Pursuant to Decision No. 322/QĐ-TTg dated April 19, 2000 of the Prime Minister approving the project "Training scientific and technical cadres at foreign institutions using the state budget";

Pursuant to Decision No. 356/QĐ-TTg dated April 28, 2005 of the Prime Minister adjusting the project "Training scientific and technical cadres at foreign institutions using the state budget";
Pursuant to Decision No. 77/2001/QĐ-TTg dated May 14, 2001 of the Prime Minister regarding costs for training scientific and technical cadres at foreign institutions using the state budget;
Pursuant to agreements or agreements between the Government of Vietnam and other countries on cooperation in the field of education;
Pursuant to the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on the settlement of Vietnam's debt to the Russian Federation signed on September 13, 2000 and Circular No. 3663/VPCP-KG dated July 15, 2004 of the Office of the Government agreeing to the Ministry of Education and Training using the debt settlement funds of Vietnam with the Russian Federation to train Vietnamese cadres abroad;
The Joint Ministries of Finance, Education and Training, and Foreign Affairs amend and supplement Circular Joint No. 144/2007/TTLT-BTC-BGDĐT-BNG dated December 5, 2007 of the Joint Ministries of Finance, Education and Training, and Foreign Affairs guiding the regime, allocation, and management of funds for training overseas Vietnamese students studying abroad from state budget sources, as follows:
Amending and supplementing Circular Joint No. 144/2007/TTLT-BTC-BGDĐT-BNG dated December 5, 2007 of the Joint Ministries of Finance, Education and Training, and Foreign Affairs guiding the regime, allocation, and management of funds for training overseas Vietnamese students studying abroad from state budget sources, as follows:
1. Supplement Point d Clause 3.1 Clause 3 Part I as follows:
2. Amend and supplement Clause 2.1 Clause 2 Section I Part II as follows:
"Overseas students starting their first course when processing departure procedures abroad will be advanced a travel allowance and up to three months' living expenses in Vietnam."
3. Amend and supplement the living expense allowance level specified in Appendix No. 01 as follows:

"For the advance payment of travel expenses, passport and visa fees, and living expenses (up to three months' living expenses), the overseas students will be paid in cash before they leave to study.
- During the period when overseas students return to work or take summer break in Vietnam, if the students request to receive living expenses in cash according to the benefits they are entitled to, the Ministry of Education and Training will process the issuance of living expenses to the students. The amount of living expenses already provided in Vietnam will be deducted accordingly from the total living expenses of the students as stipulated.
Based on the student's application, the Ministry of Education and Training will issue a letter to the State Treasury as the basis for paying living expenses to the students in Vietnam. The Ministry of Education and Training is responsible for monitoring and managing the living expenses provided to the students to ensure that there is no double payment of living expenses."

Article 2. Implementation:
