CIRCULAR
Regulations on code numbers, professional standards, and salary grading for administrative specialist civil servants and archival specialist civil servants
Pursuant to Decree No. 138/2020/NĐ-CP dated November 27, 2020 of the Government on recruitment, use, and management of civil servants;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the request of the Director of the Civil Servant and Public Official Department;
The Minister of Home Affairs issues this Circular to regulate code numbers, professional standards, and salary grading for administrative specialist civil servants and archival specialist civil servants.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates code numbers, professional standards, and salary grading for administrative specialist civil servants and archival specialist civil servants.
Article 2. Applicability
This Circular applies to administrative specialist civil servants and archival specialist civil servants working in agencies and organizations of the Communist Party of Vietnam, State, Vietnam Fatherland Front, and political-social organizations at central, provincial, and district levels.
Article 3. Positions, Code Numbers of Administrative Specialist Civil Servants and Archival Specialist Civil Servants

Article 4. General Standards on Moral Qualities
a) Having firm political conviction, steadfast in Marxism-Leninism and Ho Chi Minh Thought, thoroughly understanding and deeply grasping the Party's policies and guidelines; loyal to the Socialist Republic of Vietnam Constitution and the country; protecting national interests and people's benefits;
b) Fully performing civil servant duties as prescribed by law; strictly adhering to superior assignments; complying with laws, maintaining discipline and order; setting a good example in following internal regulations and rules of the agency;
c) Being dedicated, responsible, honest, truthful, impartial, and exemplary in public service; courteous, cultured, and proper in communication and serving the people;
d) Living a healthy lifestyle, being modest, united; thrifty, honest, incorruptible, and impartial; not using public office for personal gain; not being bureaucratic, corrupt, wasteful, or negative;
đ) Continuously having a sense of learning and improving moral qualities, competence, and capabilities.
Chapter II
DUTIES, TASKS, AND STANDARDS OF ADMINISTRATIVE SPECIALIST CIVIL SERVANT RANKS
Article 5. Senior Specialist Officer Rank
1. Duties:
This is a civil servant with the highest level of expertise in one or more areas of state administration within central or provincial agencies, responsible for researching, advising, evaluating, formulating macro policies, strategies, or leading and directing the implementation of policies and laws within the scope of the Ministry, sector, or locality.
2. Tasks:
a) Leading the development and improvement of institutional frameworks or legal regulations, economic and social policies, programs, and strategic projects concerning politics, economy, security, defense, culture, and society at the national level or comprehensive economic and social programs at the provincial level;
b) Directing and implementing guidance, inspection, and proposing measures to effectively implement professional management systems;
c) Summarizing, evaluating, and proposing amendments and enhancements to improve the effectiveness of management work;
d) Leading research on topics, proposals, and national-level scientific studies to innovate and perfect management mechanisms, enhancing the effectiveness of agency operations;
đ) Leading the compilation and construction of professional guidance materials for the sector, organizing specialized training, vocational training, or disseminating knowledge and experience in the sector;
3. Qualifications regarding professional expertise and skills:
a) Understanding the Party's policies, laws, development orientation, strategies, and policies of the sector or field of work; mastering the political system, organizational structure of state agencies, civil service system, and professional knowledge and skills related to the sector or field of management;
b) Having the ability to draft legal regulations, proposals, programs, and action plans; the ability to advise on strategic planning, planning, and policy-making linked to the professional field or local area of work;
c) Having the ability to analyze, synthesize, systematize, and propose solutions to improve or resolve practical issues within the scope of management according to the sector or field or local area;
d) Mastering the situation and trends of development in the sector or field both domestically and internationally; having the ability to organize research for management purposes and handle management information;
đ) Having the skill to draft, present, defend, and implement projects, proposals, and programs related to state management in the sector or field or local area of work;
e) Having the ability to organize and direct the application of scientific and technological progress to improve and enhance the quality and effectiveness of work in the sector or field or local area;
g) Having basic information technology skills, proficiency in a foreign language equivalent to Level 4 of the Vietnamese Foreign Language Proficiency Framework, or proficiency in ethnic minority languages for civil servants working in ethnic minority regions as required by their job positions.
4. Standards for Educational Training:
a) Holding a bachelor's degree or higher in a relevant field or specialty corresponding to the sector or field of work;
b) Holding a certificate in Advanced Political Theory or Advanced Political Theory and Administration, or an equivalent certificate from an authorized body;
c) Holding a certificate in National Public Administration Knowledge Training according to the Senior Specialist Officer rank standard or holding an Advanced Political Theory and Administration degree.
5. Requirements for civil servants applying to be promoted to the Senior Specialist Officer rank:
a) Having held the rank of Senior Specialist or equivalent for at least six years. In cases where the time is equivalent to the Senior Specialist rank, the minimum time holding the Senior Specialist rank must be at least one year (twelve months) as of the deadline for submitting registration forms for the promotion examination.
b) During the period of holding the rank of Senior Specialist or equivalent, having led the development and review of at least two regulatory legal documents or research topics, projects, programs at the national, ministerial, agency, sectoral, or provincial level that have been issued or accepted by competent authorities. Specifically:
There is a decision from a competent authority assigning participation in the Drafting Board or Drafting Team of regulatory legal documents, or there is a document assigning the task of leading the development from a competent authority in cases where it is not mandatory to establish a Drafting Board or Drafting Team according to the Law on Issuing Regulatory Legal Documents.
There is a decision from a competent authority assigning participation in the Steering Committee, Head Committee, Drafting Board of research topics, projects, programs at the national, ministerial, agency, sectoral, or provincial level, or there is a document assigning the task from a competent authority regarding leading the preparation of review reports, verification, and revision of regulatory legal documents.
Article 6. The Rank of Senior Specialist
1. Duties:
Is a civil servant with high professional expertise in one or several fields of state administration in administrative organizations at the district level or higher, responsible for researching, developing policies, or implementing leadership and guidance tasks to organize the implementation of policies and laws at the district level or higher.
2. Tasks:
a) Leading or participating in researching, developing, and organizing the implementation of policies and laws; developing and perfecting institutional mechanisms or management systems within the assigned professional field.
b) Leading or participating in researching, developing business management regulations, rules of the industry, field, locality; researching and developing research topics, projects, scientific works aimed at innovating and perfecting management mechanisms, enhancing the effectiveness of organizational activities.
c) Leading or participating in organizing the implementation of professional activities; preparing comprehensive reports, evaluations, and improvements to management mechanisms and policies.
d) Guiding, monitoring, and inspecting the implementation of professional systems and policies; participating in proposing measures to enhance the effectiveness of management in the industry, field, or locality.
3. Qualifications regarding professional expertise and skills:
a) Mastering the Party's guidelines and policies, laws related to the industry or field of work, and professional knowledge and skills within the assigned industry or field of management.
b) Possessing the ability to participate in drafting regulatory legal documents, projects, action programs, and guiding the implementation of systems, policies, and management regulations within the industry, field, or locality of work.
c) Understanding the situation and trends of development in the industry or field of work both domestically and internationally; possessing the ability to organize research for management purposes and handle management information.
d) Having the capability to work independently or collaboratively; possessing writing and presentation skills for issues assigned for research and advisory purposes.
đ) Possessing basic information technology skills, being able to use foreign languages at a level equivalent to Level 3 of the Vietnamese Foreign Language Proficiency Framework, or using ethnic minority languages for civil servants working in ethnic minority regions as required by job positions.
4. Standards for Educational Training:
a) Holding a bachelor's degree or higher in a relevant field or specialty corresponding to the sector or field of work;
b) Holding a certificate of training in state management knowledge according to the standards of the Senior Specialist rank or holding a master's degree in political theory and administration.
5. Requirements for civil servants taking the examination to promote to the Senior Specialist rank:
a) Having held the rank of Specialist or equivalent for at least nine years (excluding probationary and trial periods). In cases where the time is equivalent to the Specialist rank, the minimum time holding the Specialist rank must be at least one year (twelve months) as of the deadline for submitting registration forms for the promotion examination.
b) During the period of holding the rank of Specialist or equivalent, having participated in the development and review of at least one regulatory legal document or research topic, project, program at the grassroots level or higher, which has been issued or accepted by competent authorities, and the organization employing the civil servant was assigned to lead the research and development.
Article 7. Clerk Level
1. Duties:
Is a civil servant with basic professional and vocational qualifications in administrative agencies and organizations at district level or higher, responsible for researching, building, and implementing policies and laws according to the sector, field, or locality.
2. Tasks:
a) Participate in building and organizing the implementation of regulations and management systems of the sector, field, or locality; participate in building mechanisms and specific decisions for each management content in accordance with the provisions of the law, suitable to the actual situation.
b) Advise the competent authority to decide on handling specific issues; proactively coordinate with related units and other civil servants in performing tasks within their authority and responsibilities.
c) Participate in inspection, information collection, statistics, file management, and data storage to serve work purposes.
d) Monitor, urge, inspect, and propose measures to implement management regulations or decisions effectively.
e) Directly perform official duties and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Proficient in the Party's policies and guidelines, laws relating to the industry and field of work, objectives and management subjects, systems of principles and mechanisms for business operations within the scope of work;
b) Possess the ability to participate in building and guiding the implementation of state administration systems in the sector, field, or working locality; possess the ability to participate in research serving management and processing management information.
c) Have the capacity to work independently or in teams; have skills in drafting documents and presenting issues assigned for advice and proposal.
d) Have basic computer technology skills; be able to use foreign languages at a level equivalent to level 3 of the Vietnamese Foreign Language Proficiency Framework or be able to use ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
4. Standards for Educational Training:
a) Holding a bachelor's degree or higher in a relevant field or specialty corresponding to the sector or field of work;
b) Hold a certificate of training in state administration knowledge according to the Clerk Level standard.
5. Requirements for civil servants taking the examination to upgrade to the Clerk Level: Must have held the Cadre Trainee Level or equivalent for at least three years (excluding probationary and trial periods). In cases where the time is equivalent to the Cadre Trainee Level, the minimum time held must be one year (at least twelve months) up to the deadline for submitting registration forms for the upgrading examination.
Article 8. Cadre Trainee Level
1. Duties:
Is a civil servant executing specific professional and vocational tasks according to the job requirements in administrative agencies and organizations at district level or higher.
2. Tasks:
a) Participate in implementing or supporting the implementation of management tasks of the agency or organization.
b) Participate in building and implementing file management systems, organizing comprehensive and accurate statistics and storage of documents and data as required by the tasks.
c) Directly perform official duties and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Understand the principles, systems, rules, procedures, and guidance content of professional practices and management objectives of the sector or field.
b) Be proficient in the procedural and administrative operational procedures of the agency, organization, or unit where they work.
c) Skillfully operate office equipment and other devices serving the job requirements.
4. Standards for Educational Training:
Hold a college degree or higher in a relevant major corresponding to the sector or field of work.
5. Requirements for civil servants taking the examination to upgrade to the Cadre Trainee Level:
Must have held the Staff Trainee Level or equivalent for at least three years (excluding probationary and trial periods). In cases where the time is equivalent to the Staff Trainee Level, the minimum time held must be one year (at least twelve months) up to the deadline for submitting registration forms for the upgrading examination.
Article 9. Clerk Rank
1. Duties:
Is a civil servant performing support and service tasks for the operations of administrative agencies and organizations at the district level or higher, assigned to positions determined as civil servants according to the provisions of the law.
2. Tasks:
Performs specific tasks based on job requirements and other duties assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the regulations and operational procedures according to the assigned tasks' requirements;
b) Proficiently use technical means and equipment serving the task requirements.
4. Standards for Educational Training:
Must have a college degree or higher. In cases where driving tasks are performed, only a valid driver's license issued by the competent authority is required.
Chapter III
RESPONSIBILITIES, TASKS, AND STANDARDS FOR SPECIALIZED CLERK RANKS IN DOCUMENT MANAGEMENT
Article 10. Senior Document Management Clerk
1. Duties:
Is a civil servant with the highest professional expertise in document management within administrative agencies and organizations at the district level or higher, responsible for directing and organizing document management activities of the agency or organization, or directly executing high-responsibility and confidentiality-requiring document management tasks.
2. Tasks:
a) Participate in researching, proposing, and implementing programs, plans, and management documents related to document management according to the delegated authority;
b) Participate in building and operating the electronic document management system of the agency or organization; directly execute the document management tasks of the agency according to regulations;
c) Participate in training and professional development activities in document management.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's policies and laws on document management; understand knowledge and skills in document management;
b) Have the ability to organize labor in document management activities; proficiently use the electronic document management system;
c) Possess skills to ensure compliance with the correct format, procedures, processes, and authority for issuing administrative documents as stipulated by law.
4. Standards for Educational Training:
Must hold a bachelor's degree or higher in document management - archives or archival studies. In cases where a bachelor's degree in another major is held, a certificate of professional training in document management from an authorized educational institution must be obtained.
5. Requirements for civil servants applying to advance to the Senior Document Management Clerk rank:
Must have held the Document Management Clerk rank or equivalent for at least nine years (excluding probationary and trial periods). If there is equivalent time in another rank to that of Document Management Clerk, then at least one year (twelve months) must be held in the Document Management Clerk rank until the application deadline for the advancement examination.
Article 11. Document Management Clerk
1. Duties:
Is a civil servant undertaking one or more document management tasks based on job requirements within the document management department of administrative agencies and organizations at the district level or higher.
2. Tasks:
a) Operate the electronic document management system of the agency or organization;
b) Implement document storage management according to document management regulations; organize the statistical archiving of documents and data as required by document management practices;
c) Directly execute document management tasks of the agency and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's policies, laws on document management, procedural practices, and specific tasks of document management;
b) Possess skills to ensure compliance with the correct format, procedures, processes, and authority for issuing administrative documents as stipulated by law;
c) Proficiently use technical equipment and tools serving the requirements of the tasks.
4. Standards for Educational Training:
Must hold a bachelor's degree or higher in document management - archives or archival studies. In cases where a bachelor's degree in another major is held, a certificate of professional training in document management from an authorized educational institution must be obtained.
5. Requirements for civil servants applying to advance to the Document Management Clerk rank:
Must have held the Intermediate Document Management Clerk rank or equivalent, including if there is equivalent time in another rank to the Intermediate Document Management Clerk rank, then at least one year (twelve months) must be held in the Intermediate Document Management Clerk rank until the application deadline for the advancement examination. Specifically as follows:
a) For those first recruited with an associate degree, must have held the Intermediate Document Management Clerk rank or equivalent for at least two years (excluding probationary period);
b) For those first recruited with a college degree, must have held the Intermediate Document Management Clerk rank or equivalent for at least three years (excluding probationary period).
Article 12. Intermediate Clerk Rank
1. Duties:
Is a civil servant undertaking one or more document management tasks based on job requirements within the document management department of administrative agencies and organizations at the district level or higher.
2. Tasks:
Directly perform the secretarial duties of the agency and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the procedures and specific tasks of the agency's secretarial work as prescribed;
b) Proficiently use technical means and equipment serving the task requirements.
4. Standards for Educational Training:
Hold a diploma at the intermediate level or higher in the field or specialty of administrative secretarial, secretarial-archival, archival, or archival and information management. In cases where a diploma at the intermediate level or higher in another specialty is held, a vocational training certificate in secretarial work issued by an authorized training institution must be obtained.
Chapter IV
SALARIES FOR SPECIALIST RANKS IN ADMINISTRATION AND SECRETARIAT
Article 13. Principles for setting salaries for specialist ranks in administration and secretariat
1. The appointment and salary assignment to the specialist ranks in administration and secretariat as stipulated in this Circular must be based on the job position, responsibilities, tasks, and specialized professional skills undertaken by civil servants.
2. When appointed to the corresponding specialist ranks in administration and secretariat, it is not allowed to combine with salary grade advancement or rank promotion.
Article 14. Salaries for specialist ranks in administration
1. The specialist ranks in administration as stipulated in this Circular apply Table 2 (Table of salaries for professional and technical staff in state agencies) promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, public officials, and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP), as follows:
a) Senior Specialist Rank (code 01.001) applies the civil servant salary table type A3, group 1 (A3.1), from coefficient 6.20 to coefficient 8.00;
b) Principal Specialist Rank (code 01.002) applies the civil servant salary table type A2, group 1 (A2.1), from coefficient 4.40 to coefficient 6.78;
c) Specialist Rank (code 01.003) applies the civil servant salary table type A1, from coefficient 2.34 to coefficient 4.98;
d) Staff Rank (code 01.004) applies the civil servant salary table type A0, from coefficient 2.10 to coefficient 4.89;
đ) Clerk Rank (code 01.005) applies the civil servant salary table type B, from coefficient 1.86 to coefficient 4.06.
In cases where civil servants in the clerk rank perform agency driving duties without holding a diploma at the intermediate level or higher in a relevant specialty that meets the job requirements, they shall apply Table 4 (Table of salaries for administrative and service personnel in state agencies and state-run units) promulgated together with Decree No. 204/2004/ND-CP.
2. The salary adjustment for civil servants transferring from their current specialist ranks to the specialist ranks in administration as stipulated in this Circular shall be carried out according to the guidelines set forth in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary adjustments when advancing in rank, changing rank, and changing category of civil servants and public officials (hereinafter referred to as Circular No. 02/2007/TT-BNV).
In cases where civil servants do not meet the criteria and conditions to transfer to the staff rank or clerk rank as stipulated in Clause 6, Article 1 of Circular No. 05/2017/TT-BNV dated August 15, 2017 of the Minister of Home Affairs amending and supplementing some articles of Circular No. 11/2014/TT-BNV dated October 9, 2014 and Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs on professional criteria, rank appointment, and salary adjustment for specialist ranks in administration and the organization of examinations for civil servant rank advancement, they will continue to be paid according to their current civil servant rank for a period of five years from the date this Circular takes effect. Within this five-year period, civil servants must complete the educational qualifications required for the new staff rank or clerk rank. Once civil servants meet the criteria and conditions for the new staff rank or clerk rank, the employing agency shall report to the civil servant management agency for consideration and decision on appointment to the rank. If civil servants fail to meet the educational qualifications required for the civil servant rank, reduction in staffing shall be implemented in accordance with the provisions of the law.
Article 15. Classification of salaries for specialized civil servant grades in archival work
1. Civil servants appointed to the specialized civil servant grades in archival work as stipulated in this Circular shall apply Table 2 promulgated together with Decree No. 204/2004/ND-CP, as follows:
a) Archival Clerk Grade (code 02.006) shall apply the salary table for type A2 civil servants, group 1 (A2.1), from coefficient 4.40 to coefficient 6.78;
b) Archival Clerk Grade (code 02.007) shall apply the salary table for type A1 civil servants, from coefficient 2.34 to coefficient 4.98;
c) Intermediate Archival Clerk Grade (code 02.008) shall apply the salary table for type B civil servants, from coefficient 1.86 to coefficient 4.06. In cases where civil servants with college level qualifications or higher are recruited to positions requiring the Intermediate Archival Clerk Grade, they shall be classified at grade 2 of the Intermediate Archival Clerk Grade; if there is a probationary period, during which they shall receive 85% of the grade 2 salary of the Intermediate Archival Clerk Grade.
2. The transfer of salary classification for civil servants moving from their current specialized civil servant grades to the specialized civil servant grades in archival work as stipulated in this Circular shall be implemented according to the guidelines set out in Clause 2, Section II of Circular No. 02/2007/TT-BNV.
In cases where civil servants with college-level qualifications were classified under type A0 civil servant salaries as prescribed in Decree No. 204/2004/ND-CP upon recruitment, when transferring to the Intermediate Archival Clerk Grade (code 02.008), the classification of salary grades in the new grade shall be based on the time of service with mandatory social insurance contributions according to the scale and salary table prescribed by the State (after deducting the probationary period according to the regulations of the grade) as follows:
Starting from grade 2 of the Intermediate Archival Clerk Grade, every two years (24 months) shall result in a promotion to one salary grade (if there are interrupted periods without receiving social insurance benefits, these periods can be accumulated). In cases where there are years during the term of service where the assigned tasks are not completed or disciplinary actions are taken, the regular salary increase period will be extended according to the regulations.
After transferring to the Intermediate Archival Clerk Grade, if the salary coefficient assigned in the Intermediate Archival Clerk Grade plus any excess tenure allowance (if applicable) is lower than the salary coefficient previously enjoyed in the old grade, then the difference in salary coefficient shall be retained to equalize the salary coefficient (including any excess tenure allowance, if applicable) currently enjoyed in the old grade. This retained salary coefficient difference shall be enjoyed throughout the time the civil servant is classified in the Intermediate Archival Clerk Grade. Subsequently, if the civil servant is promoted to a higher grade, this retained salary coefficient difference shall be added to the current salary coefficient (including any excess tenure allowance, if applicable) to classify the salary for the position appointed upon promotion and cease enjoying the retained salary coefficient difference from the date of receiving salary in the new grade.
Chapter V
IMPLEMENTING PROVISIONS
Article 16. Organization of Implementation and Applicability Provisions
1. Ministries, agencies equivalent to ministries, government-affiliated organizations that are not public service units, provincial People's Committees, centrally governed cities, and related agencies shall base their implementation of recruitment, utilization, and management of administrative specialized civil servants and archival specialized civil servants on the provisions of this Circular.
2. Civil servants belonging to Party of Vietnam organs, Vietnam Fatherland Front organs, and political-social organizations shall implement the provisions of this Circular and the guidance of the competent authority of the Communist Party of Vietnam.
3. Apply the provisions of Chapter II and Article 14 of Chapter IV of this Circular to staff working in administrative, general, office management, organizational personnel, planning finance departments, and non-professional positions in public service units in the recruitment, utilization, and management of staff. Specifically as follows:
a) The application of senior specialist grade or chief specialist grade for staff shall be carried out according to the requirements of the position being held by the staff member in the public service unit as decided by the competent authority.
b) The application of regulations regarding research topics and projects:
For promotion to senior specialist: Lead the development of research topics, projects, programs, scientific research documents, technical improvement initiatives within the field, sector, agency, or unit of employment, confirmed by the head of the agency or unit managing the staff member.
For promotion to chief specialist: Lead or participate in research and development of research topics, projects, programs, scientific research documents, regulatory documents, operational documents, technical improvement initiatives within the field, sector, agency, or unit of employment, confirmed by the head of the agency or unit managing the staff member.
4. Apply the provisions of Chapter III and Article 15 of Chapter IV of this Circular in the recruitment, utilization, and management of staff engaged in archival work in public service units.

Article 17. Transitional Provisions
1. Civil servants who have been appointed to the administrative specialized civil servant grade or archival specialized civil servant grade according to the law before the effective date of this Circular shall be considered to meet the professional and specialized standards of the administrative specialized civil servant grade or archival specialized civil servant grade stipulated in this Circular corresponding to the grade already appointed.
2. Archival specialized civil servants who have not yet implemented the salary transfer as prescribed in Circular No. 10/2019/TT-BNV dated August 2, 2019, issued by the Minister of Home Affairs guiding the salary classification for archival specialized civil servant grades, shall follow the provisions of this Circular.
Article 18. Effective Date
1. This Circular takes effect from August 1, 2021.
2. Abolish all the following normative legal documents:
a) Circular No. 11/2014/TT-BNV dated October 9, 2014, issued by the Minister of Home Affairs stipulating the titles, codes, and professional standards of the administrative specialized civil servant grades;
b) Circular No. 14/2014/TT-BNV dated October 31, 2014, issued by the Minister of Home Affairs stipulating the titles, codes, responsibilities, duties, and professional standards of the archival specialized civil servant grades;
c) Circular No. 10/2019/TT-BNV dated August 2, 2019, issued by the Minister of Home Affairs guiding the determination of salary for specialized civil servant positions in archiving.
3. Repeal Article 1 of Circular No. 05/2017/TT-BNV dated August 15, 2017, issued by the Minister of Home Affairs amending and supplementing certain articles of Circulars No. 11/2014/TT-BNV dated October 9, 2014, and No. 13/2010/TT-BNV dated December 30, 2010, issued by the Minister of Home Affairs regarding professional standards, appointment to grades, and salary determination for specialized civil servant positions in administration and the organization of examinations for promotion to higher grades.
Article 19. Responsibility for Implementation
1. The Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and relevant agencies, organizations, and individuals shall be responsible for implementing the provisions of this Circular.
2. Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for guidance or consideration and resolution.
