Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the establishment, approval, and management of master plans for socio-economic development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006;
Considering the proposal of the People's Committee of Tay Ninh Province,
DECISION:
Article 1. Approves the Master Plan for Socio-Economic Development of Tay Ninh Province until 2020, with the main contents as follows:
I. DEVELOPMENT VIEWS
1. Continue building a socialist-oriented market economy, encouraging and creating conditions for various economic sectors to develop equally, creating an environment to attract investors within the province, nationwide, and from abroad to invest in the provincial territory. Encourage and create a favorable environment for the business sector to develop, considering businesses as the main force driving the overall economic development.
2. Further leverage the advantages of geographical location, resources, and local potentials in external cooperation: closely cooperate between the Tay Ninh economy and the whole country, primarily with the Southeastern region and the Southern Key Economic Region; create favorable conditions to promote international economic cooperation, primarily with countries in the region to attract domestic and foreign investment, and develop markets. Utilize and strongly develop border trade, accelerate the development of industries and services, enhance the efficiency and competitiveness of products, and promote exports.
3. Along with the whole country and the Southern Key Economic Region, actively integrate into the international and regional economies, participate in the process of international and regional labor division; focus on deepening investment, strengthen research and application of science and technology, vigorously develop industries and fields where the province has potential and advantages, improve competitive capacity according to the principle of industrialization and modernization; gradually form industrial zones and clusters as nuclei for developing urban networks, and create a harmonious and sustainable territorial organization system; build a high-tech commodity agriculture and forestry sector oriented towards diversification and environmental protection.
4. Synchronize the development of production with the construction of infrastructure in all regions, including rural and remote areas; form a system of urban-style residential points with towns, market centers, service and commercial centers in line with industrialization and urbanization at small and medium scales suitable for each district.
5. Develop a sustainable economy based on linking economic growth with social equity and progress; improve material and cultural living standards of the people, reduce disparities between rural and urban areas, create balanced development among regions; provide employment for workers, gradually shift agricultural labor to industry and services.
6. Prioritize human resource development; promote education and training of human resources, along with quickly applying scientific and technological advances to production, viewing this as a decisive factor for the province's economic development; protect, regenerate, and enrich forest, land, water resources, and protect the environment.
7. Closely combine economic development with national defense consolidation, building a people's defense system. Formulate special policies and flexible institutions for the border and gateways of the province to ensure political stability, maintain national border sovereignty, and social order and safety in the area.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Build Tay Ninh basically into an industrial province by 2020 with a relatively modern and synchronized socio-economic infrastructure system, closely linked with the development of infrastructure in Ho Chi Minh City Urban Area and the entire Southern Key Economic Region. Enhance the potential and competitiveness of the entire economy, successfully integrate into the international economy, seize opportunities brought about by economic globalization to achieve rapid and sustainable socio-economic development.
Maintain a fast and sustainable economic growth rate, bring about significant changes in the speed of development, effectiveness, and competitiveness of the economy; improve the quality of human resources; continuously improve the living standards of the people; maintain political stability and social order and safety; lay the groundwork for accelerating industrialization and modernization to achieve the set goals.
2. Specific objectives
a) On Economy
The average annual GDP growth rate during the period 2011-2020 is approximately 15.0-15.5%. Specifically, agriculture, forestry, and fisheries will grow at an average of 5.5-6.0%, industry and construction at an average of about 20.0-21.0%, and the service sector at an average of 14.7-15.2%. In detail, by stage as follows:
- Period 2011-2015
The average annual GDP growth rate during the period 2011-2015 is approximately 14.5-15.0%. Specifically, agriculture, forestry, and fisheries will grow at an average of 6.0-6.2%, industry and construction at an average of about 21.0-21.5%, and the service sector at an average of 14.5-15.0%.
The economic structure in 2015 at current prices is expected: agriculture, forestry, and fisheries account for about 26-26.5%, industry and construction account for about 36.5-37%, and the service sector accounts for about 36.5-37%. If calculated at 1994 prices, the economic structure in 2015 is expected as follows: agriculture, forestry, and fisheries account for about 19-19.5%, industry and construction account for about 36-36.5%, and the service sector accounts for about 44.5-45%.
Average per capita GDP at current prices is expected to reach $2,852/person in 2015, if calculated at 1994 prices it is $1,983/person.
- Period 2016-2020
The average annual GDP growth rate during the period 2016-2020 is approximately 15.5-16.0%. Specifically, agriculture, forestry, and fisheries will grow at an average of 5.5-6.0%, industry and construction at an average of about 20.5-21.0%, and the service sector at an average of 15.0-15.5%.
The economic structure in 2020 is expected to be as follows: agriculture, forestry, and fisheries will account for approximately 15-15.5%, industry and construction will account for approximately 45-45.5%, and the service sector will account for approximately 39-39.5%. If calculated based on the 1994 price index, the economic structure in 2020 is expected to be as follows: agriculture, forestry, and fisheries will account for approximately 11-12%, industry and construction will account for approximately 44.5-45%, and the service sector will account for approximately 43-43.5%.
The average GDP per capita at current prices is expected to reach $4,800 per person in 2020, while if calculated based on the 1994 price index, it is expected to be $3,700 per person.
The annual average growth rate of export turnover is expected to reach 23-25% during the period from 2011 to 2020.
The ratio of GDP mobilized into the budget aims to reach approximately 10-12% in 2020.
Mobilizing investment for development during the period from 2016 to 2020 aims to reach over 40% of GDP.
b) On Society
- Period 2011-2015
Strive to achieve a labor force training and vocational education ratio of about 60% in 2015. Create employment opportunities for approximately 18,000-19,000 workers each year.
Strive to achieve a ratio of 100% of children aged six entering first grade in 2015.
Strive to ensure that over 99% of households have access to national grid electricity by 2015.
- Period 2016-2020
Strive to achieve a labor force training and vocational education ratio of about 70% in 2020. Create conditions to provide employment opportunities for approximately 18,000-19,000 workers each year during the period from 2016 to 2020, addressing the basic issue of labor and reducing the unemployment rate in urban areas to below 3.5%.
Strive to complete universal secondary education before 2020.
Limit the population growth rate, achieving replacement fertility by 2020.
Strive to ensure that 100% of households have access to electricity by 2020.
c) On Environment
The natural coverage ratio during the period from 2010 to 2020 is expected to exceed 40%.
By 2020, all towns and market towns will have centralized waste collection and treatment facilities, 100% of new production facilities will have waste treatment systems meeting environmental standards or applying clean technologies, with existing production facilities meeting environmental standards or applying clean technologies reaching over 80% in 2015 and 90% in 2020.
By 2020, 100% of urban and rural residents will have access to safe drinking water.
d) National defense and security
Ensure national defense and security, maintain territorial sovereignty, political stability, and control the increase in crime and social evils.
III. DIRECTION FOR DEVELOPMENT OF INDUSTRIES, SECTORS AND KEY PRODUCTS
1. Industry
- Rapidly and firmly develop industries and small-scale handicrafts as driving forces to promote economic growth and structural transformation towards industrialization and modernization. Focus on developing high-tech industries, clean industries, and supporting industries including machinery manufacturing, electronics-telecommunications-computer science, chemical pharmaceuticals, high-value-added food processing. By 2020, Tây Ninh will basically have a sustainable industrial foundation with a reasonable structure suitable to the province's conditions and potential advantages.
The average annual growth rate of industrial value added during the period from 2011 to 2015 is expected to reach 21-22%, and during the period from 2016 to 2020, it is expected to reach 20-21%.
- The industrial structure will shift towards focusing on developing key industries as follows: (1) Mining and mineral processing; (2) Food processing; (3) Wood and paper processing; (4) Building materials production; (5) Chemicals and pharmaceuticals; (6) Textiles, leather, and footwear; (7) Machinery and metal processing; (8) Electricity and water production and distribution.
- Develop concentrated industrial zones, linking the development of industrial zones and clusters with the development of urban and service systems; pay attention to forming worker housing within urban systems adjacent to industrial zones and clusters. The land fund for industrial zones, clusters, and points by 2020 is 10,000 hectares. The scale and location of industrial zones and clusters will be detailed in the overall planning for the development of industrial zones and clusters of the province.
- Strengthen investment to enhance the capacity of construction enterprises operating in the construction industry towards modernization from design to construction, both in human resources and equipment, to undertake large projects in economic and social activities.
Create favorable conditions and environments for the establishment and operation of construction businesses.
Further improve the legal environment, investment environment, and assistance activities for the development of construction businesses.
Build a strong construction workforce capable of meeting the basic construction needs in the province and gradually participating in construction activities outside the province and international cooperation.
2. Services
Develop service sectors with rapid and high-quality growth, ensuring comprehensive and sustainable development. Strive for an average annual growth rate of the service sector of about 14.5-15% during the period from 2011 to 2015, and 15-15.5% during the period from 2016 to 2020.
Develop key service sectors:
- Develop commerce towards establishing commercial centers in cities, trade clusters in rural areas, and a system of markets and supermarkets. Focus on developing the Moc Bai and Xa Mat border economic zones, city commercial centers in Hoa Thanh and Go Dau. Improve the network of markets, especially wholesale markets, border markets, and supermarkets in cities. In exports, focus on exploiting and producing high-value export products, increasing processed product yields, and limiting raw material exports. Enhance the effectiveness of trade promotion, creating conditions to support businesses in market surveys and participation in trade fairs. Develop cross-border trade between Tây Ninh and Cambodia;
- Regarding tourism, focus on investing in developing tourism with various forms such as eco-tourism linked to historical and cultural relics, traditional craft villages of the province. Emphasize building unique tourism products with a distinctive style of Tây Ninh. Concentrate on renovating, upgrading, and exploiting tourist sites such as the Central Office Base Area, Bà Đen Mountain, Tây Ninh Holy See, Dầu Tiếng Lake, amusement park, ecological forest park, service trade center, sports facilities, hotels, restaurants... to diversify tourism products and improve the quality of services for tourists visiting Tây Ninh.
- Develop financial, banking, and credit activities in conjunction with serving the restructuring of the economic structure and the socio-economic development goals of the province. Study the establishment and manage well the operations of funds such as the Guarantee Fund for Small and Medium Enterprises, Venture Capital Fund, Social Assistance Fund. Develop financial trading and brokerage activities, insurance, and form financial companies.
- Postal and telecommunications: develop modern information infrastructure at par with developed countries in the region to serve the needs of socio-economic development and the people's needs within the province with increasingly high-quality services.
3. Agriculture, Forestry, and Fisheries
- Agriculture
+ Develop a comprehensive and sustainable agricultural sector. Vigorously transform the internal structure of the industry towards increasing the proportion of animal husbandry; implement industrialization and modernization of agriculture and rural areas, linking agricultural development with the market.
Rationally utilize land resources, increase soil fertility, implement diversified cropping systems, and diversify products to enhance value per unit of production as well as per unit area. Based on market conditions, natural conditions, farming practices... Develop concentrated agricultural production zones with specialization. Rapidly increase industrial crops for export, develop vegetable and fruit production to meet local demand, urban areas of the province, and especially Ho Chi Minh City, stabilize rubber plantation areas. Implement measures to maintain and stabilize the development of sugarcane raw material areas... Intensify cultivation on existing agricultural land.
+ Vigorously transform the agricultural structure towards increasing the proportion of animal husbandry based on encouraging the development of many farms to create large-scale livestock herds. Diversify animal husbandry products to meet local demand, urban areas of the province, and especially Ho Chi Minh City, providing raw materials for the processing industry.
+ Develop the agricultural sector with multiple economic components. Strongly encourage farm economy, cooperative economy, and cooperatives, considering households as autonomous economic units in all agricultural production activities. The state-owned economy should focus on producing and supplying crop and livestock seeds, researching and applying new technologies (or broader, technology) in agriculture. Collective economy is encouraged to develop to strengthen the role of farmer groups within the framework of changes in agricultural cooperative organizations to suit the new market economy situation. Encourage large-scale farm and household economic models.
+ Introduce scientific and technological progress and new technologies into production, use high-yield new varieties, intensive multi-cropping; concentrate on building irrigation systems, solidify 100% of canal systems, ensuring proactive water supply and drainage. Research solutions to establish high-tech agricultural zones to provide high-quality products and modern technology to meet local and regional needs.
Implement industrialization and modernization of agriculture and rural areas, link agricultural development with the market and the development of other economic sectors, particularly processing industries.
Along with the transformation of the internal structure of the agricultural sector, it is necessary to implement the transformation of the rural economic structure towards increasing the proportion of industry and services.
- Forestry
Rationally and effectively utilize the forestry land fund of about 70,000 hectares, including 57,000 hectares of forest land. Gradually create new natural forests through enclosure and protection measures, while increasing forest capital with tree species that meet both timber demands and protective requirements. Conserve and diversify biodiversity, prevent the extinction of species, groups of species, and plant and animal populations in various ecosystems. Conserve and develop rare ecosystems, biological diversity, creating potential for tourism development.
- Fisheries
The development of the fisheries sector must ensure environmental protection requirements and valuable resources for production and living of residents in the province and related provinces and cities. Rationally utilize surface water areas: Dầu Tiếng Lake, Saigon River system, Vam Co River system to develop fisheries on a medium and small scale.
4. Social Fields
- Develop education and training towards modernizing and standardizing education, improving the quality of teachers and educational management staff; concentrate on physical facilities, complete the solidification of schools and teacher housing; strengthen training and significantly improve the quality of education at all levels, maintain the achievements of universal primary and junior secondary education. By 2015, complete universal secondary education; implement preschool education programs for five-year-olds. Implement vocational training projects for rural workers. Develop human resources to serve industrialization and modernization, increase the proportion of trained labor to 70% by 2020.
- Implement fairness in healthcare and health protection for the people; ensure that every citizen has access to initial medical examinations and basic healthcare services. Diversify and continuously improve the quality of various types of medical examinations and treatments, develop demand-based healthcare services, and move towards managing health at the household level. By 2010, all commune health stations will meet national standards for healthcare. Construct hospitals and healthcare centers, providing high-quality preventive, examination, and treatment services.
- Develop cultural information activities harmoniously between fulfilling information dissemination tasks, enhancing the quality of cultural, artistic, and recreational activities, and meeting the cultural and spiritual needs of the people; effectively implement the policy of socializing cultural and sports activities. Carry out conservation and restoration work on historical sites and cultural heritage values of the ethnic group within the locality.
Cultivate and promote human factors, build healthy lifestyles among the people through the promotion of physical exercise and sports activities. Develop mass sports movements based on promoting socialization. Invest in developing key sports disciplines of the province to achieve high achievements.
- Develop science and technology in the direction of intensifying the application of biotechnology, processing technology, and information technology, strengthening scientific and technological capabilities in surveying and reasonably utilizing natural resources, applying advanced management systems...
- Regarding sustainable environmental protection, construct waste treatment plants for domestic and industrial waste, wastewater treatment stations. Select advanced technologies suitable for local conditions. Strengthen inspections and supervision of emissions from industrial and tourism facilities.
5. Infrastructure development
- Develop the transportation system, serving as a driving force for economic development. Maximize the geographical advantages of the province with National Highways 22, 14, and 14C, the light rail from Ho Chi Minh City to Moc Bai, and develop international transportation systems such as road networks (with particular attention to border trade routes with neighboring Cambodia), inland waterway transport in key economic areas like industrial zones and commodity production regions. By 2020, basically stabilize the transportation infrastructure system.
- Enhance the efficiency of irrigation and water conservation by reinforcing all first, second, and third-level irrigation channels, supplementing internal field canals and rice fields. Construct drainage channels synchronously with irrigation channels, flood drainage channels during the rainy season, and land improvement works. Continue investing in projects: the Dau Tieng sub-project (Dau Tieng West Ninh Modernization Water Resources Project), the Tan Bien irrigation sub-project under Phuoc Hoa water resources project, the flood control embankment along the Vam Co River, drainage channel and pumping station systems in Trang Bang, Ben Cau, and Chau Thanh districts.
- Promptly meet the electricity demand for local economic development with high quality and increasingly better service. Successfully complete economic and technical indicators, ensuring continuous and stable power supply, reducing accidents, and minimizing power losses.
Continue expanding existing water supply plants while constructing new water supply systems. Focus investment on urban drainage systems, building wastewater treatment systems and stations meeting national standards. Industrial parks need to establish treatment stations according to their specific characteristics.
IV. ORGANIZATION OF TERRITORIAL SPACE
1. Development of Economic-Social Regions
- Northern Region of the Province
The Northern Region includes Tan Chau, Tan Bien, Duong Minh Chau, and Chau Thanh districts, planning to develop forest conservation areas; develop agriculture towards concentrated cash crop cultivation areas; develop tourism; develop border gate economy with reasonable scale and form medium-sized industrial clusters in conjunction with population resettlement.
- Central Region
The Central Region includes Tay Ninh Town and Hoa Thanh District, planning to develop it into the provincial political, economic, and social center, with Tay Ninh Town as the core (aiming for city status). Develop commercial services, postal and telecommunications, financial banking, tourism... Form and develop clean, high-quality industrial clusters, craft villages, and small-scale industries; develop industries with the formation of urban areas and modern trading and service centers.
- Southern Region of the Province
The Southern Region includes Trang Bang, Go Dau, and Ben Cau districts, planning to develop industrial zones and clusters; rapidly develop commercial services. Develop service and export-oriented industries targeting markets in Cambodia, Thailand... Develop sustainable ecological agriculture; form urban and rural residential points linked with the development of industrial clusters and border gate economies.
2. Urban Space Development
Develop an urban network suitable and based on the distribution of productive forces, participating in economic and social development. Urban areas within the province must be developed and distributed reasonably, creating balance among territorial regions in the province, accelerating the development process of each territorial region towards industrialization and modernization, combining the promotion of urbanization in rural areas and the construction of new countryside. The urban system of Tay Ninh will include: central urban cores of the entire province (Tay Ninh Town, Hoa Thanh District town, Trang Bang urban area, Go Dau District town, Ben Cau District town, Xa Mat Town); district centers; village cluster centers and border gate and industrial market towns.
V. DIRECTION OF PRIORITY RESEARCH AND INVESTMENT PROGRAMS AND PROJECTS

VI. SOME POLICIES AND SOLUTIONS TO IMPLEMENT THE PLAN
1. Mobilize Investment Funds
The total investment capital for the period from 2011 to 2020 is approximately 9 to 13 billion USD. To mobilize the required financial resources, specific policy measures must be implemented to create a favorable investment environment and more effectively utilize the capital.
2. Solutions for human resource development
Improving the quality of human resources is both a goal and a driving force for economic and social development in the province, and it is also the human resource strategy. To develop and enhance the quality of human resources, it is necessary to address the interrelationships among the following three main aspects in a coordinated manner: education and training of people; utilization of people; creation of employment opportunities.
3. Solutions for science and technology development and natural resource and environmental protection
Emphasis should be placed on developing science and technology alongside solutions for capital investment and human resources, thereby creating a set of basic solutions aimed at mobilizing and effectively utilizing resources to implement the socio-economic planning of the Province.
Effectively carry out environmental monitoring and inspection work; establish regulations on waste management, pollution control, and accurately calculate environmental protection costs in new investment projects; implement environmental protection laws; actively promote afforestation programs and water resource conservation; research and apply advanced technologies for large-scale waste treatment or landfill facilities according to international standards.
4. Solutions for macroeconomic management and implementation of planning
- Implement macro-management solutions with the construction of comprehensive policies such as market policies, policies for the development of a multi-sector economy...
Establish appropriate mechanisms and policies to address social issues such as housing and employment for residents who need to relocate due to important projects and programs; preferential policies for the poor.
- Encourage various economic sectors to invest in development, apply advanced science and technology to improve the quality of growth and transform the economic structure towards industrialization and modernization.
- Strengthen management and organization to gradually implement the planning, including: popularizing and mobilizing the public's participation in implementing the Planning; detailing planning contents into agendas and work programs of all levels of party committees and local authorities; regularly updating planning contents; detailing the overall socio-economic development planning of the Province into sectoral development plans, urban and rural construction plans, overall socio-economic development plans of districts and towns, five-year plans, and annual plans.
- Enhance supervision and inspection of planning implementation: after approval, the planning must become a legal document serving as the basis for development activities within the Province; Party organizations, People's Councils, People's Committees at all levels, mass organizations, and the entire population shall organize inspections and supervision of planning implementation.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe overall socio-economic development planning of Tây Ninh Province until 2020, upon approval, serves as the foundation for establishing, reviewing, and implementing specialized planning (construction planning; land use planning and other specialized planning), and investment projects within the Province according to regulations.
Article 3. The Tây Ninh Provincial People's Committee is tasked, based on the objectives, tasks, and directions for socio-economic development outlined in this planning, to take the lead and coordinate with relevant Ministries and sectors to direct the establishment, review, and implementation of the following contents according to regulations:
- Overall socio-economic development planning for districts and towns; urban system development planning and residential points; construction planning; land use planning; industry and sector development planning... to ensure comprehensive and synchronized development;
- Study and formulate, issue, or submit to competent authorities for issuance certain mechanisms and policies suitable for the development requirements of the Province and state laws during each phase to attract and mobilize resources for planning implementation;
- Develop long-term, medium-term, and short-term plans; key development programs; specific projects for focused investment or prioritized phased investment.
- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this planning in accordance with the socio-economic development situation of the Province and the country during each planning phase.
Article 4. Relevant central Ministries and sectors within their functions, duties, and powers are responsible for:
1. Guide and assist the Tây Ninh Provincial People's Committee in researching and formulating detailed planning; study and formulate and submit to competent authorities for issuance certain mechanisms and policies suitable for the socio-economic development requirements of the Province during each phase to effectively utilize resources; encourage and attract investment in line with the development goals and tasks outlined in the planning.
2. Review, adjust, and supplement industry development planning and investment project plans already proposed in the approved overall planning. Support Tây Ninh Province in arranging and mobilizing domestic and foreign investment capital to implement the planning.
Article 5.This Decision takes effect from the date of issuance.
Article 6.The Chairman of the Tây Ninh Provincial People's Committee, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government agencies, Chairmen of provincial and municipal People's Committees under the Central Government are responsible for enforcing this Decision./.
