MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decision No. 494/QD-TTg dated June 24, 2002 of the Prime Minister approving the project "Some measures to improve the quality and effectiveness of teaching and learning Marxist-Leninist theory and Ho Chi Minh Thought in universities, colleges, vocational high schools, and vocational training institutions";
Pursuant to Decision No. 21/2001/QĐ-BGDĐT dated June 6, 2001 of the Minister of Education and Training on issuing the framework curriculum for vocational high schools;
Pursuant to Circular No. 829/CV-KGTW dated April 18, 2003 of the Central Science and Technology Office on reviewing the Political subject program for the system of secondary school graduates admitted to vocational high schools;
Based on the proposal of the Director of the Political Work Department and the Director of the Vocational High School and Vocational Training Department.
DECISION:
Article 1. Issued together with this Decision is the Political subject program for the system of secondary school graduates admitted to vocational high schools.
Article 2. This Decision takes effect 15 days after its publication in the Official Gazette and applies from the 2003-2004 academic year. All previous regulations contrary to this Decision are hereby abolished.
Article 3. The Director of the Political Work Department shall be responsible for organizing the compilation of textbooks according to this Program and guiding schools to implement it after the textbooks have been reviewed by the Central Science and Technology Office.
Article 4. The Heads of the General Office, the Director of the Political Work Department, the Director of the Vocational High School and Vocational Training Department, Principals of vocational high schools, and Heads of related units shall be responsible for implementing this Decision.
PROGRAM
Political subject for the system of secondary school graduates admitted to vocational high schools

A. POSITION, OBJECTIVES, REQUIREMENTS
Clause 1. Location:
The Political subject is part of the framework curriculum for vocational high schools and is a graduation examination subject.
2. Objectives:
To equip students with basic theoretical knowledge of Marxism-Leninism, Ho Chi Minh Thought, and the Party's policies and viewpoints, serving as a foundation for building a scientific worldview and methodology, helping them to orient their ideals, determine their study motives, and cultivate themselves according to the technical assistant training objectives, thereby becoming resilient and ready to serve the country and people, participating in building and defending the socialist Vietnam.
3. Requirements:
Given that the target group consists of secondary school graduates, students must complete the Civic Education program at the high school level while also enhancing their knowledge and skills to meet the requirements of the Political subject curriculum aimed at technical assistant training. Therefore, when teaching, teachers must guide students from simple to complex, especially linking with the practical training of vocational high school professions, necessary abilities, qualities, and ethics required for professional practice and successful job performance upon graduation..
B. TIME ALLOCATION
Total class hours: 120 hours.

- Examinations: in accordance with general regulations.

GUIDELINES FOR IMPLEMENTING THE PROGRAM.
This program must ensure the volume of knowledge in the Civic Education curriculum at the secondary level while also enhancing it appropriately to align with the training objectives linked to vocational high school reality and equivalent to the standard vocational high school system. Therefore, when teaching, teachers must pay close attention to the student population, using vocational high school training objectives as a guiding principle for instruction.
The program is divided into two study parts, each part taught in one semester according to the arrangement in the training plan (Part I consists of 45 class hours and 14 seminar hours; Part II consists of 45 class hours and 16 seminar hours). Seminar topics follow questions in the textbook. Examination and assessment times are conducted in accordance with current regulations of the Ministry of Education and Training.
- Depending on the specific student population of each field, the number of class hours may vary by 1 to 2 hours from the program's arrangement, but the total number of hours in the program shall not decrease.
- This is a common program for all junior high school admission systems of vocational high schools. Depending on the training objectives and specific requirements of each field, schools must supplement relevant software into individual lessons or have separate lessons and practical activities that are appropriate, while strengthening common and specialized field visits, and local practical experiences where students will serve after graduation.
- Depending on the characteristics of each school, practical participation with written summaries must be organized in each theoretical section.
