DIRECTIVE

On the use of state budget funds to purchase assets, materials, and equipment for constructing agency headquarters and administrative management purposes

 

In recent times, many agencies and units have used state budget funds or funds derived from the state budget to purchase expensive assets, materials, and equipment produced abroad for constructing agency headquarters and administrative management purposes, while many types of such assets, materials, and equipment are already being produced domestically and meet the requirements and provide effective use. This situation is quite common and prolonged; it does not set a good example in implementing the policy of thrift and using domestically produced goods. This also creates loopholes that lead to corruption and waste.

To contribute positively to the implementation of thrift and the prevention of waste, and to create conditions to promote domestic production, the Prime Minister requests:

1. As of October 1, 2001, all agencies and units must purchase assets, materials, and equipment with state budget funds for constructing agency headquarters and administrative management purposes from domestic sources (except for types of assets, materials, and equipment that are currently not produced domestically). 2. The Ministry of Finance shall take the lead in coordinating with relevant agencies to provide specific guidance on the implementation of this policy in accordance with actual circumstances.
