The Technical Safety Inspection Procedures for systems used in the Ministry of National Defense (Technical Safety Inspection Procedure 08:2017/MND) were compiled by the General Department of Technology and issued by the Minister of National Defense pursuant to Circular No. 203/2017/TT-BQP dated August 22, 2017. 9.2. System" 1. SCOPE AND APPLICABLE OBJECTS

These Technical Safety Inspection Procedures apply to initial technical safety inspections, periodic technical safety inspections, and extraordinary technical safety inspections for pressure systems

1.1. Scope of Application

pressure system (nitrogen gas cylinder) launch vehicle 91-117M (referred to as the system) listed in the Catalogue of Machinery, Equipment, and Materials with Strict Requirements for Military Labor Safety issued by the Ministry of National Defense. Based on these procedures, technical safety inspection units and inspectors within the Ministry of National Defense shall directly apply them or develop detailed procedures for each type of system without contravening the provisions of these procedures. Management and user organizations and individuals of the system are responsible for coordinating with inspection units and inspectors in accordance with the law.

- Organizations, units, enterprises, organizations, and individuals managing and using nitrogen cylinder, network, and pipeline systems in the Ministry of National Defense (collectively referred to as the entity);

In case the national technical regulations and standards cited in this inspection procedure are amended, supplemented, or replaced, they shall be applied according to the provisions of the amended, supplemented, or replacement document.

Technical safety inspection criteria for the system may be applied according to other standards when requested by the user or manufacturer, provided that such standards have technical safety criteria equal to or higher than those specified in the national standards cited in this procedure.

4. TERMS AND DEFINITIONS

This procedure uses terms and definitions from the referenced documents and some terms and definitions in this procedure are understood as follows:

4.1. Pressure system (nitrogen gas cylinder) of the 9П-117M mobile launcher; 9.2. Internal technical inspection; is a system of equipment used to fill nitrogen gas from high-pressure nitrogen gas cylinders placed on the launch vehicle into the pressure system of the missile launcher.

4.2. Initial technical safety inspection is an activity to assess the technical safety condition of the system according to technical safety standards and regulations during installation, before its first use.

4.3. Periodic technical safety inspection is an activity to assess the technical safety condition of the system according to technical safety standards and regulations after the expiration of the previous inspection period.

4.4. Extraordinary technical safety inspection is an activity to assess the technical safety condition of the system according to technical safety standards and regulations when:

- After repair, upgrade, or improvement affecting the technical safety condition of the system;

- When requested by the facility or competent authority.

5. INSPECTION STEPS

When conducting technical safety inspections of the system, the technical safety inspection organization must carry out the following steps in sequence:

Step 1. Preparation for inspection

Step 2. Review technical documentation

Step 3. External and internal inspection

Step 4. Technical testing inspection

Step 5. Operational inspection

Step 6. Handling inspection results.

Note:

The subsequent inspection steps can only be conducted if the results of the previous step meet the requirements. 6. INSPECTION EQUIPMENT

Inspection equipment and tools must be suitable for the object being inspected, must be calibrated and tested according to regulations and still within their inspection validity period, including:

6.1. Equipment and tools for examination

- Lighting equipment with a power supply voltage not exceeding 12V;

- A magnifying glass with appropriate magnification;

- Magnifying glass with appropriate magnification;

- Measuring tools, mechanical tools: Micrometer, caliper, tape measure, and other related tools;

- Internal inspection equipment: Endoscope;

6.2. Equipment and tools for durability and leak testing;

- Pressure generating equipment with technical characteristics (flow rate, pressure) suitable for the test object;

- Leak detection equipment;

- Cable and steel quality testing equipment;

- Precision pressure gauges with scales appropriate to the test pressure;

- Ultrasonic thickness measuring equipment;

- Weld quality inspection equipment;

- Metal surface quality inspection equipment;

7. INSPECTION CONDITIONS

7. CONDITIONS FOR INSPECTION AND TESTING

When conducting inspections, the following conditions must be met:

7.1. The system must be in a state ready for inspection;

7.2. System documentation must be complete;

7.3. Environmental and weather factors must not affect the inspection results;

7.5. Safety and labor hygiene conditions must be met to operate cables and cranes.

8. PREPARATION FOR INSPECTION

Prior to conducting inspections, the following preparatory work must be carried out:

8.1. Unify the inspection plan, preparatory work, and coordination between the inspection organization and the facility, including the following contents:

8.1.1. Prepare system documentation according to regulations;

8.1.2. Remove media, clean inside and outside the system;

8.1.3. Disassemble insulation layers if there are signs of metal wall damage;

8.1.4. Prepare facilities to ensure all parts of the system can be inspected;

8.1.5. Separate containers with electric heating elements or moving parts from the system;

8.1.6. Prepare personnel and materials for inspection; assign participants and witnesses for the inspection;

8.2. Checking Documentation and History

Based on the inspection method, check and review the technical documents of the system;

8.2.1. During the first safety technical inspection:

- Check the history of the system and containers within the system: In accordance with QCVN 01-2008/BLĐTBXH, pay attention to reviewing the following documents:

+ Specifications on metal manufacturing and welding;

+ Calculations of strength for pressure-bearing parts;

+ Drawings showing all critical dimensions;

+ Operation, maintenance, and repair instructions;

+ Certificates of conformity issued by designated organizations (if applicable), in cases where national technical standards have been established for the system;

- Check the factory release documents of containers within the system:

+ Certificates on metal manufacturing and welding;

+ Weld quality inspection results;

+ Factory acceptance reports;

+ Factory release documents of other components in the system;

- Check calibration reports of measurement devices; grounding, lightning protection, and protective device inspection records (if applicable);

- Check installation documents:

+ Names of installation and using facilities;

+ System operation principle diagrams;

+ Installation design;

+ Characteristics of additional materials during installation;

+ Welding data such as welding technology, electrode codes, welder names, and welding test results;

+ Inspection records of individual system parts (if applicable);

+ Overall system acceptance records;

- Check procedures:

+ Pre-filling container inspection procedure;

+ Filling procedure;

+ Fire prevention and control documents;

8.2.2. During periodic safety technical inspections:

- Check the system history, previous inspection records, and results;

- Management, operation, and maintenance documents of the system; inspection and supervision records (if applicable);

8.2.3. During abnormal safety technical inspections:

- For repairs, modifications, or upgrades: Design documents, post-repair, modification, and upgrade acceptance records;

- After the system has been idle for more than 12 months, inspect according to periodic safety technical inspection requirements;

Evaluation:

The system history and document review results meet requirements when:

- The system and container history is complete and meets the requirements specified in Article 2.4 QCVN 01:2008/BLĐTBXH;

- If not met, the facility must take corrective measures as stipulated in Article 3.2.2 QCVN 01:2008/BLĐTBXH;

8.4. Develop and unify the implementation of safety measures with the facility before inspection. Equip sufficient personal protective equipment to ensure safety during the inspection.

9. CONDUCTING INSPECTION

9. CONDUCTING INSPECTIONS

When conducting inspections, follow the sequence below:

9.1. External Technical Inspection

9.1.1. Ground layout and installation location;

9.1.2. Operational lighting system;

9.1.3. Work platforms, stairs, hanging racks, walkways, and related items;

9.1.4. Electrical grounding and lightning protection systems;

9.1.5. Check technical parameters on system and container labels against design and history documents;

9.1.6. Inspect the quantity, type, and technical parameters of safety, measurement, and auxiliary equipment against design and standard requirements;

9.1.7. Inspect the quantity, type, and technical parameters of pipes, valves, and pipe fittings installed on the system against design and standard requirements;

9.1.8. Inspect the condition of other auxiliary equipment accompanying the system's operation;

9.1.9. Inspect the condition of welds and metal surfaces of pressure-bearing parts. If suspicious, require the facility to apply appropriate supplementary inspection methods for accurate assessment;

9.1.10. Technical condition of thermal insulation layers;

9.1.11. Inspect joint details;

9.1.12. Inspect cooling systems during filling (if applicable). Inspect charging racks and container holding fixtures during filling. Inspection and determination of gas charge quantity systems;

Evaluation:

External system inspection meets requirements when:

- Meets the requirements of applicable standards;

- For containers within the system: Meets the provisions of Article 3 TCVN 6155:1996 and Article 8 TCVN 8366:2010;

- No cracks, bulges, dents, excessive corrosion, or medium leakage marks at pressure-bearing parts and welds, joints;

9.3. Technical inspection and testing;

9.2.1. Inspect the condition of metal surfaces of pressure-bearing parts;

9.2.2. Inspect internal dirt, rust, and corrosion of metal walls of pressure-bearing parts;

9.2.3. Inspect welds and metal surfaces of pressure-bearing parts. If suspicious, require the facility to apply appropriate supplementary inspection methods for accurate assessment;

9.2.4. For positions where internal inspection cannot be conducted during testing, the technical condition check must be carried out according to the manufacturer's technical documentation. The documentation must clearly state: items, methods, and sequence of inspection;

9.2.5. When internal inspection is not possible due to the structural characteristics of the system, internal inspection may be replaced with a pressure endurance test using the specified test pressure and inspecting accessible parts.

Evaluation:

The internal system technical inspection results meet requirements when:

- For pressure components within the system: They comply with the provisions of Article 3 TCVN 6155:1996 and Article 8 TCVN 8366:2010;

- There are no cracks, bulges, dents, or excessive corrosion on pressure-bearing parts and welds, joints.

9.3. Technical inspection, testing

9.3.1. If the system has a multi-part structure operating at different pressures, each part can be separated and tested individually;

9.3.2. During inspection, isolation measures must be taken to ensure that automatic protective devices and measuring instruments are not destroyed at test pressure. In cases where this cannot be guaranteed, these devices must be removed;

9.3.3. Endurance test:

Cylinders in the system are exempt from the initial endurance test if they have been factory-tested within 18 months, stored properly, and show no signs of impact or deformation during transportation and installation. The inspection report must clearly state the reasons and attach the factory test reports, and acceptance installation reports (if available). The endurance test period shall not exceed six years once, and for irregular inspections, an endurance test must be conducted with the following requirements:

- Test medium is liquid (water) or gas (compressed air or inert gas), with the test medium temperature below 50°C and not more than 5°C higher than ambient temperature;

- Test pressure and holding time are specified in Table 1.

Remarks- Sequence of endurance test:but not less than 2 bar 2. Test pressure and holding time for regular and irregular inspections.

+ Load test medium: Fully load the test medium into the system (note the release of gas when using liquid);

+ Increase pressure to the test pressure (note gradual increase to avoid sudden expansion damaging equipment and strictly prohibit hammering at test pressure). Monitor and detect any abnormal phenomena during the test;

+ Maintain test pressure as prescribed;

+ Gradually reduce pressure to operating pressure, maintain this pressure throughout the inspection process. Then reduce pressure to (0); address any issues (if present) and recheck the corrected results;

- Endurance testing is only allowed when there are good results from external and internal technical inspections and durability calculations based on direct measurement data;

- When testing with gas, safety measures must be applied:

+ Valves and pressure gauges on the gas loading pipeline must be moved away from the system location or placed outside the equipment room;

+ Non-responsible personnel must stay in a safe place during the gas pressure test.

- Check tightness with soap solution or other methods. Strictly prohibit hammering on the tank wall during gas pressure testing.

The endurance test results meet requirements when:

Evaluation:

- No cracks appear;

- No bubbles, water droplets, or water seepage through welds, joints are found;

- No deformation is detected;

- Allowable pressure drop during holding time: <= 0.5% of test pressure.

9.3.4. Tightness test:

Only applicable when required by technology or the manufacturer's request.

- Test medium: Nitrogen gas;

- Test pressure and holding time are specified in Table 2.

The holding time for the tightness test ensures the stability of the test medium pressure and the inspection duration.

Note:

- Sequence of tightness test:

+ Load the test medium into the system and increase pressure to the test pressure;

+ Detect leaks using soap solution or other methods.

The tightness test results meet requirements when:

Evaluation:

- No gas leaks are detected;

- Allowable pressure drop during holding time: <= 3%.

9.4.1. Inspect all conditions necessary to put the system into operation;

CONCLUSION

9.4.2. Inspect the operational status of the system and accompanying accessories; the operation of measuring and protective devices;

9.4.3. When the system operates stably, increase pressure to test and calibrate the operating pressure of the safety valve, seal the safety valve;

9.4.4. Safety valves can be calibrated and sealed separately from the operational test process;

9.4.5. Safety valves are calibrated and sealed as follows:

- The set pressure of the safety valve does not exceed the value below:

+ 0.5 bar - When

+ Pbut not less than 2 bar operating pressure up to 3 bar; + 15% P

+ Pbut not less than 2 bar - Whenbut not less than 2 bar operating pressure over 3 bar to 60 bar; + 10% P operating pressure over 60 bar.

+ Pbut not less than 2 bar - For gas charging units, calibration and sealing are performedbut not less than 2 bar operating pressure over 3 bar to 60 bar; with set pressure according to the manufacturer's specifications;

The operational inspection results meet requirements when the system, auxiliary equipment, and measuring and protective devices operate normally, and operating parameters are stable. 10. HANDLING INSPECTION RESULTS 10.1. Prepare an inspection report with complete content according to the model specified in Appendix II issued along with this procedure. The report must clearly record all contents and standards applied during the inspection, including any higher safety criteria requested by the equipment owner compared to those specified in TCVN in Article 3 of this procedure (when the equipment is manufactured according to the relevant standards and safety criteria).

Evaluation:

When the report is approved, the inspector, witnesses of the inspection, and representatives of the facility or authorized persons must sign and stamp (if applicable) the report. The inspection report is prepared in two (02) copies, each party responsible for retaining one copy.

10.1. Prepare the inspection report with all contents as prescribed in Appendix II attached to this procedure. The report must clearly record all contents and standards applied during the inspection, including any safety standards higher than those specified in the relevant Vietnamese Industrial Standards (TCVN) in Article 3 of this procedure (when the equipment is manufactured according to these standards and corresponding safety criteria).

When the report is approved, the inspector, witnesses to the inspection, and representatives of the facility or persons authorized by the facility shall sign and affix their seals (if any) on the report. The inspection report shall be made in two (02) copies, each party responsible for retaining one copy.

10.2. Approve the inspection report

The minimum participants required to approve the inspection report must include the following members:

- A representative of the facility or a person authorized by the facility;

- A person assigned to participate and witness the inspection;

- Inspector conducting the inspection.

Closure pressure

10.3. Record a summary of the inspection results in the system's history (clearly stating the inspector's name, date and year of inspection, applied standards).

10.4. Affix the inspection seal: When the system passes the technical safety inspection requirements, the inspector shall affix the inspection seal to the system (the inspection seal model follows the regulations of the Ministry of National Defense). The inspection seal must be placed in a visible location.

10.5. Issue the Certificate of Inspection Results

10.5.1. When the system's inspection results meet the technical safety requirements, the inspection unit shall issue a certificate of inspection results for the system within five working days from the date of approval of the inspection report at the facility.

10.5.2. When the system's inspection results do not meet the requirements, only steps 10.1 and 10.2 shall be carried out; only provide the facility with the inspection report, clearly stating the reasons why the system did not meet the inspection requirements, recommendations for the facility to rectify the issues, and the deadlines for implementing these recommendations; simultaneously send the inspection report and notification to the occupational safety management authority of the entity directly under the Ministry of National Defense managing the installation and use of equipment.

11. INSPECTION PERIOD

11.1. The periodic technical safety inspection period is three years; for systems that have been in use for more than twelve years, the periodic technical safety inspection period is two years, and for systems that have been in use for more than twenty-four years, the periodic technical safety inspection period is one year.

11.2. In cases where the manufacturer specifies or the facility requests a shorter inspection period, it shall be carried out according to the manufacturer's regulations and the facility's requirements.

11.3. When shortening the technical safety inspection period, the inspector must clearly state the reasons in the inspection report.

11.4. When the technical safety inspection period is specified in national technical standards, it shall be carried out according to the provisions of those standards.

11.5. In cases requiring irregular inspections, follow the provisions in Clause 4.4 of this procedure./.
