Pursuant to the Law on Legislative Regulatory Acts dated November 12, 1996, and the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Acts dated December 16, 2002;
Pursuant to Decree No. 86/2003/ND-CP dated July 18, 2003, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 104/2004/ND-CP on the Official Gazette of the Socialist Republic of Vietnam;
Pursuant to Circular No. 04/2005/TT-VPCP dated March 21, 2005, guiding the implementation of Decree No. 104/2004/ND-CP dated March 23, 2004, of the Government on the Official Gazette of the Socialist Republic of Vietnam for central-level activities;

Article 2. This Decision shall take effect from the date of signing.
