DECISION
Regarding the adjustment of the restructuring form for certain state-owned enterprises under the People's Committee of Ha Tinh Province
Căn cứ Quyết định số 155/2004/QĐ-TTg ngày 24 tháng 8 năm 2004 của Thủ tướng Chính phủ về ban hành tiêu chí, danh mục phân loại công ty nhà nước và công ty thành viên hạch toán độc lập thuộc Tổng công ty nhà nước;
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the People's Committee of Ha Tinh Province,
DECISION:
Article 1. Adjust the overall restructuring and renewal plan for certain state-owned enterprises under the People's Committee of Ha Tinh Province in 2005 as follows:
1. Shareholding reform, with the State retaining a low shareholding level:
- Traffic Management and Construction Company.
- Export Textile Company Thanh Cong.
2. Convert to a revenue-generating public service unit: Inspection Center 38-01S.
Article 2. Chairman of the People's Committee of Ha Tinh Province
1. Direct the implementation of the restructuring and renewal of directly subordinate state-owned enterprises according to the approved content and schedule. In the process of implementation, for companies that do not meet the conditions for shareholding reform, proactively convert them to other forms such as auction sale, dissolution, bankruptcy, and report.
2. Implement the restructuring of forest farms according to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the restructuring, renewal, and development of state-owned forest farms.
3. Develop a restructuring plan for water supply enterprises in the province, submit for approval.
4. Develop a plan to transfer Ha Tinh Port to operate under the holding company-subsidiary model, submit for approval.
Article 3. The Ministries of Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related agencies shall cooperate with the People's Committee of Ha Tinh Province in implementing this plan.
The Steering Committee for Enterprise Renewal and Development is responsible for urging, guiding, and monitoring the implementation of this plan, and at the same time recommending to
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Ha Tinh Province and heads of relevant agencies are responsible for enforcing this Decision.
