CIRCULAR
REGULATIONS ON THE STATISTICAL REPORTING SYSTEM OF THE STATISTICS SECTOR
Pursuant to the Law on Statistics dated November 23, 2015;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;
Article 1. Scope
Decision No. 54/2016/QĐ-TTg dated December 19, 2016 of the Prime Minister promulgates the System of Provincial, District, and Commune Level Statistical Indicators;
At the proposal of the General Statistics Office Director;
The Minister of Planning and Investment issues the Circular regulating the Statistical Reporting System of the Statistics Sector.
Article 1. Scope of Regulation
This Circular regulates the Statistical Reporting System of the Statistics Sector including the contents of the statistical reporting system; guidance on preparing and submitting statistical reports; responsibilities for implementation and application of information technology in implementing the statistical reporting system.
Article 2. Applicability
This Circular applies to agencies and individuals implementing the Statistical Reporting System of the Statistics Sector, including:
1. People's Committees of provinces and centrally governed cities.
2. General Statistics Office.
3. Provincial and centrally governed city Statistics Offices.
Article 3. Contents of the Statistical Reporting System of the Statistics Sector
1. The Statistical Reporting System of the Statistics Sector includes: the list of report forms, forms, and explanations of report forms of the fields specified in the Appendices from Appendix I to Appendix VI issued together with this Circular. Report forms for each field are as follows:
a) Report forms for the National Accounts field are implemented according to the form at Appendix I;
b) Report forms for the Agriculture, Forestry, and Fisheries field are implemented according to the form at Appendix II;
c) Report forms for the Industry field are implemented according to the form at Appendix III;
d) Report forms for the Investment Capital and Construction field are implemented according to the form at Appendix IV;
đ) Report forms for the Trade and Services field are implemented according to the form at Appendix V;
e) Report forms for the Social and Environmental field are implemented according to the form at Appendix VI.
2. The reporting unit is the Provincial and centrally governed city Statistics Office specifically noted in the top right corner of each statistical report form.
3. The receiving unit is the unit under the General Statistics Office specifically noted in the top right corner of each statistical report form, below the reporting unit.
4. The deadline for submission is the date of receipt noted specifically in the top left corner of each report form.
5. Methods of submission:
Provincial and centrally governed city Statistics Offices submit reports in writing or through the electronic reporting system to the General Statistics Office according to the time specified on each form.
Written report forms must be signed and stamped by the head of the submitting unit to facilitate verification, comparison, and data processing. Electronic report forms are presented in two formats: PDF files of written forms or electronic files authenticated by the digital signature of the head of the reporting unit.
6. Table Symbols
The form code consists of two parts: the number part and the letter part; the number part is consecutively numbered from 001, 002, 003,...; the letter part is abbreviated in uppercase letters to match each field and reporting period (year - N; Quarter - Q; month - T;). The code BCC (Report Bureau) represents the system of statistical report forms.
Article 4. Responsibilities for Implementation
1. The General Statistics Office shall be responsible for:
a) Take the lead and coordinate with relevant units to implement this Circular;
b) Collect, compile, and prepare statistical data in accordance with the provisions of this Circular;
c) Guide and inspect the implementation of this Statistical Reporting System in accordance with the law;
d) Apply information technology during the implementation of this Circular: Complete and deploy software for statistical reporting applicable to Provincial and centrally governed city Statistics Offices; Integrate and utilize statistical data from specialized applications and other administrative databases within their assigned responsibility to serve the preparation of statistical reports;
đ) Take the lead and coordinate with related units and People's Committees of provinces and centrally governed cities to build a system of report forms and explanations for collecting statistical indicators from departments and sectors at the provincial level; Guide departments and sectors at the provincial level to implement this system of report forms and explanations;
e) Take the lead and coordinate with related agencies and organizations annually review the list and content of statistical report forms as prescribed in this Circular to propose amendments and supplements to the report forms to suit practical needs.
2. People's Committees of provinces and centrally governed cities shall be responsible for:
a) Organizing, directing, and urging departments and sectors to collect and compile provincial-level statistical indicators; provide statistical information within their management scope to Provincial and centrally governed city Statistics Offices according to the report forms issued with this Circular;
b) Coordinate closely and implement directives and guidance on professional statistical matters from the General Statistics Office.
3. Provincial and centrally governed city Statistics Offices shall be responsible for:
a) Fully and accurately comply with each report form regarding the content of the report; the reporting time and period; submit reports to ensure they are received by the receiving unit on the designated date;
b) Advise the People's Committee of the province or centrally governed city on professional statistical matters, assign tasks, inspect, and report to the Committee on the implementation of statistical indicators by departments and sectors responsible for collection and compilation;
c) Advise the People's Committee of the province or centrally governed city to organize a summary of the implementation of the statistical reporting system at the local level;
d) Apply information technology in receiving and compiling information from departments and sectors, and reporting to the People's Committee of the province or centrally governed city and the General Statistics Office.
Article 5. Effective Date
This Circular takes effect from February 18, 2019, and replaces Circular No. 08/2012/TT-BKHĐT dated November 7, 2012 of the Minister of Planning and Investment regulating the Comprehensive Statistical Reporting System applicable to Provincial and centrally governed city Statistics Offices.
