On abolishing certain provisions regarding procedures in the application dossier for obtaining a permit to implement a single-window procedureTO ISSUE A PERMIT FOR IMPLEMENTING A SINGLE-WINDOW PROCEDURE
THE MINISTER OF CULTURE AND INFORMATION
Pursuant to Decree No. 63/2003/NĐ-CP dated June 11, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to Decision No. 30/QĐ-TTg dated January 10, 2007 of the Prime Minister approving the Project on Simplifying Administrative Procedures in State Management Fields for the period 2007-2010;
Based on the proposal of the Department of Legal Affairs and the Director of the Press and Publication Department,
DECISION:
Article 1. Abolishes certain provisions regarding procedures in the application dossier for obtaining a permit to implement a single-window procedure at the Ministry of Culture and Information as follows:
1. Abolish the provision that foreign agencies and organizations and permanent offices of foreign news agencies in Vietnam submit confirmation letters and requests from the Ministry of Foreign Affairs of the Socialist Republic of Vietnam in the application dossier for a permit to receive foreign television programs directly from satellites (TVRO) as stipulated in Clause 1, Article 1 of the Regulations on Issuing Permits, Inspection, and Handling Violations of Receiving Foreign Television Programs issued together with Decision No. 18/2002/QĐ-BVHTT dated July 29, 2002 of the Minister of Culture and Information.
2. Abolish the provision that diplomatic missions, consular offices, representative offices of international organizations, intergovernmental and nongovernmental organizations, foreign news agencies, and their heads submit approval letters from the Ministry of Foreign Affairs of the Socialist Republic of Vietnam in the conditions and application dossier for a permit to provide information on the Internet as stipulated in Clause 2, Article 6 and Point a, Clause 2, Article 7 of the Regulations on Managing and Issuing Permits for Providing Information and Establishing Web Pages on the Internet issued together with Decision No. 27/2002/QĐ-BVHTT dated October 10, 2002 of the Minister of Culture and Information.
3. Abolish the provision that diplomatic missions, consular offices, and representative offices of international organizations and intergovernmental organizations in Vietnam submit approval letters from the Ministry of Foreign Affairs of the Socialist Republic of Vietnam in the conditions and application dossier for a permit to publish bulletins, materials, leaflets; issue press releases as stipulated in Clause 1, Article 9 and Clause 1, Article 10 of the Regulations on Publishing Bulletins, Materials, Leaflets; Issuing Press Releases; Broadcasting Bulletins on Electronic Screens of Foreign Agencies and Organizations and Foreign-Invested Legal Entities in Vietnam issued together with Decision No. 28/2002/QĐ-BVHTT dated November 21, 2002 of the Minister of Culture and Information.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Press and Publication Department shall be responsible for publicly posting this Decision at the location where application dossiers for permits are received.The Head of the Office, the Director of the Press and Publication Department, and the Head of the Department of Legal Affairs shall be responsible for implementing this Decision./.
