Circular No. 20/2020/TT-BYT amends and supplements certain provisions of Circular No. 30/2018/TT-BYT regarding the list and payment ratio for chemical drugs, biological products, radioactive drugs, and labeling substances within the scope of health insurance. Notably, this circular adds the drug Tenofovir + lamivudine + dolutegravir to the list.

AMENDMENTS AND SUPPLEMENTS TO CERTAIN ARTICLES OF THE CIRCULAR NO. 30/2018/TT-BYT DATED OCTOBER 30, 2018 ISSUED BY THE MINISTER OF HEALTH ON THE LIST AND RATES, CONDITIONS FOR PAYMENT OF CHEMICAL DRUGS, BIOPRODUCTS, RADIOACTIVE DRUGS, AND MARKERS WITHIN THE SCOPE OF BENEFITS FOR PARTICIPANTS IN HEALTH INSURANCE
Pursuant to the Health Insurance Law No. 25/2008/QH12 dated November 14, 2008, as amended and supplemented by Law No. 46/2014/QH13 dated June 13, 2014;
Pursuant to the Government's Decree No. 75/2017/NĐ-CP dated June 20, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the request of the Director of the Health Insurance Department,
The Minister of Health issues this Circular to amend and supplement certain articles of Circular No. 30/2018/TT-BYT dated October 30, 2018, issued by the Minister of Health on the List and Rates, Conditions for Payment of Chemical Drugs, Bioproducts, Radioactive Drugs, and Markers within the scope of benefits for participants in health insurance.
Article 1. Amend and supplement Points a and b of Clause 7, Article 4 of Circular No. 30/2018/TT-BYT dated October 30, 2018, issued by the Minister of Health on the List and Rates, Conditions for Payment of Chemical Drugs, Bioproducts, Radioactive Drugs, and Markers within the scope of benefits for participants in health insurance (hereinafter referred to as Circular No. 30/2018/TT-BYT) as follows:
a) Active substance of the drug included in the List at Appendix 01 or Appendix 02;
b) Consistent with the route of administration, form, and hospital category used in the List at Appendix 01 or Appendix 02.
Article 2. Supplement the drug Tenofovir + lamivudine + dolutegravir into Sub-subgroup 6.3.1 - Anti-HIV/AIDS drugs under Subgroup 6.3 - Antiviral drugs of Group 6 - Parasitic Treatment and Antibacterial Drugs in Appendix 01 of the List of Chemical Drugs and Bioproducts within the scope of benefits for participants in health insurance issued together with Circular No. 30/2018/TT-BYT as follows:
