DECREE
No. 204 dated November 8, 1946
CHAIRMAN OF THE VIETNAMESE DEMOCRATIC REPUBLIC GOVERNMENT
Pursuant to Decree No. 14 dated September 8, 1945 organizing a general election to elect the National Assembly;
Pursuant to Decree No. 134 dated July 24, 1946 providing allowances for members of the Provincial People's Council and administrative officials at all levels;
After consultation between the Standing Committee of the National Assembly and the Government Council;
ISSUES THE FOLLOWING DECREE:
Article 1
Members of the National Assembly, when traveling to attend sessions by train, automobile, river boat, sea vessel, etc., shall be classified in category A.
Each time they travel using any of the aforementioned means of transportation, members of the National Assembly shall receive a travel permit and tickets for trains and vehicles issued by the Government.
However, if traveling on routes without such means of transport, members may claim travel expenses (hiring bicycles, boats, ships, etc.) according to current local rates.
Article 2
When attending sessions of the National Assembly, representatives from provinces shall receive a special allowance of Forty đồng (40 đ) per day for both travel and during the session period.
Representatives residing in Hanoi shall also receive a special allowance of Forty đồng (40 đ) per day throughout the entire session period of the National Assembly.
Article 3
Members of the Standing Committee of the National Assembly and representatives residing in Hanoi who already receive monthly salaries or living expenses from the Government shall be entitled to a special allowance of Twenty đồng (20 đ) per day throughout the entire session period of the National Assembly.
Article 4
A decree by the Minister of Finance, after consultation with the Standing Committee of the National Assembly, will establish the terms and procedures for payment of the special allowances mentioned in Articles 2 and 3 of this Decree.
Article 5
The aforementioned expenses shall be covered by the State Budget (National Assembly Chapter).
Article 6
This Decree shall only take effect during the October 1946 session of the National Assembly.
Article 7
The Minister of Finance and the Minister of Interior Affairs shall implement this Decree accordingly./.
