Issuing technical safety inspection procedures for rust removal guns used in the Ministry of National Defense

Pursuant to Decree No. 39/2016/NĐ-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety Law;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 39/2016/NĐ-CP dated May 15, 2016 of the Government detailing implementation of certain provisions of the Law on Occupational Safety and Health; This Circular applies to individuals who have worked at the Ministry of Justice, Provincial Legal Departments, and relevant agencies and organizations that perform tasks within one of the fields listed in Article 3 of this Circular after ceasing to hold their positions. 9.1.      RUST REMOVAL GUN

9.2.      1. SCOPE AND OBJECTS OF APPLICATION

9.3.      1.1. Scope of regulation:

9.4.          This technical safety inspection procedure applies to initial technical safety inspections, periodic technical safety inspections, and irregular technical safety inspections for rust removal guns included in the list of machinery, equipment, and materials with strict requirements for occupational safety and health in the Military issued by the Ministry of National Defense.

10.         Based on this procedure, technical safety inspection units in the Military shall apply directly or develop specific and detailed procedures for similar types of rust removal guns but must not contravene the provisions of this procedure. Management agencies, units, enterprises, and individuals using rust removal guns have the responsibility to cooperate with inspection units and inspectors in accordance with the law.

Appendix I

- Agencies, units, enterprises, organizations, and individuals managing and using rust removal guns in the Ministry of National Defense (collectively referred to as facilities);

- Units conducting technical safety inspections and inspectors under the Ministry of National Defense;

In cases where the national standards and technical standards cited in this inspection procedure are amended, supplemented, or replaced, they shall be implemented according to the provisions of the amended, supplemented, or replaced documents.

The technical safety inspection of rust removal guns may follow other standards when requested by the user, manufacturer, provided that such standards have technical criteria for safety equal to or higher than those specified in the standards cited in this procedure.

4. TERMINOLOGY AND DEFINITIONS

The technical safety inspection procedure for rust removal guns uses the terms and definitions in the above standards. Some terms and definitions in this procedure are understood as follows:

4.1. Rust removal gun: A system of equipment (hereinafter referred to as equipment) for cleaning the outer surface of shells using high-pressure sandblasting, industrial shot, or mechanical brushes to remove rust and dirt from shell casings.

4.2. Initial technical safety inspection: An activity to assess the technical safety condition of rust removal guns according to the provisions of technical safety standards after installation and before first use.

+ TCVN 8366:2010 - Pressure vessel - Safety technical requirements for design, structure, manufacture;

+ TCVN/QS 960:2012: Lightning protection system for ammunition storage facilities.

In case the national standards and national technical standards cited in this standardization procedure are amended, supplemented, or replaced, they shall be applied according to the provisions of the amended, supplemented, or replacement document.

The technical safety inspection of ammunition cleaning machines may follow other standards when requested by the user or manufacturer, provided that such standards have safety technical criteria equal to or higher than those specified in the standards cited in this procedure.

4. TERMS AND DEFINITIONS

This technical safety inspection procedure uses the terms and definitions set forth in the aforementioned standards. Some terms and definitions in this procedure are understood as follows:

4.1. Ammunition rust removal machine: Is a system of equipment (hereinafter referred to as the equipment) used to clean the outer surface of ammunition shells using pressure shot blasting with industrial sand, steel shot, or mechanical brushes to remove rust and dirt from the shell surfaces.

4.2. Initial technical safety inspection: Is the activity of assessing the technical safety condition of the ammunition rust removal machine according to the regulations of technical safety standards after installation and before its first use.

4.3. Periodic technical safety inspection: Is the activity of assessing the technical safety condition of shot blasting machines according to the regulations of technical safety standards and norms when the previous inspection period has expired.

4.4. Unusual technical safety inspection: Is the activity of assessing the technical safety condition of shot blasting machines according to the regulations of technical safety standards and norms when:

+ After repair, upgrade, or modification that changes the structure of parts affecting the technical safety condition of the shot blasting machine;

+ When reusing a shot blasting machine that has been inactive for twelve months or more;

+ After changing ownership or upon request from the user facility or the competent authority responsible for technical safety.

5. INSPECTION STEPS

When conducting a technical safety inspection of shot blasting machines, it must be carried out sequentially through the following steps:

- Step 1. Review the equipment file and history;

- Step 2. Visual inspection and technical examination inside and outside;

- Step 3. Technical testing;

- Step 4. Operation check;

- Step 5. Processing the inspection results.

Note:

Subsequent inspection steps can only be conducted if the requirements of the previous step have been met.

Prior to performing technical inspections: The equipment must be thoroughly cleaned; safety measures must be implemented; the facility must have witnesses for measurement and testing.

6. EQUIPMENT AND TOOLS FOR INSPECTION

Requirements for equipment and tools for inspection must be appropriate for the object being inspected and must be calibrated and tested according to regulations, including:

6.1. Equipment for visual inspection:

- Non-contact temperature measuring device;

- Ground resistance measuring device;

- Insulation resistance measuring device (Megohmmeter);

- Speed measuring device;

- Standard projectile model;

- Safe lighting with a voltage not exceeding 12V;

- Magnifying glass with suitable magnification;

- Internal inspection equipment: Endoscope;

- Ultrasonic thickness gauge;

- Shot blasting equipment (surface cleaning);

- Measuring and mechanical tools: Tape measure, caliper, ruler; pliers, wrenches, and other related tools.

6.2. Equipment for durability and tightness testing:

- Standard pressure generating equipment suitable for the test object's pressure;

- Leak detection devices and soap solution spraying equipment.

6.3. Measurement equipment:

Sample pressure gauges with accuracy and scale suitable for the test pressure, still within the calibration validity period.

6.4. Other specialized measuring and testing equipment (if necessary).

7. INSPECTION CONDITIONS

When conducting inspections, the following conditions must be ensured:

- The equipment must be in a state ready for inspection;

- The equipment's files and documents must be complete;

- Environmental and weather factors must not affect the inspection results;

- Safety and hygiene conditions must meet the requirements for inspecting the equipment.

8. PREPARATION FOR INSPECTION

Before conducting inspections, the following preparatory work must be carried out:

8.1. Unify the inspection plan:

The unification of the inspection plan, preparation work, and coordination between the inspection unit and the equipment user facility must meet the following requirements:

- Prepare the system equipment's files and documents fully as required;

- Remove sand (shot), clean the interior and exterior of the blast pot thoroughly;

- Prepare human resources and materials for the inspection; ensure participation and witness personnel;

- Implement other labor safety measures (if necessary).

8.2. Check the files and history:

Based on the inspection procedures, review and examine the following files:

8.2.1. For initial inspection:

8.2.1.1. Files and history of the pressure vessel: Check according to the template specified in QCVN: 01:2008/BLĐTBXH, paying attention to reviewing the following documents:

- Specifications of the metal material and welding metal;

- Calculations of the strength of pressure-bearing components;

- Drawings showing all key dimensions;

- Operating, maintenance, and repair instructions;

- Certificates of conformity issued by authorized organizations according to regulations for pressure vessels.

8.2.1.2. Factory release documents of the pressure vessel:

- Certificates of metal material and welding metal;

- Inspection results of weld quality;

- Factory acceptance test report.

8.2.1.3. Calibration reports of measuring instruments; grounding inspection records, protective equipment.

8.2.1.4. Files and history of the pipeline system, paying attention to reviewing the following documents:

- Design drawings, pipeline diagrams, and system components;

- Description of working pressure levels, specifications, and lengths of pipelines;

- Operating, maintenance, and repair instructions;

- Material or metal specifications, welding metal, fastening details, flanges (if applicable).

8.2.1.5. Installation files:

- Name of installation and using facility;

- Installation design;

- Characteristics of additional materials used during installation;

- Test results of strength and tightness of each component and section during installation (if applicable);

- Equipment placement: Layout plan, safety distance regulations, electrical system, lighting system, lightning protection system;

- Acceptance report of the pipeline system and overall equipment;

Note:

Contents 8.2.1.1 to 8.2.1.5 are only performed for shot blasting machines using compressed air for shot or sand blasting.

8.2.1.6. Files and history of explosion-proof electric motor:

- Certificate of conformity;

- Technical specification sheet (on the motor label).

8.2.1.7. Files and history of mechanical shot blasting machines using brushes for friction testing, checked according to Model Number 01/08/QK-SC.

8.2.2. For periodic inspection:

- Stored history, inspection records, and previous inspection result certificates;

- Usage management, operation, maintenance, and related safety inspection records concerning the equipment's condition.

8.2.3. For unusual inspection:

Examine the files as stipulated in 8.2.2 and supplement the following files:

- In case of repair, modification, or upgrade:

+ Related repair, modification, and upgrade files, and acceptance records after repair, modification, or upgrade involving pressure-bearing components (if applicable);

+ Installation and acceptance records after repairing explosion-proof electric motors (if applicable).

- In case of structural or installation position change: supplement installation files.

Evaluation:

The file and history inspection results meet the requirements when:

- The file and history of the shot blasting machine are complete and meet the inspection requirements mentioned above and are consistent with the design;

- If the conditions are not met, the facility must take corrective measures and establish supplementary files and histories.

8.3. Preparation of personnel and equipment for inspection:

Arrange inspectors, witnesses to the inspection, and appropriate equipment to serve the inspection process.

8.4. Preparation of safety measures during inspection:

Determine and agree on safety measures with the facility before conducting the inspection. Ensure that all necessary personal protective equipment and tools are fully prepared to guarantee safety during the inspection process.

9. CONDUCTING THE INSPECTION

The inspection of the shot blasting machine focuses on inspecting pressure vessels (shot blast pots, sand), explosion-proof electric motors, and other general safety mechanisms. For external pressure systems installed outside the building housing the equipment, they are considered compliant when the technical safety inspection records remain valid within the inspection cycle. Inspections related to pressure vessel testing are only conducted on machines using compressed air with shot blast pots, sand. The inspection follows the following sequence:

9.1. External Technical Inspection:

9.1.1. Space, floor plan, distances between installation positions.

9.1.2. Lighting system, power supply, control system.

9.1.3. Control panel, hanging brackets.

9.1.4. Electrical system and static electricity grounding: Wires must be bundled, enclosed in protective tubing, and securely fastened. Static electricity grounding posts and wires must be fully equipped and firmly connected.

9.1.5. External inspection of synchronization, completeness, structure, and reasonable layout for safe operation, including proper shot blast pot operation according to technical specifications and welding processes; inspect metal surfaces and degree of corrosion; determine the shape and rigidity of shot blasting machine components.

9.1.6. Check technical parameters on the device's exterior, components against the design and records.

9.1.7. Inspect the condition of safety devices, measuring instruments, and auxiliary equipment regarding quantity, type, and technical parameters compared to design and specified standards.

9.1.8. Inspect pipelines, valves, connecting parts, and pipe accessories installed on the system regarding quantity, type, and technical parameters compared to design and specified standards.

9.1.9. Inspect the condition of auxiliary equipment, lubrication systems to drive joints, slides, and other attachments serving the system's operation (if applicable).

9.1.10. Conduct external technical inspection of oil separators (if applicable).

9.1.11. Inspect ventilation systems, cooling structures, lubricant and coolant quantities for system components. Verify the safety valve exhaust ports meet standard conditions.

Evaluation criteria follow the design documentation provisions.

During external inspections, pay attention to detecting the following factors:

- Cracks, fractures, dents both inside and outside the equipment;

- Metal corrosion status of components;

- Technical condition of accessories, measuring instruments, and safety mechanisms;

- Tightness and sealing of connecting parts;

- Enclosure status of machinery clusters and drive components;

- Stability of support bearings;

- Shaft concentricity and mechanical clamping group;

- Condition of explosion-proof electric motors;

Evaluation:

The results of the external technical inspection meet requirements when:

- The shot blasting machine is clean, operates smoothly, support bearings are lubricated, and drive components are properly enclosed;

- Clusters and groups of components are complete and consistent with the design;

- Electrical systems and grounding wires are intact and securely connected according to explosion-proof regulations;

- Measuring, safety, and auxiliary equipment are fully present;

- Shot blast pots under pressure comply with Clause 3 of TCVN 6155:1996 and Clause 8 of TCVN 8366:2010, without cracks, bulges, or dents.

- Shot blast media (sand) conveying pipes are intact, securely connected, and firmly assembled.

9.2. Internal Technical Inspection:

Internal technical inspection for shot blast pots (if applicable):

9.2.1. Inspect the condition of the metal surface under pressure inside the shot blast pot.

9.2.2. Inspect dirt, rust, and corrosion on the inner metal surface of the shot blast pot.

9.2.3. Inspect welds and metal surfaces of pressure-bearing components of the pressure vessel. If there is doubt, require the facility to apply additional inspection methods to accurately assess.

9.2.4. For areas where internal inspection cannot be performed during the inspection, technical condition checks must be carried out according to the manufacturer's technical documentation. Documentation must clearly state the items, methods, and procedures for inspection.

9.2.5. When internal inspection is impossible due to the structural characteristics of the sand shot blast pressure vessel, hydraulic testing at specified pressure can replace internal inspection, and visible parts can be inspected.

9.2.6. If defects reducing the pressure vessel wall strength are found (such as thinning walls, worn welds, and other related issues), reduce operating parameters. Parameter reduction must be based on recalculated strength data from actual measurements.

Evaluation:

The results of the internal technical inspection meet requirements when:

- Comply with Clause 3 of TCVN 8366:2010.

- There are no cracks, bulges, dents, or excessive corrosion on pressure-bearing parts and welds.

9.3. Technical Inspection and Testing:

9.3.1. Technical Inspection and Testing of Pressure Vessels (Shot Blast Pots):

9.3.1.1. Must comply with the manufacturer's specifications if test pressures, tightness tests, test media, and high-pressure maintenance times exceed the standards applied in this process.

9.3.1.2. Pressure vessels are exempt from initial durability testing if the factory test date does not exceed 18 months, are well-preserved, and show no signs of impact or deformation during transportation and installation. The inspection report must clearly state the reasons and attach the factory test reports and installation acceptance reports (if available).

9.3.1.3. During the inspection and testing process, isolation measures must be implemented to ensure that automatic protection devices and measuring equipment are not damaged at test pressure. If this cannot be guaranteed, these devices must be removed from isolation.

9.3.1.4. Durability Testing

- The durability testing period shall not exceed once every six years. In cases where irregular inspections are conducted according to Clause 3.12 of TCVN 6156:1996, durability testing must be performed;

- The testing medium shall be water or gas (non-corrosive, non-toxic substances), with the temperature of the testing medium being below 50°C and not more than 5°C lower than the ambient temperature;

- Test pressure and time for maintaining test pressure during initial inspection or regular and irregular inspections as specified in Table 1 below.

- Testing Procedure:

+ Loading the testing medium: Fully load the testing medium into the system (note the blowing and venting of residual sand, grit, and dirt inside the tanks);

+ Gradually increase the pressure (to avoid sudden expansion which may damage the tanks);

+ Maintain the test pressure as prescribed;

+ Monitor and detect any deformation, cracking, etc., during the test;

+ Gradually reduce the pressure back to the working pressure and maintain it throughout the inspection. Then reduce the pressure to zero. Check and address any deficiencies (if any) and recheck the results.

- In cases where liquid testing is not feasible due to stress on the foundation, floor, or difficulty in draining the liquid medium, or due to internal lining preventing the entry of the liquid medium, gas endurance testing is permitted.

+ Gas testing is only allowed when there are satisfactory results from external and internal technical inspections and calculations based on direct measurements on the tank.

When conducting gas testing, the following safety measures must be applied:

+ Valves and pressure gauges on the gas supply line must be moved away from the tank location or placed outside the room containing the tank;

+ During the time the tank is under gas test pressure, unauthorized personnel must stay at a safe distance;

+ Check the seal using soap solution or other methods. It is strictly prohibited to strike the tank wall with a hammer while it is under gas pressure.

Evaluation:

The technical inspection test results meet requirements when:

+ There is no cracking;

+ No bubbles, mist, or leakage through welds or connections are found;

+ No deformation is detected;

+ The pressure does not decrease at the test pressure level. If the pressure drops by no more than 3% over the maintenance period due to minor leaks at valves, flanges, etc., the endurance test is considered successful.

9.3.2. Electrical Safety Inspection.

Electric motors used in shot blasting machines must comply with Group II explosion-proof standards as stipulated in TCVN 6734:2000 with a protection level of IP44 or higher:

9.3.2.1. Inspect Flange Gaps of Electric Motor as specified in Table 2.

Use a feeler gauge to measure and inspect the gaps of all joints on the motor housing. These gaps must conform to the manufacturer's design (IP) and the flange gap must not exceed the values listed in Table 2.

9.3.2.2. Inspect Fastening Mechanism.

- Inspect Bolts:

+ All bolts of the fastening mechanism must be securely tightened so that they cannot be loosened with ordinary tools and require specialized tools to remove;

+ The bolts of the fastening mechanism must be made of suitable materials compatible with the housing material;

+ Inspect the condition of the bolts: They must be complete and correct according to the design specifications.

- Inspect Joint Seals, Bolt Protection Holes: They must be sealed tightly.

- Inspect Cable Conduits: They must securely hold cables and wires, ensuring that mechanical impacts from the outside do not generate torque or twisting moments on the wire cores at the connection points.

- Inspect Rubber Gaskets, Cable End Plugs: The inner diameter of the rubber gasket must match the outer diameter of the cable, and the outer diameter of the rubber gasket must fit the inner diameter of the cable funnel; the rubber gasket must have good elasticity and not crack; unused cable funnel openings must be sealed with steel plugs, rubber, or asbestos to ensure explosion safety.

9.3.2.3. Inspect Grounding Resistance of Explosion-Proof Electric Motors.

The measured grounding resistance of explosion-proof electric motors shall not exceed 2Ω.

9.3.2.4. Measure Insulation Resistance of Electric Motors.

Follow the provisions of TCVN 1987:1994. The insulation resistance between coils and between coils and the machine base must be > 0.5 MΩ.

9.4. Operation Inspection:

9.4.1. Verify all conditions necessary for normal operation of the equipment system.

9.4.2. Inspect the operating condition of the shot blasting drum (sand), electric motor, drive mechanism, and accompanying accessories. Inspect the operating condition of measurement and protection devices (if applicable).

9.4.3. When the system stabilizes, increase the pressure to check and calibrate the working pressure of the safety valve, and affix a seal to the safety valve.

9.4.4. The safety valve can be calibrated and sealed during the operational testing process.

9.4.5. The calibration value of the safety valve (if applicable) must be adjusted and sealed according to the manufacturer's requirements but shall not exceed the following values:

- Plv + 0.5 bar - When the working pressure reaches 3 bar;

- Plv+ 15% P|V - When the working pressure exceeds 3 bar up to 60 bar;

9.4.6. Inspect Moving Parts of Equipment.

- Switches and buttons must operate smoothly;

- Reversing mechanisms must work accurately according to the forward and reverse travel;

- Moving mechanisms must operate smoothly without jamming or friction;

- Ensure concentricity and clearance of rotating and clamping mechanisms.

Evaluation:

The results meet requirements when the system, auxiliary equipment, and measurement and protection devices operate normally, and working parameters remain stable.

10. HANDLING INSPECTION RESULTS

10.1. Prepare Inspection Records:

The records must follow the format specified in Appendix II of this Procedure.

10.2. Approve Inspection Records:

The participants involved in the inspection verification process must include:

- Representative of the facility or person authorized by the facility;

- Person assigned to participate and witness the inspection;

- Inspector conducting the inspection.

When the record is approved, the inspector, the person witnessing the inspection, the representative of the facility or the person authorized by the facility shall sign and stamp the record. The record is made in two copies, each party retains one copy.

10.3. Summarize the inspection results in the equipment history:

Clearly state the inspector's name, date, month, year of inspection, and signature.

10.4. Affix the inspection seal:

The inspector affixes the inspection seal when the equipment meets the requirements (the seal model follows the regulations of the Ministry of National Defense). The seal is placed in a visible position.

10.5. Certify the inspection results:

10.5.1. When the equipment passes the technical safety inspection requirements, the inspection unit issues a certificate of inspection results within five working days from the date the inspection record is published at the facility.

10.5.2. When the equipment does not meet the inspection requirements, only steps 10.1 and 10.2 are carried out; the facility is provided with an inspection record clearly stating the reasons for non-compliance, recommendations for rectification, and deadlines for addressing these recommendations; simultaneously, the inspection record and notification are sent to the competent authority under the Ministry of National Defense responsible for managing the installation and use of the equipment.

11. INSPECTION PERIOD

11.1. For equipment used less than ten years, the regular inspection period is every two years. For equipment used for ten years or more, the regular inspection period is annually.

11.2. If the manufacturer specifies a shorter inspection period or if the facility requests it, the provisions of the manufacturer or the facility's request shall be followed.

11.3. When shortening the inspection period, the inspector must specify the reasons in the inspection record.

11.4. When the inspection cycle is specified in national technical standards, it shall be carried out according to the provisions of those standards.

11.5. In case of abnormal inspections, follow the provisions at 4.4 of this procedure.
