Pursuant to Decree No. 90/2002/NĐ-CP dated 11/11/2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated 27/10/2003 of the Prime Minister on managing tariffs for postal and telecommunications services;
Considering the proposal of Vietnam Post and Telecommunications Corporation Male at Circular No. 287/GCTT dated 19/01/2004 regarding the tariff for the service of leasing dedicated circuits;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Attached to this Decision is the tariff for leasing dedicated circuits within the province of Vietnam Post and Telecommunications Corporation.
Article 2. This Decision takes effect from May 1, 2004. All previous regulations that conflict with this Decision are hereby abolished.
Article 3. The Head of the Office, the Director of the Planning and Finance Department, the General Director of Vietnam Post and Telecommunications Corporation, and the Heads of related units are responsible for implementing this Decision./.

2. Scope of application of the rates.
2.1 - Level 1:
Both ends of the customer's circuit are located in districts, towns, provincial cities with contiguous administrative boundaries;
Both ends of the customer's circuit are located in districts, towns under central cities (excluding the cities of Hanoi, Ho Chi Minh City, and Da Nang) with contiguous administrative boundaries;
One end of the customer's circuit is located in inner-city districts, the other end is located in districts, towns under central cities (excluding the cities of Hanoi, Ho Chi Minh City, and Da Nang) with contiguous administrative boundaries;
2.2 - Level 2:
Both ends of the customer's circuit are located in districts, towns, provincial cities with non-contiguous administrative boundaries;
Both ends of the customer's circuit are located in districts, towns under central cities (excluding the cities of Hanoi, Ho Chi Minh City, and Da Nang) with non-contiguous administrative boundaries;
One end of the customer's circuit is located in inner-city districts, the other end is located in districts, towns under central cities (excluding the cities of Hanoi, Ho Chi Minh City, and Da Nang) with non-contiguous administrative boundaries.

Reduces the tariff for large customers and special customers, but the reduction shall not exceed 30% of the rates specified in the tariff table in Section 1.
