Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 29/2008/NQ-CP of the Government dated December 10, 2008 on the regular meeting of the Government in November 2008;

Pursuant to Resolution No. 01/2009/NQ-CP of the Government dated January 9, 2009 on key measures to guide and implement the socio-economic development plan and state budget estimate for 2009;

To accelerate the implementation progress of the Reinforcement Project for Schools and Teachers' Housing from 2008 to 2012;

Considering the proposal of the Minister of Education and Training in Document No. 259/BGDĐT-CSVCTBĐCTE dated January 12, 2009 regarding direct awarding of construction projects in difficult areas under the Reinforcement Project for Schools and Teachers' Housing from 2008 to 2012,

DECISION:

Article 1. The Chairmen of the People's Committees of the provinces of Lang Son, Ha Giang, Yen Bai, Phu Tho, Tuyen Quang, Son La, Hoa Binh, Bac Giang, Hai Duong, Thanh Hoa, Nghe An, Ha Tinh, Binh Phuoc, Bac Lieu, Hau Giang, Ca Mau, Dien Bien, Soc Trang, Kien Giang, and Cao Bang are hereby instructed to decide and be responsible for selecting the tender form for investment projects using state budget funds and government bonds with total investment not exceeding five billion VND under the Reinforcement Project for Schools and Teachers' Housing from 2008 to 2012, which have been approved, in accordance with the objectives set forth in Decision No. 20/2008/QĐ-TTg dated February 1, 2008 of the Prime Minister, in compliance with the relevant laws.

Article 2. This Decision shall take effect from the date of signing.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees, municipal People's Committees directly under the Central Government, and related organizations and individuals are responsible for implementing this Decision.
