CIRCULAR

Regulations on Statistical Reporting System for the Statistics Sector

 

 Pursuant to the Law on Statistics dated November 23, 2015; the Law Amending and Supplementing Certain Provisions and the National Statistical Indicators Catalogue of the Law on Statistics dated November 12, 2021;

Pursuant to Decree No.Decision No. 94/2016/NĐ-CPdated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, gross regional product indicators at provincial level, centrally-run cities;

On the basis of Decree No. 62/2024/NĐ-CP dated June 7, 2024 of the Government amending and supplementing certain provisions and appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, gross regional product indicators at provincial level, centrally-run cities;

Pursuant to Decree No.Decision No. 1269/QĐ-TTgdated October 28, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Pursuant to Decision No. 05/2023/QĐ-TTg dated February 24, 2023 of the Prime Minister promulgating the Provincial, District, and Commune Level Statistical Indicator System;

At the proposal of the General Statistics Office Director;

The Minister of Planning and Investment issues this Circular regulating the Statistical Reporting System for the Statistics Sector.

 

Article 1. Scope of Regulation

This Circular regulates the Statistical Reporting System for the Statistics Sector with the aim of collecting information to compile statistical indicators belonging to the provincial-level statistical indicator system, the sectoral statistical indicator system, and to serve the compilation of economic and social situation reports.

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals implementing the Statistical Reporting System for the Statistics Sector, including:

1. Central statistical agencies.

2. Provincial/Central City Statistical Offices.

3. Organizations and individuals related to the matter.

Article 3. Contents of the Statistical Reporting System for the Statistics Sector

The contents of the Statistical Reporting System for the Statistics Sector include:

1. Objective

The Statistical Reporting System for the Statistics Sector aims to collect information to compile statistical indicators belonging to the provincial-level statistical indicator system, the sectoral statistical indicator system, and to serve the compilation of economic and social situation reports.

2. Scope of Statistics

Data reported within the system of forms covers the territory of provinces and centrally-run cities.

3. Applicable Subjects

The applicable subjects are as prescribed in Article 2 of this Circular.

4. Reporting Units

The reporting unit is the Provincial/Central City Statistical Office, specifically noted in the upper right corner of each statistical form.

5. Receiving Units

The receiving unit is the central statistical agency (General Statistics Office), specifically noted in the upper right corner of each statistical form, below the reporting unit.

6. Table Symbols

Form code consists of two parts: the number part and the letter part; the number part is consecutively numbered from 001 to the total number of forms issued; the letter part is abbreviated in uppercase letters to match each sector or field and the reporting cycle (year - N; 2 years - 2N; 5 years - 5N; quarter - Q; month - T; crop season - V; mixed - H); the code BCC (Report Bureau) is used to represent the system of forms for the Statistical Reporting System for the Statistics Sector applicable to Provincial/Central City Statistical Offices. The form code is specifically noted in the upper left corner of each statistical form.

7. Reporting Period

The statistical reporting period is a specified time frame that determines when the reporting entity must present the results of its activities in numerical form according to the criteria set out in the statistical report forms. The reporting period is noted in the middle section of each statistical form (after the name of the report form). The statistical reporting period is calculated based on the Gregorian calendar and is specifically defined for each statistical report form, including:

a) Monthly statistical report

b) Quarterly statistical report

c) Semi-annual statistical report

d) Nine-month statistical report

đ) Annual statistical report

e) Statistical report by crop season

g) Ad hoc statistical report in case of sudden events: natural disasters, epidemics, fires. Additionally, other reporting periods are noted on the statistical report form.

8. Deadline for Receiving Reports

The date of receipt of the report is specifically noted in the upper left corner of each statistical form.

9. Method of Submitting Reports

Provincial/Central City Statistical Offices submit statistical reports electronically or in paper form according to the time specified on each form. Reports must be digitally signed (for electronic reports) or bear the signature of the head and the seal of the unit (for paper reports) to ensure the accuracy of the data and facilitate verification, comparison, and processing of the data.

10. Report Forms and Explanations of Report Forms

The Statistical Reporting System for the Statistics Sector includes: A list of report forms; report forms, explanations, and instructions on how to fill out the report forms for the fields specified in the Appendices (from Appendix I to Appendix VI) accompanying this Circular, including:

a) Appendix I: National Accounts Report Forms.

b) Appendix II: Agriculture, Forestry, and Fisheries Report Forms.

c) Appendix III: Industry Report Forms.

d) Appendix IV: Investment and Construction Report Forms.

đ) Appendix V: Trade and Services Report Forms.

e) Appendix VI: Social and Environmental Report Forms.

Article 4. Responsibilities for Implementation

1. The General Statistics Office shall be responsible for:

a) Taking the lead and coordinating with relevant units to implement this Circular.

b) Collecting, summarizing, and compiling statistical data as prescribed by this Circular.

c) Guiding and inspecting the implementation of this Statistical Reporting System in accordance with the law.

d) Implementing information technology applications during the implementation of this Circular: Completing and deploying software for statistical reporting applicable to Provincial/Central City Statistical Offices; integrating and utilizing statistical data from specialized application software and other administrative databases under its assigned responsibility to serve the preparation of statistical reports.

d) Chair and coordinate with relevant units to develop a system of reporting forms and explain these forms for collecting statistical indicators from departments and sectors within the province/city.

e) Chair and coordinate with related agencies and organizations annually to review the list and content of reporting forms as stipulated in this Circular to propose amendments and supplements to the reporting forms to align with practical needs.

g) Organize summaries and evaluations of the implementation of the reporting system for the Statistics sector.

2. The People's Committee of provinces and centrally governed cities shall be responsible for:

a) Organizing, directing, and urging departments and sectors to collect and aggregate provincial-level statistical indicators within their areas of management and submit them to the Provincial/Central City Bureau of Statistics for reporting to the General Statistics Office in accordance with this Circular.

b) Coordinate and implement guidance on specialized statistical business operations issued by the General Statistics Office.

3. The Provincial/Central City Bureau of Statistics shall be responsible for:

a) Fully and accurately complying with the content, timing, and period of each form within the reporting system and submitting reports within the prescribed timeframe.

b) Advising the People's Committee of provinces and centrally governed cities on specialized statistical business operations, assigning and guiding departments and sectors within the province/city to implement the reporting form system; aggregating and reporting to the People's Committee of provinces and centrally governed cities on the implementation of statistical indicators collected and aggregated by departments and sectors.

c) Organize summaries and evaluations of the implementation of the reporting system at the local level.

d) Apply information technology in receiving and aggregating information from departments and sectors, reporting to the People's Committee of provinces and centrally governed cities and the General Statistics Office.

Article 5. Effective Date

1. This Circular takes effect from January 1, 2025 and replaces Circular No. 01/2019/TT-BKHĐT dated January 4, 2019 of the Minister of Planning and Investment on the Reporting System for the Statistics Sector.

2. During the implementation process, if there are any difficulties, please send comments to the Ministry of Planning and Investment (General Statistics Office) for timely consideration and revision./.
