DECISION
Regarding the approval of the Master Plan for Urban Construction of Can Tho City until 2025 Cần Thoo city by 2025

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Construction Law dated November 26, 2003;
Pursuant to Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on Construction Planning;
Considering the proposal of the Minister of Construction at Document No. 35/TTr-BXD dated June 12, 2006, and the proposal of the People's Committee of Can Tho City at Document No. 61/TTr-UBND dated December 16, 2005 regarding the approval of the Master Plan for Urban Construction of Can Tho City until 2025.
DECISION:
Article 1. Approve the Master Plan for Urban Construction of Can Tho City until 2025 with the following main contents:
1. Scope and Scale
The planning scope includes the entire administrative boundaries of Can Tho City with an area of 139,000 hectares.
2. Nature: It is the industrial, commercial-service, tourism, education-training, science-technology, healthcare, and cultural center of the Mekong Delta region; it is the gateway city of the lower Mekong Delta; an important hub for regional transportation and international transit; and has a strategic position concerning national defense and security.
3. Population Scale
- By 2015: The total population of the city is approximately 1,300,000 people, including about 700,000 people in the urban area;
- By 2025: The total population of the city is approximately 1,600,000 to 1,800,000 people; of which, the urban area population is approximately 1,000,000 to 1,100,000 people;
4. Land Construction Scale
- By 2015: The land for urban construction is approximately 14,750 hectares with a standard of 200 to 210 square meters per person, including residential land of 4,296 hectares with a standard of 65 to 70 square meters per person;2- By 2025: The land for urban construction is approximately 22,000 to 23,000 hectares with a standard of 220 to 230 square meters per person, including residential land of 8,300 to 8,500 hectares with a standard of 80 to 85 square meters per person;2/person.

a) The main directions for development of the city are as follows:
- To the northwest along the Hau River, develop the Thot Not urban-industrial-service area, the high-tech urban area north of O Mon Canal, and the heavy industry zone connected to the port south of O Mon Canal;
- To the southeast along the Hau River, develop the Cai Rang South urban-port-industrial area on the Mekong River;
- To the southwest, develop an eco-urban area connected to natural conservation zones and fruit orchards;
- To the west, develop suburban agricultural belts.
b) Functional Zones
- Residential areas (with an area of approximately 5,400 to 5,800 hectares), including:
+ Existing residential areas that need renovation, beautification, and strict management in terms of planning, architecture, and protection of historical and architectural landscape heritage, including: the central urban area (with an area of 1,000 hectares, population around 250,000 people) comprising built-up areas in wards under the districts of Binh Thuy and Ninh Kieu in the central area and along streets Hoa Binh, 30/4, 3/2, Tran Hung Dao, National Highway 91 and 91B; existing residential areas in Cai Rang, O Mon, and Thot Not (with an area of 450 hectares, population around 150,000 people).
+ New residential areas developed according to urban development projects with a synchronized infrastructure system, modern architecture, including:
* Residential areas along National Highway 91B, north of Cai Khe Island, and Binh Thuy District (with an area of 1,200 to 1,300 hectares, population around 200,000 people) should utilize the Hau River waterfront, construct high-rise buildings as focal points of the new city front along the Hau River;
* Residential areas along the Mekong River and south of the new National Highway 1A in Cai Rang District (with an area of 700 to 800 hectares, population around 120,000 to 150,000 people), mainly located in wards Hung Phu, Hung Thanh, and Phu An, developing low-rise residential areas suitable for the riverine environment combined with some high-rise focal point buildings in the central area, along the Mekong River and Hau River;
* Residential areas within the heavy industrial urban area of O Mon located south of O Mon River and southeast of National Highway 91 (with an area of 850 hectares, population around 120,000 to 150,000 people), developing mixed high-rise and low-rise residential areas;
* Residential areas within the high-tech urban-industrial area north of O Mon River in wards Thoi An and Thoi Long (with an area of 400 to 500 hectares, population around 70,000 people). The urban area will be modernly constructed, integrated with the river landscape;
* Residential areas within the eco-urban area of Phong Dien located along the Mekong River in communes My Khanh, Giai Xuan, and Nhon Nghia (with an area of 350 hectares, population around 70,000 people), developing low-rise residential areas;
* Residential areas in the Thot Not - Lot Te area (with an area of 600 hectares, population around 100,000 to 120,000 people).
- Industrial, warehouse, and port areas (with an area of approximately 3,000 to 3,800 hectares), including:
+ The Hung Phu 1 and Hung Phu 2 industrial zones connected to Cai Cui Port (approximately 600 to 700 hectares);
+ The O Mon industrial and port zone: heavy industry connected to power plants and cement factories (approximately 800 to 900 hectares);
+ The high-tech zone north of O Mon (approximately 400 hectares);
+ The Thot Not industrial and port zone along the Hau River and Cai San Canal (approximately 1,000 to 1,200 hectares);
+ The system of ports and cargo warehouses including the international port at Cai Rang; industrial ports at Tra Noc and Thot Not; tourist ports at Ninh Kieu (approximately 300 hectares).
In addition, reserve land (approximately 4,000 hectares) at the Hau River and Co Do farms for industrial and urban development when necessary.
- Service and specialized centers, including:
+ Regional centers (with an area of approximately 400 to 500 hectares), including:
* Financial, insurance, banking, trade-tourism service center (approximately 150 hectares) located in the central districts of Ninh Kieu and Binh Thuy; the new urban area south of the Mekong River and islands on the Hau River;
* Regional sports center (approximately 120 hectares) located on National Highway 91B in Binh Thuy District;
* Tay Do Cultural Center (approximately 120 hectares) located in the new urban area south of the Mekong River, Cai Rang District;
* Regional trade center located in Cai Rang, Ninh Kieu, and Thot Not districts;
* Regional health center located on National Highway 91B, combining the construction of specialized hospitals in the high-tech urban area;
* Ecological tourism area located in Binh Thuy District and Phong Dien County.
+ Administrative, cultural, and commercial service centers of the city (with an area of approximately 120 hectares) located in Ninh Kieu District and the new urban area south of the Mekong River.
+ The administrative, cultural, and commercial service center of the city (with an area of approximately 120 hectares) will be located in Ninh Kieu district and the new urban area south of the Hau River in Can Tho.
+ Urban centers (area approximately 100 - 120 hectares): located in the Southern Can Tho urban area, O Mon heavy industrial urban area, O Mon high-tech urban area, Thot Not service industry urban area, Phong Dien ecological urban area.
+ High-tech agricultural center specialized in advanced techniques: located in the area of the Mekong Delta Rice Institute.
- Green areas and water parks (area approximately 3,000 hectares), including:
+ Urban park area (approximately 700 - 800 hectares) located along the Hau River, Can Tho River, and within various urban areas;
+ Cau Au, Cau Son, Tan Loc Island Ecological Tourism Area (approximately 1,300 hectares);
+ Ecological tourism area with fruit orchards, lakes, and rivers (approximately 250 - 300 hectares) located in the Phong Dien Ecological Urban Area;
+ Golf course areas (approximately 500 - 600 hectares) located in O Mon, Cai Rang, and Binh Thuy districts.
In addition, there is a system of green spaces and parks within the ecological tourism areas and islands.
+ Suburban area: with the function of developing satellite cities, buffer zones, ecological areas, and tourism development, including:
* Research and experimental production bases for rice, vegetables, fruits; poultry, livestock, shrimp, and fish breeds (area approximately 200 hectares);
* Central towns of counties and suburban areas of Vinh Thanh, Thanh An towns (Vinh Thanh district); Co Do, Thoi Lai towns (Co Do district).
c) Regarding urban architecture and landscape
- Heritage architecture conservation area, historical, cultural sites, and restricted development zone (central urban area): reduce building density, increase green space area, raise average building height; preserve and enhance architectural works of value; combine protection of riverfront landscapes along the Hau River, Can Tho River, and Rach Cai Rang, Om Mon, Binh Thuy, Tra Noc.
- New construction area: develop modern, high-rise architecture combined with green space along National Highway 91, 91B, Mau Than - Tra Noc Airport roads, and in new residential areas.
- Landscape preservation area: no construction projects; natural conservation and ecological areas need to be preserved; preserve orchard ecological areas connected with rivers and canals combined with agricultural belts.
- Riverfront landscape area: organize green spaces and water surfaces, combining the placement of some high-rise architectural structures to create focal points for the city.
6. Orientation for the planning and development of technical infrastructure
a) Transportation
- Main indicators:
+ Land area for transportation approximately 4,090 hectares, of which land area for external transportation approximately 2,210 hectares; urban transportation land area approximately 1,880 hectares.
+ Ratio of urban transportation land: 20 - 22%, of which static transportation 3 - 4%.
+ Total length of main city roads: approximately 362 km, of which renovation and upgrading approximately 116 km; new construction approximately 246 km.
+ Urban transportation land indicator: 19 - 21 m/person.2/person.
- External transportation
+ Road transportation: includes National Highway 1A (section passing through Can Tho City has right-of-way width of 80 m); National Highway 80 (section passing through residential areas has right-of-way width of 45 m); National Highway 91B extended southward (south of the Hau River, right-of-way width of 80 m); proposed expressway connecting the axis of National Highway 80 and Route N2 passing through An Giang Province (right-of-way width of 95 m).
+ Waterways: including international waterway on the Hau River; inland waterway includes Cai San Canal, Can Tho River, Xa No Canal, Om Mon Canal, Thot Not Canal.
+ Railways: combined with bridges over the Hau River in the O Mon District area, crossing National Highway 91C to Long Xuyen, Ca Mau, and connecting with Cai Cui Port.
+ Air transport: Trà Nóc Airport upgraded and expanded into an International Airport.
- Internal transportation
+ Roads:
* Main urban axes:
Vertical axes include: existing National Highway 91 from the intersection with Hung Vuong Street extending to Om Mon becoming the main urban axis (right-of-way width of 40 m); Mau Than Street extended from Nguyen Van Cu Street to Trà Nóc Airport (right-of-way width of 50 m); existing National Highway 91B from Route 3/2 to the Om Mon Industrial Zone (right-of-way width of 80 m); proposed National Highway 91C connecting from National Highway 1A to Om Mon and merging with the existing National Highway 91 to become the northwest-southeast traffic axis (right-of-way width of 72 m).
Horizontal axes: renovate and complete existing main axes such as Hoa Binh Avenue, 30/4 Street, Tran Phu Street, Hung Vuong Street, Tran Hung Dao Street, and 3/2 Street (right-of-way width of 30 m to 40 m); construct new Nguyen Van Cu Street extension (right-of-way width of 34 m) and horizontal axes (right-of-way width from 51 m to 53 m).
Main axes in the region connecting urban functional areas (right-of-way width from 30 m to 35 m).
* At intersections between external traffic axes, expressways, railways, and main city roads: construct multi-level interchanges.
At intersections between main city streets: widen at-grade intersections or design roundabouts.
* Construct a new city bus terminal in the area where National Highway 1A intersects with the proposed expressway in Cai Rang District (approximately 15 - 20 hectares). Existing bus terminals in the city center will be converted into bus stops. In new urban areas like Om Mon, Thot Not, and Ngua Ba Lot Te, build intercity bus terminals combined with bus stops.
* Arrange parking lots in central public areas of the city.
+ Waterways: dredge canals and streams to ensure passage for vehicles with up to 5 tons capacity. The main passenger ferry terminal is located in the existing Can Tho Ferry Terminal area. Tourist boat terminals are located in the Ninh Kieu area. Renovate and construct additional cargo and passenger terminals on major city rivers at residential areas along the rivers and streams.
b) Land leveling
- For existing urban areas: construction ground level suitable for each area and urban functions, including central urban areas, areas near rivers that can effectively drain surface water, non-flooded grounds without erosion. Minimum slope of 0.4%.
- For new urban areas: leveling and filling consistent with controlled elevation, combining natural topography utilization, retaining rivers and streams to support drainage and create urban scenery.
- Source of fill material: extract sand from the Hau River; create and dredge lakes and rivers.
c) Stormwater Drainage
- System: choose separate stormwater drainage system.
- Watershed: according to small watersheds following canal and stream systems.
- The riverbank protection zone shall be managed in accordance with water boundary regulations.
d) Water Supply
- Water Demand
+ Total amount of water supplied for domestic use: 200,000 - 250,000 m³/day.3/day.
+ Total amount of water supplied for industrial use: 80,000 - 90,000 m³/day.3/day.
- Water Sources
+ Utilize surface water from the Hau River and Can Tho River. Utilize groundwater for areas far from surface water sources.
+ Key facilities: Can Tho Water Plant I (capacity 40,000 m³/day); Can Tho Water Plant II (increased to 60,000 m³/day); Tra Noc Water Plant (increased to 60,000 m³/day); Thot Not Water Plant (increased to 20,000 m³/day). Construct additional water plants: Hung Phu (60,000 m³/day); Hung Thanh (40,000 m³/day); Thuan Hung (40,000 m³/day). In the future, when the Thot Not area develops over 1,000 hectares of industrial land, construct an additional water plant with a capacity of 40,000 - 50,000 m³/day.3/day); Can Tho Water Plant II (increased to 60,000 cubic meters/day);3/day); Tra Noc Water Plant (increased to 60,000 cubic meters/day);3/day); Thot Not Water Plant (increased to 20,000 cubic meters/day).3/day). Construct additional water plants: Hung Phu (60,000 cubic meters/day);3/day); Hung Thanh (40,000 cubic meters/day);3/day). In the future, when the Thot Not industrial area develops over 1,000 hectares of land, construct an additional water plant with a capacity of 40,000 to 50,000 cubic meters/day.3d) Power supply3/day.
d) Supply of electricity
- Electricity load by 2025: 530,200 kW.
- Power source: national power grid through Tra Noc, Om Mon power plants and high-voltage transmission lines in the southern region.
- Power grid: retain distribution networks at 22 kV and 0.4 kV; upgrade and redesign underground networks in new urban areas and city centers.
e) Wastewater treatment, environmental sanitation
- Domestic wastewater:
+ Central urban area: construct treatment stations in the Hung Phu area discharging into the Hau River and in the Long Tuyen area discharging into the Binh Thuy River.
+ Southern industrial port urban area: collect centrally to the treatment station in the Hung Phu area.
+ High-tech urban area: construct separate treatment stations.
+ Eco-town: apply biological treatment solutions based on terrain, including pond excavation.
+ At towns: construct treatment stations before discharging into canals and streams.
- Industrial wastewater:
+ Wastewater from factories and enterprises within the city: treat locally to meet standard B limits before discharging into the urban drainage system.
+ Concentrated industrial zones: wastewater must meet standard A limits before discharge into the environment; treated locally in each factory and then at centralized treatment stations.
+ Hospital wastewater: treat locally and disinfect before discharging into the urban drainage system.
- Environmental sanitation:
+ Solid waste: establish disposal sites serving the inner city area in Truong Thanh Commune (15 km from the city center, with an area of 120 ha, planned to expand to 200 ha). Establish disposal sites serving suburban districts in Thanh Loc Commune, Thot Not District (20 ha, planned to expand to 50 ha).
+ Cemeteries: concentrate burials at the cemetery in Dinh Mon Commune, Co Do District serving the southern part of the city; the cemetery in Trung Nhat Commune, Thot Not District (50 ha) serving the northern part of the city.
7. Measures for environmental protection and river landscape conservation:
- Strictly control domestic and industrial wastewater before discharging into rivers and canals;
- Plant and protect green belts along rivers and canals, creating open spaces for the city;
- Control the exploitation of eco-tourism activities in river mouths and islands.
8. Initial construction planning and priority investment programs and projects:
a) Main infrastructure investment projects:
- Upgrade and expand Trang Noc Airport to an international airport;
- Construct a loop connecting National Highway 1A with National Highway 80;
- Construct the Can Tho-Xa No-Vi Thanh road;
- Construct embankments along the Hau and Can Tho Rivers in the inner city area;
- Construct the West Capital Cultural Center;
- Construct the National Sports Training Center;
- Construct the Central General Hospital of Can Tho;
- Construct the University of Medicine and Pharmacy of Can Tho;
- Construct the embankment of Cai Khe Island;
- Construct the flood protection dike of Tan Loc Island;
- Construct roads and bridges across Khuong Island.
- Construct the Mau Than-Trang Noc Airport road;
- Construct the Boi Tong-Mot Ngan road;
- Upgrade and expand Cai Cui Port according to the planning of Cluster Port Number 6.
b) Central Urban Area:
- Implement urban infrastructure projects such as external traffic routes, upgrading internal routes; prepare technical, water supply, and wastewater treatment systems for the inner city area;
- Renovate existing urban areas, particularly the central city area, while developing new urban projects along National Highway 91B.
c) New Urban Area South of the Can Tho River:
- Construct the West Capital Cultural Center;
- Develop Cai Cui Port and Cai Cui Industrial Zone;
- Implement housing development projects.
d) Heavy Industry Urban Area:
- Develop Trang Noc Industrial Zone Phase II and new urban areas linked to the industrial zone.
đ) High-Tech Urban Area: attract investment in training and research facilities.
e) Phong Dien Eco-Urban Area:
- Upgrade the circular road and Nguyen Van Cu extension;
- Study detailed planning and development projects for eco-tourism areas.
g) Thot Not Industrial-Services Urban Area:
- Expand and develop the industrial zone and Thot Not Trade Center at the intersection of Route Lutetia;
- Form new urban areas linked to the industrial zone.
h) Suburban Areas:
- Renovate and upgrade infrastructure in district townships and other towns in suburban districts, facilitating connections between rural areas and inner-city urban areas;
- Upgrade community clusters.
Article 2. People's Committee of Can Tho City:
1. Announce the Master Plan for Construction of Can Tho City until 2025 for organizations and individuals to know and implement; organize the implementation of the plan in accordance with the law.
2. Issue the Construction Management Regulations according to the approved Master Plan for Construction of Can Tho City until 2025.
3. Organize the preparation and approval of detailed plans and investment projects in accordance with the law.
4. Coordinate with the Ministry of Transport to determine the location, route direction, and scale of external transportation works within the city.
5. Strictly manage the construction land fund, have plans for land use that are appropriate to capital and the capabilities of investors, avoid hoarding land and misusing it, ensuring effective utilization of land for city development; manage and use land in accordance with the provisions of the law on land.
Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.
The Chairman of the People's Committee of Can Tho City, the Minister of Construction, and the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, relevant organizations, and individuals shall be responsible for implementing this Decision./.
