CIRCULAR
Issuing National Technical Regulations on State Reserve for Paddy

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the National Reserve Law dated April 29, 2004;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:
Article 1. The National Technical Regulations on State Reserve for Paddy are hereby issued together with this Circular.
Article 2. This Circular takes effect from July 2, 2012. This Circular replaces Decision No. 65/2008/TT-BTC dated August 4, 2008, issuing National Technical Regulations on National Reserve for Paddy stored under low pressure conditions, and Circular No. 42/2010/TT-BTC dated March 25, 2010, issuing National Technical Regulations on State Reserve for Paddy stored under ventilated conditions.
Article 3. The Director of the State Reserve Agency, heads of relevant agencies, organizations, and individuals involved in the management, import, export, and storage of state reserve paddy shall be responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
