Foreword

Technical Inspection Procedures for Safety of Equipment MC-35004 used in the Ministry of National Defense (Technical Inspection Procedure 05:2017/MND) was compiled by the General Department of Technology and submitted to the Minister of National Defense for issuance together with Circular No. 201/2017/TT-BQP dated August 22, 2017.

2. FORMS OF INSPECTION

1.1. Scope of Application

These Technical Inspection Procedures for Safety apply to initial safety technical inspections, periodic safety technical inspections, and extraordinary safety technical inspections of equipment MC-35004 belonging to the MC-35030 system (hereinafter referred to as equipment MC-35004), which is included in the List of Machinery, Equipment, and Materials with Strict Requirements for Occupational Safety Specific to Military issued by the Ministry of National Defense.

Based on these procedures, units conducting safety technical inspections and inspectors within the Ministry of National Defense shall directly apply them or may develop detailed procedures for each type of equipment MC-35004 without contravening the provisions of these procedures. Agencies, units, enterprises, and individuals managing and using such equipment MC-35004 are responsible for coordinating with inspection units and inspectors in accordance with the law.

1.2. Applicability

- Agencies, units, enterprises, organizations, and individuals managing and using equipment MC-35004 in the Ministry of National Defense (collectively referred to as the facility);

- Relevant state management agencies.

+ TCVN 6174: 1997: Industrial explosives - Safety requirements for production, blasting tests, and acceptance;

+ TCVN 1987: 1994: Three-phase asynchronous motors with short-circuited rotor from 0.35 to 90 kW;

These Technical Inspection Procedures for Safety of Equipment MC-35004 must be fully implemented in the following cases:

+ TCVN 4756 - 1989: Grounding and ungrounding regulations for electrical equipment;

+ TCVN 6734:2000: Electrical equipment used in mines and tunnels - Safety requirements for structure and use;

+ Electrical Equipment Regulations Part I. General Provisions - 11TCN-18-2006;

Including national technical standards and regulations on safety as follows:- QCVN 7:2012/BLĐTBXH, National Standard on Occupational Safety for Lifting Equipment;

- QCVN 01:2011/BCT. National Standard on Safety in Underground Mining Operations;

- TCVN 4244:2005: Design, Manufacturing, and Technical Inspection of Lifting Equipment;

- QCVN 25:2015/BLĐTBXH, National Technical Regulations on Safety for Forklifts;

- QCVN 02:2008/BTC National Technical Regulations on Safety in Storage, Transportation, Use, and Disposal of Industrial Explosives;

- TCVN 7550:2005. Steel Cables for Machine Bodies - Minimum Requirements;

In cases where the national technical standards and national technical regulations cited in this inspection procedure are supplemented, amended, or replaced, they shall be applied according to the latest document.

4. TERMS AND DEFINITIONS

The inspection of safety technical indicators of equipment MC-35004 may be carried out according to other standards when requested by the user or manufacturer, provided that such standards have safety technical indicators equal to or higher than those specified in the national standards cited in these procedures.

4.1. Cables and Hoists

This procedure uses terms and definitions from the referenced documents and some terms and definitions in this procedure are understood as follows:

4.1. Equipment MC-35004 is a special structure chain hoist used to lift and lower missiles during inspection, storage, and repair.

4.2. Initial safety technical inspection is an activity to assess the safety technical condition of equipment MC-35004 according to technical safety standards when installed, before being put into use for the first time.

4.3. Periodic safety technical inspection is an activity to assess the safety technical condition of equipment MC-35004 according to technical safety standards when the previous inspection period has expired.

4.4. Extraordinary safety technical inspection is an activity to assess the safety technical condition of equipment MC-35004 according to technical safety standards when:

- After repairs, upgrades, or improvements affecting the safety technical condition of equipment MC-35004;

- After changing the installation location;

- When requested by the facility or competent authority.

5. INSPECTION STEPS

When conducting safety technical inspections of equipment MC-35004, the organization performing the safety technical inspection must carry out the following steps sequentially:

Step 1. Review documentation and history

Step 2. External inspection

Step 3. Technical inspection - No-load test

Step 4. Load testing modes - Testing methods

Step 5. Processing inspection results.

Note:

The subsequent inspection steps can only be conducted if the results of the previous step meet the requirements. All inspection results from each step must be fully recorded in the on-site record book according to the model specified in Appendix I and kept complete at the inspection organization. 6. TESTING EQUIPMENT

Inspection equipment must be suitable for the object being inspected, must be tested and calibrated according to regulations and still within the validity period, including:

6.1. Equipment and tools for examination:

- Lighting equipment with a voltage not exceeding 12V;

- A magnifying glass with appropriate magnification;

- Magnifying glass with suitable magnification;

6.2. Equipment and tools for load testing:

- Load testing weighing device (force gauge).

6.3. Measuring equipment

- Cable and steel quality testing equipment;

- Distance measuring equipment;

- Longitudinal and rotational speed measuring equipment;

- Steel cable quality testing equipment;

- Thickness measurement and welding quality inspection equipment;

7. INSPECTION CONDITIONS

7. INSPECTION CONDITIONS

When conducting safety technical inspections of equipment MC-35004, the following conditions must be ensured:

7.1. Equipment MC-35004 must be in a state ready for inspection.

7.2. Technical documentation of equipment MC-35004 must be complete as prescribed.

7.4. Inspection equipment and tools must be complete and suitable for the object being inspected.

7.5. Safety and labor hygiene conditions must be met to operate cables and cranes.

7.5. Conditions for occupational safety and health must be met to operate equipment MC-35004.

8. PREPARATION FOR INSPECTION

Before conducting safety technical inspections of equipment MC-35004, the following preparatory work must be carried out:

8.1. Coordinate the inspection plan between the inspection unit and the facility as follows:

8.1.1. Prepare documents and materials;

8.1.2. Clean equipment MC-35004;

8.1.3. Prepare tools to ensure all parts of equipment MC-35004 can be examined;

8.2. Checking Documentation and History

Based on the inspection method to check and review the documents.

8.2.1. For initial inspection:

a) Service history, technical documentation of equipment MC-35004, pay attention to reviewing the following documents:

- Specifications on manufacturing metals, welding metals;

- Strength calculations;

- Construction drawings with all major dimensions recorded;

- Operation, maintenance, and repair instructions;

- Quality certificates on manufacturing metals, welding metals;

- Weld quality inspection results;

- Factory release documentation of the equipment (if available);

- Installation documentation;

- Certificate of conformity issued by designated organizations (if available).

- History, inspection report, and previous inspection result sheet;

- Usage management, operation, maintenance documentation; inspection and supervision records (if available).

8.2.3. Abnormal inspection:

- In case of repair or renovation: Design documentation for repair and renovation, acceptance records after repair and renovation of cables and cranes;

- In case of repair, modification, or upgrade: Repair design documentation, modification documentation, upgrade documentation, acceptance records after repair, modification, or upgrade of equipment MC-35004;

- In case of relocation: Supplement installation documentation;

The inspection and evaluation of documentation, history of cables and cranes must meet the requirements and comply with the provisions in Section 8.2 of this procedure. If not, the facility must take corrective measures.

Evaluation:

The results of document inspection and evaluation of equipment MC-35004's service history meet the requirements when they are complete and comply with the provisions at 8.2 of this procedure. If not, the facility must take corrective measures.

8.4. Develop and unify the implementation of safety measures with the facility before inspection. Equip sufficient personal protective equipment to ensure safety during the inspection.

9. CONDUCTING INSPECTION

9. CONDUCTING THE INSPECTION

When conducting safety technical inspections of equipment MC-35004, the following sequence must be followed:

9.1. External Technical Inspection

9.1.1. Inspect the installation location of the MC-35004 equipment, the user manual, floor plan, distance, safety measures, and obstacles that need to be noted throughout the entire inspection process;

9.1.2. Check the compatibility and synchronization of the parts and components of the MC-35004 equipment with the technical files and history records;

9.1.3. Examine sequentially and comprehensively all mechanisms and parts of the MC-35004 equipment, particularly focusing on the conditions of the following parts and components:

a) The metal structure of the MC-35004 equipment: Important load-bearing welds, riveted joints (if any), (conducted according to the provisions in Appendix 6 of TCVN 4244:2005);

b) Hooks and their components: Checked and evaluated according to the provisions in Appendices 13A, 13B, and 13C of TCVN 4244:2005;

c) Hoisting chains and chain end fittings: Must meet the manufacturer's requirements or refer to the provisions in Appendix 7 of TCVN 4244:2005;

d) Brakes and holding devices must be inspected according to the provisions at 1.5.3.3 of TCVN 4244:2005.

Evaluation:

The external technical inspection results of the MC-35004 equipment meet the requirements when it is installed in accordance with the design documentation, meets the standards and regulations mentioned above, shows no damage, and satisfies the requirements set forth in Clause 9.1 of this standard.

9.2. Technical Inspection - No-load Test

No-load testing (as specified in 4.3.2 of TCVN 4244:2005) includes:

- Testing the operation of all mechanisms and safety devices: All mechanisms, safety devices, holding devices, and other equipment;

- These tests must be conducted no fewer than three times.

Evaluation:

The no-load testing results of the MC-35004 equipment meet the requirements when the system's mechanisms and safety devices operate within the design parameters and performance, ensuring reliability.

9.3. Test loading conditions - testing methods

9.3.1. Static loading test:

- Test load: 150% SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the MC-35004 equipment;

- Test duration is 10 minutes;

- While under load, check the operation of the overload limiting device (if any) at these positions. The overload control device must prevent the mechanisms from continuing to operate beyond the safe limit of the equipment and only allow them to operate in reverse to bring the load to a safer state.

Evaluation:

The no-load testing results of the MC-35004 equipment meet the requirements when during the test period there is no movement, the system has no cracks, no permanent deformation, or other damages, and complies with the provisions at 4.3.2 of TCVN 4244:2005.

9.3.2. Dynamic loading test:

- Test load: 125% SWL (safe working load) but not exceeding the design load and must be consistent with the actual quality of the MC-35004 equipment;

- Conduct all lifting and lowering mechanism tests no fewer than three times and inspect the operational status of the mechanisms and working structures.

Evaluation:

The dynamic testing results of the MC-35004 equipment meet the requirements when during the test period there is no movement, after unloading, the mechanisms and parts of the MC-35004 equipment have no cracks, no permanent deformation, or other damages, and comply with the provisions at 4.3.2 and 4.3.3 of TCVN 4244:2005.

10. HANDLING INSPECTION RESULTS

10.1. Prepare the inspection report with complete contents according to the model prescribed in Appendix II attached to this procedure. In the report, fully and clearly record the contents and standards applied during the inspection, including the safety criteria required by the equipment owner that are higher than those stipulated in the TCVN in Article 3 of this procedure (when the equipment is manufactured according to the standards, corresponding safety criteria).

10.2. Approve the inspection report

The minimum participants required to approve the inspection report must include the following members:

- A representative of the facility or a person authorized by the facility;

- A person assigned to participate and witness the inspection;

- Inspector conducting the inspection.

When the report is approved, the inspector, witnesses of the inspection, representatives of the facility, or persons authorized by the facility sign and stamp (if applicable) on the report. The inspection report is prepared in two (02) copies, each party responsible for keeping one copy.

10.4. Summarize the inspection results in the equipment MC-35004's history record (clearly stating the inspector's name, date of inspection, and applied standards).

10.5. Affix the inspection label: When the technical safety inspection results of the MC-35004 equipment meet the requirements, the inspector affixes the inspection label to the equipment (Inspection label model according to the regulations of the Ministry of National Defense). The inspection label is affixed in a visible position.

10.5. Issue the Certificate of Inspection Results

10.5.1. When the MC-35004 equipment passes the technical safety inspection requirements, the inspection unit issues a certificate of inspection results to the equipment within five working days from the date of approval of the inspection report at the facility;

10.5.2. When the MC-35004 equipment fails to meet the inspection requirements, only steps specified in 10.1 and 10.2 are carried out; issue the facility only the inspection report, which must clearly state the reasons why the equipment did not meet the inspection requirements, recommend corrective actions by the facility, and specify the deadlines for implementing such recommendations; simultaneously send the inspection report and notification to the labor safety management authority of the direct subordinate agency of the Ministry of National Defense managing the installation and use of the equipment.

11. INSPECTION PERIOD

11.1. The periodic inspection cycle for fixed indoor MC-35004 equipment is two years, outdoor and mobile equipment is one year.

For MC-35004 equipment that has been in use for over twenty years, the inspection cycle is one year.

11.2. In cases where the manufacturer or the facility requests a shorter inspection period, it shall be carried out according to the manufacturer's and the facility's regulations.

11.3. When shortening the technical inspection cycle, the inspector must clearly state the reasons in the inspection report.

11.4. When the inspection period is defined in national technical standards, it shall be carried out according to the provisions of those standards.

11.5. In cases requiring irregular inspections, follow the provisions in Clause 4.4 of this procedure./.
