Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the conclusion of the Politburo in Circular No. 244/CV-TW dated August 26, 1999;
Considering the proposal of the Minister of Education and Training in Circular No. 6448/VP dated July 14, 1999.

Article 1.
- Separating the Teacher Training University under the Hanoi National University into the Hanoi Teacher Training University.
- Separating the Teacher Training University under the Ho Chi Minh City National University into the Ho Chi Minh City Teacher Training University.
Article 2. The Hanoi Teacher Training University and the Ho Chi Minh City Teacher Training University shall be directly under the Ministry of Education and Training, having legal personality, seals, and separate bank accounts.
Article 3. The Hanoi Teacher Training University and the Ho Chi Minh City Teacher Training University shall have the following tasks:
- Training university-level and post-university-level teachers, and providing pedagogical training for teachers at vocational schools, colleges, and universities.
- Conducting educational science research, basic science research, and related fields.
Article 4. The Minister of Education and Training shall take the lead in working with the Directors of the two National Universities to develop specific plans to implement this Decision, including clearly defining the plan to incorporate certain units and educational research facilities into the two Teacher Training Universities to form key Teacher Training Universities, and report to the Prime Minister before implementation.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees relevant to this matter, Director of the Hanoi National University, Director of the Ho Chi Minh City National University, Rector of the Teacher Training University under the Hanoi National University, Rector of the Teacher Training University under the Ho Chi Minh City National University are responsible for enforcing this Decision.
