Circular No. 20/2019/TT-BGDĐT abolishes the provisions on foreign language testing and certification under the regular education program in Decision No. 30/2008/QĐ-BGDĐT dated June 6, 2008, issued by the Minister of Education and Training regarding the organization of training, upgrading, testing, and issuing foreign language and information technology certificates under the regular education program.

Repeals provisions on foreign language testing and certificationunder the continuing education program pursuant to Decision No. 30/2008/QĐ-BGDĐT dated June 6, 2008 issued by the Minister of Education and Training regarding the organization of training, enhancement, testing, and issuance of foreign language and information technology certificates under the continuing education program.

Pursuant to the Law Enacted on June 22, 2015;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Based on Decree No. 69/2017/NĐ-CP dated November 25 2018 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

the Director at the proposal of the Director of the Ministry's Office; of the Director of the Quality Management Department;

The Minister of Education and Training issues this Circular to repeal provisions on foreign language testing and certification under the continuing education program at Decision No. 30/2008/QĐ-BGDĐT dated June 6, 2008 issued by the Minister of Education and Training regarding the organization of training, enhancement, testing, and issuance of foreign language and information technology certificates under the continuing education program.

Article 1. Repeals provisions on foreign language testing and certification under the continuing education program at Decision No. 30/2008/QĐ-BGDĐT dated June 6, 2008 issued by the Minister of Education and Training regarding the organization of training, enhancement, testing, and issuance of foreign language and information technology certificates under the continuing education program.

Article 2. This Circular takes effect from January 15, 2020.

Foreign language certificates issued according to Decision No. 30/2008/QĐ-BGDĐT dated June 6, 2008 issued by the Minister of Education and Training regarding the organization of training, enhancement, testing, and issuance of foreign language and information technology certificates under the continuing education program remain valid for use. For ongoing training, testing, and certification programs for foreign languages under the continuing education program that are being implemented before the effective date of this Circular, such activities shall continue until completion.

Article 3. Director of the Office, Director of the Quality Management Department, Heads of relevant units under the Ministry of Education and Training; Chairmen of provincial and municipal People's Committees directly under the Central Government; Rectors of universities and academies; Presidents of university colleges; Presidents of teacher training colleges; Directors of departments of education and training; Heads of relevant agencies and units are responsible for implementing this Circular./.
