsible for implementing this Decree.
