The Government issues this Decree on management and development of industrial clusters.

On the basis of Decision No. 44/2014/NĐ-CP dated May 15, 2014, of the Government on land prices;

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director General of the Land Administration General Department, the Planning Department Director, and the Legal Affairs Department Director;

The Minister of Natural Resources and Environment promulgates this Circular on Economic and Technical Norms for Preparing Budget Estimates to Serve Land Valuation Work.

Article 1. Scope of Regulation

Accompanying this Circular are the Economic and Technical Norms for Preparing Budget Estimates to Serve Land Valuation Work according to the procedures for establishing, adjusting land price lists, and specific land valuation as stipulated in Circular No. 36/2014/TT-BTNMT dated June 30, 2014, issued by the Minister of Natural Resources and Environment detailing the methods for land valuation; establishing, adjusting land price lists; specific land valuation, and consulting to determine land prices.

Article 2. Transitional Provisions

For specific land valuation plans that have been approved for budget estimates before the effective date of this Circular, the following shall be implemented:

1. For work volumes completed before the effective date of this Circular, implementation shall follow the approved specific land valuation plan;

2. For work volumes not yet commenced, the budget estimate shall be adjusted according to the provisions of this Circular and submitted to the provincial People's Committee or municipal People's Committee under the central government for approval.

Article 3. Effectiveness

1. This Circular takes effect from June 12, 2015.

2. This Circular replaces Circular No. 03/2010/TT-BTNMT dated February 1, 2010, issued by the Minister of Natural Resources and Environment regarding the issuance of Economic and Technical Standards for Establishing Land Price Lists.

Article 4. Responsibilities for Implementation

1. Ministries, ministerial-level agencies, governmental agencies, provincial People's Committees, municipal People's Committees under the central government, units under the Ministry of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular.

2. The General Department of Land Administration shall be responsible for inspecting the implementation of this Circular.

3. The Department of Natural Resources and Environment is responsible for assisting the provincial People's Committee or municipal People's Committee under the central government in implementing this Circular at the local level. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals should promptly report them to the Ministry of Natural Resources and Environment for consideration and resolution.

ANY DIFFICULTIES OR OBSTACLES ENCOUNTERED DURING THE IMPLEMENTATION OF THIS CIRCULAR SHALL BE REPORTED PROMPTLY TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT FOR REVIEW AND RESOLUTION./.
