Circular No. 08/2012/TT-BKHĐT stipulates the reporting system for comprehensive statistics applicable to Provincial Statistical Offices under centrally governed cities and provinces.

CIRCULAR

Regulations on the System of Comprehensive Statistical Reporting

applicable to Provincial and Central City Statistics Bureaus

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated May 26, 2003;

Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;

Pursuant to Circular No. 02/2011/TT-BKHĐT dated January 10, 2011 of the Minister of Planning and Investment stipulating the contents of the National Statistical Indicators System; the list and contents of the Provincial, District, and Commune Statistical Indicator Systems;

Considering the proposal of the General Statistics Office Director.

The Ministry of Planning and Investment promulgates the System of Comprehensive Statistical Reporting applicable to Provincial and Central City Statistics Bureaus as follows:

Article 1. The system of forms under the System of Comprehensive Statistical Reporting applicable to Provincial and Central City Statistics Bureaus includes:

1. List of reporting forms (consisting of 114 forms);

2. Forms;

3. Explanation of reporting forms: Detailed explanation of each indicator in each reporting form.

Article 2. Reporting unit, receiving unit, content of report, deadline for receiving reports, and method of submitting reports

1. Reporting unit: Provincial and Central City Statistics Bureau.

2. Receiving unit: General Statistics Office.

3. Content and specific reporting forms:

- National Accounts statistics field: 10 forms;

- Agriculture, Forestry, and Fisheries statistics field: 32 forms;

- Industry statistics field: 15 forms;

- Investment and Construction statistics field: 20 forms;

- Trade and Services statistics field: 27 forms;

- Social and Environmental statistics field: 10 forms.

4. Deadline for receiving reports:

- Monthly report: the 17th day of each month;

- Quarterly report: the 17th day of the last month of each quarter;

- Annual report: specified in each reporting form;

- Point-in-time report: specified in each reporting form.

5. Method of submitting reports: Statistical reports shall be submitted in two forms: in writing and as data files (sent via email).

Article 3. Implementation

1. This Circular takes effect from the date of issuance and revokes the following documents:

- Decision No. 633/2003/QĐ-TCTK dated October 29, 2003 of the General Statistics Office Director promulgating the periodic statistical reporting system on Labor and Income applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 75/2003/QĐ-TCTK dated January 15, 2003 of the General Statistics Office Director promulgating the periodic statistical reporting system on National Accounts applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 657/2002/QĐ-TCTK dated October 2, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Agriculture, Forestry, and Fisheries applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 735/2002/QĐ-TCTK dated November 15, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Industry applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 733/2002/QĐ-TCTK dated November 15, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Investment and Construction applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 734/2002/QĐ-TCTK dated November 15, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Trade, Hotels, Restaurants, Tourism Agencies, and Services applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 732/2002/QĐ-TCTK dated November 15, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Transportation, Loading and Unloading Services, Freight Forwarding, and Postal and Telecommunications Services applicable to Provincial and Central City Statistics Bureaus;

- Decision No. 730/2002/QĐ-TCTK dated November 15, 2002 of the General Statistics Office Director promulgating the periodic statistical reporting system on Education, Training, Culture Information, Health, Physical Education, Sports, and Child Welfare in Rural Areas applicable to Provincial and Central City Statistics Bureaus.

2. The General Statistics Office Director shall, based on this Circular, be responsible for guiding and inspecting the implementation of this Statistical Reporting System in accordance with the law.

3. The Chairman of the People's Committee of provinces and centrally governed cities shall be responsible for urging relevant departments to provide statistical information within their jurisdiction to Provincial and Central City Statistics Bureaus to serve the calculation and compilation of socio-economic indicators in their respective areas and the information needs of the General Statistics Office.

4. The Provincial and Central City Statistics Bureau Directors shall be responsible for fully and accurately completing each reporting form regarding the content of the report; the reporting period and time; and submitting the report to ensure it is received by the receiving unit on the designated date.
