CIRCULAR

REGULATIONS ON THE MODEL OF MEMORIAL HOUSE FOR WORSHIPING MARTYrs; PORTABLE BEARING PRICE, GLASS CASES, PAVILIONS, AND TOILET SERVING THE WORK OF COLLECTING, FUNERAL RITUALS, AND CEMETERY OF MARTYrs' REMAINS

Based on Decree No. 281/2025/NĐ-CP of the Government which stipulates the system, policies, and support work for individuals and organizations performing the task of searching for and collecting martyrs' remains;

Based on Decree No. 01/2022/NĐ-CP of the Government which stipulates the functions, tasks, powers, and organizational structure of the Ministry of National Defense, amended by Decree No. 03/2025/NĐ-CP;

In accordance with the proposal of the Chief of the Rear Services and Technical Corps Command;

The Minister of National Defense promulgates this Circular to regulate the model of memorial house for worshiping martyrs; portable bearing price, glass cases, pavilions, and toilet serving the work of collecting, organizing funeral rituals, and cemetery of martyrs' remains.

CHAPTER I

GENERAL PROVISIONS

Article 1. Scope of Application

This Circular regulates the model of memorial house for worshiping martyrs; portable bearing price, glass cases, pavilions, and toilet serving the work of collecting, organizing funeral rituals, and cemetery of martyrs' remains in accordance with paragraph 1 of Article 12 of Decree No. 281/2025/NĐ-CP dated October 29, 2025, of the Government which stipulates the system, policies, and support work for individuals and organizations performing the task of searching for and collecting martyrs' remains and the responsibilities of relevant agencies and units.

Article 2. Applicability

This Circular applies to the entities specified in Article 2 of Decree No. 281/2025/NĐ-CP dated October 29, 2025, of the Government.

Article 3. Interpretation of Terms

In this Circular, the following terms are interpreted as follows:

1. Memorial house for worshiping martyrs is a prefabricated structure used to worship and commemorate martyrs during the process of searching and collecting; it can be dismantled partially or entirely for mobility, transportation, reinstallation, and reuse in accordance with the operational conditions of the search and collection teams.

2. Portable bearing price is an item used to carry, place, and transport martyrs' remains during funeral rituals and burials in Vietnam; it ensures stability, safety, and solemnity.

3. Glass case is a container used to enclose the pavilion and toilet during funeral rituals and burials in Vietnam; it ensures storage requirements, hygiene, and solemnity.

4. Porcelain pavilion is a high-quality porcelain item used to encase the toilet, protecting martyrs' remains during transportation and burial in Vietnam; it ensures durability, hygiene, and solemnity.

5. Toilet is a high-quality porcelain item used to contain martyrs' remains after collection, placed inside the porcelain pavilion for burial in Vietnam; it ensures durability, hygiene, and solemnity.

CHAPTER II

MODEL OF MEMORIAL HOUSE FOR WORSHIPING MARTYRS; PORTABLE BEARING PRICE, GLASS CASES, PAVILIONS, AND TOILETS

Article 4. Memorial house for worshiping martyrs

1. Structure and Materials

a) The memorial house has a prefabricated structure with a sloping roof; it can be dismantled in parts or entirely for transportation, installation, and relocation. Materials used must meet durability requirements, withstand weather conditions, be easy to construct and transport;

b) The frame uses steel structures; the perimeter walls use panelized panels or equivalent materials; the floor is made of concrete or suitable material with ceramic tile, artificial granite surface, or equivalent properties; the roof uses heat-resistant, waterproof materials ensuring usage conditions.

2. Lighting and Ventilation

The memorial house is equipped with a lighting and ventilation system appropriate for the environment, prioritizing natural light combined with artificial lighting; it has natural or forced ventilation solutions to ensure an airy, hygienic internal environment suitable for ritual organization.

3. Interior Arrangement and Rituals

Inside the memorial house, there is a martyrs' altar; areas for storing coffins containing martyrs' remains and equipment serving rituals are arranged in a dignified position, convenient for visitors, ensuring compatibility with local customs and the actual conditions of the unit performing collection tasks. The storage of martyrs' remains during search and collection must be carried out meticulously, solemnly; they should be wrapped and placed in temporary storage coffins at the memorial house; ensuring absolute safety, hygiene, and compliance with customs and communication. The size of the temporary storage coffin is determined by the unit performing the task based on the actual number of remains and the scale of the mission; it must ensure solemnity and fit the spatial layout.

4. Requirements: The memorial house must meet moisture-proofing, termite control, safe use, and traditional customs requirements, ensuring solemnity and safety.

5. Model of memorial house for worshiping martyrs is specified in Appendix I attached to this Circular.

Article 5. Coffin, Glass Case, Quon, and Sienshien

1. Coffin for Fallen Soldiers' Remains

a) Structure and Materials

The coffin is manufactured from metal or an equivalent durable material to ensure stability and ease of movement. Handles are positioned on both sides; the surface is flat and stable. A tray for offerings (incense, flowers, fruit dishes) is placed at the front to ensure safety and prevent slipping during transportation. The coffin frame uses stainless steel or electrostatically painted steel with a solemn color.

b) Decoration

The coffin is decorated with traditional motifs to maintain the solemnity of the fallen soldiers' farewell ceremony; decorative frames use wood or suitable materials, ensuring aesthetic appeal and solemnity.

c) Requirements: Durable, secure, easy to clean and maintain, ensuring solemnity.

2. Glass Case

a) Structure and Materials

The glass case has a metal frame or equivalent material, surrounded by glass or an equivalent transparent material, leaving the bottom open; the front displays the national emblem of the Socialist Republic of Vietnam.

b) Requirements: Transparent surface, scratch-resistant, easy to clean, ensuring solemnity and safety during use.

3. Quon, Sienshien:

a) Structure: The quon is used to protect the sienshien inside; the sienshien is placed securely within the quon.

b) Form and Color: The quon and sienshien have appropriate shapes and solemn colors; traditional decorations, with an optional star emblem as specified.

c) Requirements: Ensuring aesthetics, durability, security, ease of transportation, maintaining hygiene and solemnity;

d) Production and Use

In cases of large quantities, agencies or units may produce according to the model specified in this Circular; for smaller quantities, existing market products meeting the requirements and standards specified in this Circular can be selected.

5. Models of coffins, glass cases, quons, and sienshien are defined in Appendix II attached to this Circular.

Chapter III

CONDITIONS FOR IMPLEMENTATION

Article 6. Implementation

1. General Staff Department - Technical Support Bureau

Shall coordinate with relevant agencies and units to guide and inspect the implementation of the provisions in this Circular; compile the situation and results, promptly propose adjustments or supplements to the Circular as appropriate.

2. Units under the Ministry of National Defense

a) Promulgate and uniformly implement the contents specified in this Circular;

b) Ensure proper management and use of mortuary houses, coffins, glass cases, quons, and sienshien for their intended purposes, with economy and efficiency.

3. Agencies, organizations, localities, and individuals involved in the search, collection, farewell ceremony, and burial of fallen soldiers' remains

a) Apply the models specified in this Circular according to actual conditions;

b) Coordinate to ensure solemnity and adherence to regulations.

Article 7. Effective Date

This Circular takes effect from the date of issuance.

Article 8. Transitional Provisions

1. Mortuary houses, coffins, glass cases, quons, and sienshien purchased, ordered, or received before the effective date of this Circular may continue to be used until they are no longer usable (for quons and sienshien) or damaged beyond repair (for mortuary houses, coffins, and glass cases).

2. Conditions for continuing use of mortuary houses, coffins, glass cases, quons, and sienshien purchased, ordered, or received before the effective date of this Circular

a) Safety, hygiene, solemnity;

b) Suitable for organizing farewell ceremonies and burials;

c) Full compliance with management regulations as specified in this Circular.

3. For mortuary houses currently rented from localities or temporary structures

a) May continue to be used until equipped with mobile mortuary houses according to the model specified in this Circular;

b) During use, ensure proper arrangement and maintenance of hygiene, safety, and solemnity.

4. Specifications for service life and standardization schedule

a) The service life of mortuary houses, coffins, glass cases as specified in this Circular is five years (from the year installed);

b) Replacement with models specified in this Circular shall be carried out when damaged or deteriorated to an extent that cannot be repaired or replaced according to the schedule specified at point c below;

c) Agencies, units, and localities should proactively review and develop a plan for standardization according to the model, ensuring completion no later than two years from the effective date of this Circular.

5. From the effective date of this Circular, when purchasing or ordering new mortuary houses, coffins, glass cases, quons, and sienshien, they shall be done in accordance with the models specified in this Circular.

Article 9. Implementation Responsibility

1. The Chief of the General Staff, the Commander of the Political Bureau, Commanders of subordinate agencies and units under the Ministry of Defense, and individuals concerned shall bear responsibility for implementing this Circular.

2. Heads of agencies, organizations, and localities within their authority shall coordinate in organizing the implementation of this Circular.

3. In the course of implementation, if difficulties or obstacles arise, relevant agencies and units shall report to the Ministry of Defense (through the Logistics and Technical Bureau) for compilation, reporting to the Head of the Ministry of Defense for consideration and decision./.
