Decision No. 202/2003/QĐ-TTg On the establishment of the Security Sub-committee to serve the 5th ASEM Summit

DECISION

Regarding the establishment of the Security Sub-committee to serve the Fifth Asia-Europe Meeting (ASEM 5) Summit

 PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 44/2003/QĐ-TTg dated April 1, 2003 of the Prime Minister on the establishment of the National Committee for preparation and organization of the Fifth Asia-Europe Meeting (ASEM 5) Summit;

Considering the proposal of the Minister of Public Security, the Minister of Foreign Affairs, and the Minister, Head of the Government Office,

 DECISION:

Article 1. Establish the Security Sub-committee under the National Committee for preparation and organization of the Fifth Asia-Europe Meeting (ASEM 5) Summit, headed by Comrade Nguyen Van Huong, Deputy Minister of Public Security, with the following members:

1. Comrade Pham Hong Loi, Deputy Chief of General Staff of the Vietnam People's Army,

2. Comrade Nguyen Quoc Trieu, Deputy Chairman of the People's Committee of Hanoi City,

3. One Deputy Minister of Health,

4. Comrade Do Ngoc Son, Head of the ASEM 5 Secretariat, Ministry of Foreign Affairs,

5. Comrade Pham Chuyen, Director of Public Security of Hanoi City,

6. Comrade Hoang Duc Chinh, Deputy Director-General of the Security General Department, Ministry of Public Security, permanent member,

7. Comrade Le Van Kinh, Commander of the Guard Command, Ministry of Public Security,

8. Comrade Truong Xuan Thanh, Deputy Director of the Consular Department, Ministry of Foreign Affairs.

Article 2. The Security Sub-committee shall have the following tasks:

- Directing and organizing the implementation of all relevant works, measures, and plans related to security assurance for the ASEM 5 Summit;

- Ensuring absolute safety for Heads of State, spouses of Heads of State, and all delegates from their entry into the country until their departure from the border of the Socialist Republic of Vietnam;

- Handling other matters related to exit and entry procedures; strictly managing and supervising the entry and exit at all air, land, and sea ports before and during the Summit. Protecting airports, ensuring the safety of terminals and special aircrafts, preventing any negative situations, destructive activities, and terrorism;

- Coordinating with the Ministry of Foreign Affairs and other sub-committees of the National Committee on ASEM 5 to organize state ceremonies according to the provisions of Decree No. 82/2001/NĐ-CP dated November 6, 2001 of the Government; Organizing a high-level medical service system during the Summit.

Article 3. The Sub-committee is responsible for developing plans: conference protection, delegate protection; measures to respond to adverse situations such as fire and explosion... Regularly reporting the preparation situation for the Asia-Europe Summit to the Chairman of the National Committee on ASEM 5.

Article 4. Members of the Sub-committee work on a part-time basis, mobilizing and utilizing the machinery, staff, and means under their management to serve the activities of the Sub-committee.

The Head of the Sub-committee decides on the division of labor, regulations on cooperation, regular coordination meetings... Ensuring flexible and effective handling of tasks.

The permanent office assisting the Sub-committee is located at the Security General Department, Ministry of Public Security - 15 Tran Binh Trong Street, Hanoi. Telephone: 069.42784; 069.42786. The Head of the Sub-committee decides on the allocation of staff from units of the Ministry of Public Security to participate in the permanent office.

Ministries and agencies that are members of the Sub-committee urgently appoint staff to monitor, unify contact points, and maintain coordination with the permanent office of the Sub-committee.

Article 5. The Security Sub-committee of the National Committee on ASEM 5 will operate from the date this Decision is signed until the end of the Summit.

Article 6. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Ministers, heads of agencies mentioned in Article 1, Chairman of the People's Committee of Hanoi City, and the individuals named above are responsible for implementing this Decision.
