On supplementing the state budget for regular expenditure

(from无偿外援资金来源) in 2025

OF THE NATIONAL ASSEMBLY

On the basis of The Constitution of the Socialist Republic of Vietnam;

On the basis of The State Budget Law No. 83/2015/QH13, which has been amended and supplemented by Law No. 59/2020/QH14 and Law No. 56/2024/QH15;

Based on the consideration of the Proposal No. 335/TTr-CP dated May 9, 2025, of the Government; the Audit Report No. 392/BC-UBKTTC15 dated May 17, 2025, of the Economic and Financial Committee of the National Assembly, and the opinions of the National Assembly deputies,

RESOLUTION:

Article 1. On supplementing the state budget for regular expenditure from foreign non-repayable aid funds in 2025

1. Supplement the central government's revenue budget for 2025 from foreign non-repayable aid funds at 43,271.21 billion VND and correspondingly supplement the central government's regular expenditure budget for 2025 from foreign non-repayable aid funds at 43,271.21 billion VND for ministries, central agencies, and localities as proposed in the Proposal No. 335/TTr-CP dated May 9, 2025, of the Government.

2. The Government shall be responsible for the accuracy of the figures and content of the proposals, ensuring that the supplementary budget for ministries, central agencies, and localities complies with procedures, standards, quotas, and regulations, and meets the conditions for supplementary budget allocation and budget transfer of foreign non-repayable aid funds in accordance with the provisions of the law; ensuring effectiveness, purposefulness, and preventing loss, waste, and corruption.

Article 2. Supervision and audit of the implementation of this Resolution

1. The Standing Committee of the National Assembly, the Government, the Prime Minister, ministries, sectors, central agencies, and local authorities at all levels, within their assigned functions and tasks, shall effectively implement this Resolution.

2. The Standing Committee of the National Assembly, the Economic and Financial Committee, the Ethnic Council, and other Committees of the National Assembly, Delegations of National Assembly Members, National Assembly deputies, the Vietnam Fatherland Front, and its member organizations, within their respective duties and powers, shall supervise the implementation of this Resolution.

3. The State Audit Organization, within its duties and powers, shall audit the implementation of this Resolution to ensure compliance with the provisions of the law.


This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the 9th session, on May 23, 2025.
