DECISION
On the establishment of the Content Sub-committee to serve the 5th Asia-Europe Meeting (ASEM 5) Summit
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 44/2003/QĐ-TTg dated April 1, 2003 of the Government Chairman on the establishment of the National Committee for preparation and organization of the 5th Asia-Europe Meeting (ASEM 5) Summit;
Considering the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office;
DECISION:
Article 1. The Content Sub-committee under the National Committee for preparation and organization of the 5th Asia-Europe Meeting (ASEM 5) Summit is hereby established, with Mr. Nguyen Dy Nien, Minister of Foreign Affairs, serving as Head of the Sub-committee and the following members:
1. Mr. Nguyen Quoc Huy, Deputy Director of the Government Office,
2. Mr. Luong Van Tu, Deputy Minister of Trade,
3. Ms. Le Thi Bang Tam, Deputy Minister of Finance,
4. Mr. Tran Dinh Khien, Deputy Minister of Planning and Investment,
5. Mr. Nguyen Van Dung, Head of the External Relations Department of the Vietnam General Confederation of Labor,
6. Mr. Nguyen Trung Thanh, Head of the ASEM SOM Vietnam Delegation, Ministry of Foreign Affairs,
7. Mr. Dao Ngoc Dung, Permanent Secretary of the Communist Youth Union Central Committee,
8. Mr. Tran Dac Loi, Secretary-General of the Vietnam Association of Friendship Organizations,
9. Head of the ASEM 5 Secretariat, Ministry of Foreign Affairs,
10. One officer from the Ministry of Public Security,
11. One officer from the Ministry of Science and Technology,
12. One officer from the Ministry of Natural Resources and Environment,
13. One officer from the Ministry of Culture and Information,

Article 2. The Content Sub-committee shall have the following tasks:
To be responsible for preparing and developing the content of Vietnam's participation in all areas of cooperation; coordinating with Asian and European coordinator countries to develop the agenda, work program, documents, and all other related materials concerning the activities of the 5th ASEM Summit.
To take the lead in preparing documents for domestic and foreign representatives (information book, handbook, etc.); handling any issues arising in connection with the discussion content at the Summit.
Article 3. The Sub-committee shall regularly report on the results of its work, the situation regarding content preparation, new developments, and the attitudes of participating countries to the Chairman of the National Committee and the Prime Minister, promptly recommending policies and strategies to ensure the successful organization of the 5th ASEM Summit.
Article 4. Members of the Sub-committee shall work on a part-time basis, mobilizing and utilizing their own agencies' staff and equipment to support the Sub-committee's activities.
The Head of the Sub-committee shall decide on the division of labor, establish working coordination procedures, and hold regular meetings to ensure flexible and effective handling of tasks.
The Sub-committee's support team is the Special Task Force on Content within the ASEM 5 Secretariat, located at the Ministry of Foreign Affairs, and will also serve as the point of contact for coordination with other agencies and Sub-committees.
Ministries and agencies that are members of the Sub-committee shall urgently appoint officers to monitor and unify communication channels to maintain coordination with the Sub-committee's support team.
Article 5. The Content Sub-committee of the National Committee for ASEM 5 shall operate from the date this Decision is signed until the conclusion of the Summit.
Article 6. This Decision shall take effect fifteen days after its publication in the Official Gazette. Ministers, Heads of agencies mentioned in Article 1 and the individuals named above are responsible for implementing this Decision./.
