Regarding the establishment of the National Financial and Monetary Policy Advisory Council

PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10, dated December 12, 1997;
Pursuant to Resolution No. 07/1999/NQ-CP of the Government's regular meeting in June 1999, dated July 9, 1999,
DECISION:
Article 1. The National Financial and Monetary Policy Advisory Council shall be established to advise the Government and the Prime Minister on major issues concerning financial and monetary policies within the tasks and powers of the Government and the Prime Minister.
Article 2. The National Financial and Monetary Policy Advisory Council shall have the following responsibilities:
1. To discuss and propose to the Government and the Prime Minister major policies, plans, and important issues in the field of finance and currency.
2. To advise the Government and the Prime Minister on decisions regarding financial and monetary policies for each period; measures for directing and managing the implementation of such policies effectively.
3. To advise on certain other issues related to the implementation of financial and monetary policies when assigned by the Prime Minister.
Article 3. The National Financial and Monetary Policy Advisory Council shall operate based on advisory principles and in accordance with the Council's Rules of Procedure as prescribed by the Prime Minister.
Article 4. The membership structure of the National Financial and Monetary Policy Advisory Council includes:
1. Chairman: To be held by a Deputy Prime Minister.
2. Vice Chairmen of the Council:
- Minister of Finance.
- Governor of the State Bank of Vietnam.
- An invited member from the Central Economic Commission of the Party to serve as Vice-Chairman.
3. Council members:
- A leader from a ministry, Ministry of Planning and Investment.
- A leader from a ministry, Ministry of Trade.
- Chairman of the Securities Commission.
- Head of the Government Price Control Board.
- Director-General of the General Statistics Office.
- Some members and experts and scientists in economics, finance, and currency.
4. Secretary-General of the Council.
The list of members of the National Financial and Monetary Policy Advisory Council shall be issued as an appendix to this Decision.
The appointment and replacement of members of the National Financial and Monetary Policy Advisory Council shall be decided by the Prime Minister.
Article 5. The Council shall have a team of part-time staff from the Government Office, as determined by the Minister, Chief of the Government Office.
Article 6. This Decision takes effect from the date of signature, replacing Decision No. 23/1998/QĐ-TTg dated January 31, 1998.
Article 7. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees directly under the central government, and members of the National Financial and Monetary Policy Advisory Council are responsible for implementing this Decision.
